It enhances disclosure rules, mandates annual risk reports on ownership by certain foreign entities, and empowers the Committee on Foreign Investment in the United States (CFIUS) to review significant real estate purchases by "foreign entities of concern." Furthermore, the bill establishes new enforcement roles within the Department of Agriculture and prohibits foreign persons from participating in Farm Service Agency programs.

The Unlocking Domestic LNG Potential Act of 2025 centralizes the authority for approving all Liquefied Natural Gas (LNG) import and export facilities exclusively with the Federal Energy Regulatory Commission (FERC). Under this Act, FERC must automatically deem such applications as consistent with the public interest. Furthermore, the bill explicitly preserves the President's existing constitutional and statutory authority to prohibit gas trade with sanctioned countries.

The HELP Copays Act mandates that financial assistance provided by third parties, such as non-profits or drug manufacturers, must count toward a patient's deductible, copayment, and out-of-pocket maximums. This change ensures that patient cost-sharing requirements are met even when external aid is used to cover prescription drug costs. The new rules generally apply to plan years beginning on or after January 1, 2026.

This Act, the Hershel ‘Woody' Williams National Medal of Honor Monument Location Act, designates a specific location for the National Medal of Honor Monument in Washington D.C. It overrides standard placement rules to ensure the monument is situated within the "Reserve." This action supports the immediate honoring of Medal of Honor recipients, whose numbers are rapidly declining.

The "Ensuring Pathways to Innovative Cures Act of 2025" modifies the Drug Price Negotiation Program by adjusting the negotiation timeline for drug prices. For 2026 and 2027, negotiation can begin 7 years post-approval. Starting in 2028, this period extends to 11 years post-approval.

The Safeguarding Honest Speech Act prohibits the use of federal funds to compel employees or contractors to use preferred pronouns that do not align with biological sex or to use names other than a person's legal name. Individuals forced to comply with such mandates can notify their agency and, if unsatisfied with the response, sue the responsible federal department. Successful plaintiffs may receive damages, injunctive relief, and attorney's fees.

The RTP Full Funding Act of 2025 seeks to fully fund the Recreational Trails Program (RTP) by aligning its annual allocation with the actual non-highway fuel tax revenue generated by recreational users. The "Stop Dangerous Sanctuary Cities Act" aims to enhance cooperation between federal and local law enforcement by allowing state and local officers to act as agents of the Department of Homeland Security and protecting them from liability when complying with immigration detainers. It defines "sanctuary jurisdictions" as those that restrict information sharing or compliance with federal detainment requests, and it makes these jurisdictions ineligible for certain federal grants, reallocating those funds to non-sanctuary jurisdictions. This act does not protect individuals who knowingly violate civil or constitutional rights.

The PLASMA Act delays the full implementation of manufacturer discounts for plasma-derived products under Medicare Part D, phasing in the discounts from 2026 to 2032, depending on whether the beneficiary has met their out-of-pocket threshold. This phased approach aims to ensure continued access to these critical medicines, which are derived from human blood or plasma. The discounts do not apply to low-income subsidy recipients or drugs from small manufacturers.

These individuals will be returned to their country of origin or the country they entered from. The Department of Homeland Security is authorized to transport these individuals.
