The GUARD VA Benefits Act establishes criminal penalties for individuals who charge veterans unauthorized fees for assisting with claims for benefits administered by the Department of Veterans Affairs. This legislation amends existing law to prohibit soliciting, contracting for, or receiving compensation for preparing or prosecuting VA benefit claims, except where explicitly authorized by other statutes.

The TOTAL Care Act initiates a five-year pilot program within the TRICARE Prime program, allowing female beneficiaries to access obstetrical and gynecological care without needing a referral, including the option to select a TRICARE OBGYN provider as an additional primary care manager. The "EARLY Minds Act" amends the Public Health Service Act to emphasize early intervention for mental health by requiring states to outline prevention strategies in their plans. States can use up to 5% of their funding to support these programs. The Secretary must report to Congress biennially on state prevention and early intervention activities, including outcomes and demographics.

The "Project Safe Neighborhoods Reauthorization Act of 2025" reauthorizes and modifies the Project Safe Neighborhoods Grant Program, allowing funds to be used for hiring crime analysts, covering overtime costs, and acquiring technology to reduce violent crime. The goal of this bill is to increase access to treatment for substance use disorders.

The "Crimea Annexation Non-Recognition Act" prohibits the U.S. government from recognizing Russia's claim of sovereignty over Crimea. It also prevents any federal department or agency from taking actions that could imply recognition of this claim.

The "Defending Ukraine's Territorial Integrity Act" codifies U.S. policy to reject Russia's claims over occupied regions of Ukraine. It prohibits U.S. funds from going to central governments that recognize the independence of Russian-occupied Ukrainian territories or support their annexation by Russia. The Secretary of State is required to publish a list of countries in violation of this act, but can waive the prohibition if it is in the U.S. national interest.

The FIRE Cancer Act of 2025 aims to improve cancer prevention among firefighters by establishing cancer prevention programs, including early detection testing. It allocates $700 million in grants for these programs. The bill also directs FEMA and the CDC to create a voluntary program for firefighters to share anonymized screening results to identify cancer trends and causes.

The Farm and Food Cybersecurity Act of 2025 aims to bolster the cybersecurity of the agriculture and food critical infrastructure sector by requiring the Secretary of Agriculture to conduct regular risk assessments of cybersecurity threats and vulnerabilities. This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.
