The "Honor Our Living Donors Act" aims to support organ donation by removing financial barriers for living donors. It ensures that grant recipients do not consider the income of organ recipients when reimbursing donors. The Act also removes the expectation of payments by organ recipients and requires an annual report to Congress on grant funding adequacy for donor reimbursements.

The "Fueling Alternative Transportation with a Carbon Aviation Tax Act of 2025" increases excise taxes on fuel used by private jets and eliminates certain air transportation excise tax exemptions. It establishes the "Funding to Support Clean Communities Trust Fund," which will be funded by the increased taxes and used for grants and activities that deploy air quality monitoring systems, improve public transit and passenger rail infrastructure near airports, and improve public transportation in disadvantaged communities. At least 50% of the funds must be used for projects in disadvantaged communities, prioritizing those most affected by air pollution.

The "Protecting Americans from Tax Hikes on Imported Goods Act of 2025" limits the President's power under the International Emergency Economic Powers Act. It prevents the President from using this Act to impose or raise tariffs or tariff-rate quotas on imported goods. The President retains the authority to block specific goods or all goods from a particular country.

The "Protecting School Milk Choices Act of 2025" amends school lunch program requirements to mandate that schools offer both flavored and unflavored milk. Additionally, schools retain the option to provide lactose-free milk.

The Amtrak Transparency Act amends Title 49 of the U.S. Code, modifying requirements for Amtrak's Board of Directors meetings, including quorum rules, public notice for meetings, and annual meetings with state transportation heads. It mandates public disclosure of discretionary bonuses paid to officers and non-bargaining unit employees. Additionally, Amtrak must disclose vendor agreements over $250,000 to states or State-Amtrak Committees for state-supported route services upon request.

The Child Care Workforce and Facilities Act of 2025 aims to increase access to quality child care in child care deserts by providing competitive grants to States and Tribal entities. These grants will support the development and expansion of the child care workforce through education and training programs, as well as the construction, expansion, or renovation of child care facilities, including licensed family child care homes. The act authorizes $100,000,000 to be appropriated for fiscal years 2025 through 2031 to carry out these initiatives.

The "No Abortion Coverage for Medicaid Act" seeks to codify the Hyde Amendment by ensuring that federal Medicaid funds are not used for abortions or health coverage that includes abortion services. This includes prohibiting the use of federal funds for travel or lodging related to obtaining an abortion. Exceptions are made only in cases of rape, incest, to save the mother's life, or for the treatment of a miscarriage or ectopic pregnancy.

The "Ensuring Accurate and Complete Abortion Data Reporting Act of 2025" mandates that states report abortion data to the Centers for Disease Control and Prevention (CDC) to receive Medicaid funding for family planning services. This act requires the CDC to establish a system for collecting standardized abortion data, create a standard reporting worksheet for states, and issue annual reports based on the collected data. States must report data including maternal age, gestational age, race, ethnicity, abortion method, and other variables, and certify the accuracy of their submissions. States providing false information will lose Medicaid payments for family planning services and supplies.

This bill introduces a new refundable tax credit, capped at $350 annually, to help individuals cover the costs of electricity and gas for their primary residence, whether paid directly or included in rent. The credit phases out for higher-income individuals and joint filers and cannot be claimed if the expenses are already deducted or if the individual is claimed as a dependent. Landlords must provide tenants with a receipt detailing the amount of rent attributable to electricity and gas service. This provision would apply to expenses incurred after the bill's enactment.

The "Ninth Circuit Court of Appeals Judgeship and Reorganization Act of 2025" divides the Ninth Circuit Court of Appeals into two circuits, the new Ninth Circuit and the Twelfth Circuit, and creates new judgeships for both. The Act outlines the assignment of current judges, handles pending cases, and allows for temporary assignment of judges between the two circuits. It also addresses administrative coordination and authorizes the necessary funds to implement these changes, which will take effect once a certain number of judges have been confirmed.

The CONTAINER Act allows border states to place temporary structures on federal lands along the U.S. borders with Canada and Mexico, without needing special permits, to enhance border security. These structures can remain for up to a year, with possible extensions if border control is not achieved, as determined by the Commissioner of U.S. Customs and Border Protection. The Act streamlines the process for states to implement immediate, temporary border security measures on federal land.

The Northwest Energy Security Act directs the Secretaries of Interior, Energy, and Army to manage the Federal Columbia River Power System (FCRPS) according to the guidelines in the Columbia River System Operations Environmental Impact Statement Record of Decision, dated September 2020. It also establishes a process by which the Secretaries can make changes to the operation of the FCRPS. Finally, the bill prohibits actions that would reduce electricity production at FCRPS dams or limit navigation on the Snake River without explicit congressional approval.

The ATF Transparency Act aims to make the firearm application process more transparent and efficient. It allows applicants to appeal denied firearm transfer applications, potentially recoup attorney fees if successful, and prevents application delays by mandating automatic approval if the Secretary doesn't decide within 90 days. The Act also requires reports and agreements related to the National Instant Criminal Background Check System (NICS) to improve its administration and minimize unresolved inquiries.

The United States-Cuba Trade Act of 2025 seeks to normalize trade relations with Cuba by removing restrictions on trade, travel, and telecommunications, while also directing the President to negotiate with Cuba on property claims and human rights. The act repeals several existing laws and provisions that limit engagement with Cuba, allowing for increased economic and social interaction between the two countries. It also prohibits limitations on remittances to Cuba and requires a report to Congress on trade relations. The Act aims to foster democratic change and economic reform in Cuba through normalized trade relations.

The Stopping Adversarial Tariff Evasion Act clarifies how trade restrictions apply to countries considered foreign adversaries, ensuring that goods produced, manufactured, or assembled by entities connected to these adversaries are treated as if they originated in the adversary country itself. This applies to trade enforcement actions, import injury determinations, and actions to safeguard national security. The bill defines "foreign adversary country" and "foreign adversary party" to include governments, entities, and those involved in specific industrial or military strategies. This aims to prevent tariff evasion by foreign adversaries through production or assembly in other countries.

The Dismantle Iran's Proxy Act of 2025 redesignates Ansarallah as a foreign terrorist organization, imposing sanctions and requiring a strategy to restore freedom of navigation in key waterways. It mandates a report on obstacles to humanitarian aid in Yemen under Ansarallah's control and requires the president to determine if Abdul Malik al-Houthi, Abd al-Khaliq Badr al-Din al-Houthi, and Abdullah Yahya al-Hakim are officials, agents, or affiliates of Ansarallah.

This bill amends the Food Security Act of 1985 to increase funding for the conservation stewardship program, allocating $1.8 billion annually from 2025 through 2031. It also transfers funds from prior allocations under Public Law 117-169 to further support this program, managed by the Commodity Credit Corporation.

The SAFE Grilling Act aims to reduce grill-related injuries and fires by establishing a public awareness campaign. This campaign, led by the Consumer Product Safety Commission, will educate the public on grilling safety practices. The act allocates $5,000,000 in funding for this initiative.

The 911 SAVES Act mandates the Office of Management and Budget to reclassify public safety telecommunicators as a protective service occupation within the Standard Occupational Classification system. This change recognizes the critical and often stressful role these professionals play in emergency response and aligns their classification with the lifesaving work they perform. The reclassification aims to correct an inaccurate representation and better align the Standard Occupational Classification with related classification systems.

The FARM Act aims to protect U.S. agriculture by including it in the Committee on Foreign Investment in the United States, adding the Secretary of Agriculture to the committee, and mandating reviews of foreign investments in U.S. agricultural businesses. It designates agricultural systems and supply chains as critical infrastructure and technologies. The Act also requires annual reports to Congress on foreign influence and potential threats in the U.S. agriculture industry, including espionage and intellectual property theft.
