The "Carried Interest Fairness Act of 2025" changes the tax treatment of certain partnership interests, especially those related to investment management services. It reclassifies certain capital gains as ordinary income for partners providing these services, modifies the valuation and tax implications of partnership interests transferred for services, and introduces stricter rules to prevent tax avoidance. This act aims to ensure that income derived from investment management is taxed at ordinary income rates rather than more favorable capital gains rates. It also includes provisions addressing qualified dividend income, gains from qualified small business stock, and the treatment of income from special purpose acquisition companies.

The "End of GSE Conservatorship Preparation Act of 2025" mandates the Secretary of the Treasury to report to Congress on the status of proposals related to ending the conservatorships of Fannie Mae and Freddie Mac. Within 30 days of enactment, the Treasury must report on the completion status of proposals outlined in the January 14, 2021 agreements. If incomplete, the latest drafts must be included, and the Secretary is required to finalize and submit these proposals within 90 days of the Act's enactment.

The "Retirement Fairness for Charities and Educational Institutions Act of 2025" modifies regulations for 403(b) plans under the Investment Company Act of 1940, the Securities Act of 1933, and the Securities Exchange Act of 1934. These modifications broaden exemptions from registration provisions for certain interests, participations, or securities related to 403(b) plans, especially those subject to Title I of the Employee Retirement Income Security Act of 1974, or where the employer acts as a fiduciary, or are governmental plans as defined in section 414. The goal is to expand the types of trusts, plans, and accounts that are excluded from being defined as investment companies. It also updates a section regarding exemptions from registration requirements for securities, adding a reference to plans described in section 3(a)(12)(C)(iv) of the Act.

The BOWSER Act repeals the District of Columbia Home Rule Act, which currently grants a limited form of self-government to the District of Columbia. This repeal would take effect one year after the BOWSER Act is enacted. Effectively, this would end the current system of local governance in DC.

The DEMOCRACIA Act aims to restrict financial resources to the Cuban government by imposing sanctions on foreign individuals and entities involved with Cuba's defense, security, and intelligence sectors, as well as those engaged in human rights abuses and corruption. It also mandates the President to provide unrestricted internet service to the Cuban people and establishes conditions for terminating these sanctions, including democratic reforms and human rights improvements in Cuba. The bill outlines specific criteria the Cuban government must meet to end sanctions, such as legalizing political activity, releasing political prisoners, and holding free and fair elections.

The "All Access Act of 2025" ensures Members of Congress can access any public building during regular hours by showing their official ID. Access outside of normal business hours requires a 12-hour advance notice to the building head. This act defines "Member of Congress" as a Representative or Senator.

The "Responsibility in Drug Advertising Act of 2025" amends the Federal Food, Drug, and Cosmetic Act to regulate direct-to-consumer advertising of prescription drugs. It prohibits advertising of newly approved drugs for the first three years and allows the Secretary to extend the prohibition if significant adverse health effects are identified. The Secretary of Health and Human Services is required to revise drug advertisement regulations within one year to implement these changes.

The "Mandatory Removal Proceedings Act" mandates that the Secretary of Homeland Security initiate removal proceedings for any alien whose visa has been revoked due to security concerns or related issues as outlined in section 237(a)(4) of the Immigration and Nationality Act. This act clarifies visa revocation procedures and emphasizes the Secretary's authority in such matters. There is no judicial review allowed.

The UAP Transparency Act mandates the declassification and public release of all U.S. government documents related to unidentified anomalous phenomena (UAP) within 270 days. It requires the President to oversee and report on the progress of this declassification to Congress. This aims to increase transparency and public access to information regarding UAPs.

The CRITICAL Act amends the Social Security Act to increase reimbursement for critical access hospitals in noncontiguous states. This bill ensures that inpatient, outpatient, ambulance, and skilled nursing facility services are covered, even after costs reach 101 percent. By increasing reimbursement rates, the CRITICAL Act aims to improve healthcare services in rural areas.

The "First Rhode Island Regiment Congressional Gold Medal Act" authorizes the creation of a Congressional Gold Medal to collectively honor the First Rhode Island Regiment for their heroic service during the Revolutionary War. This regiment, one of the first racially integrated units in American history, was composed of African American, Indigenous, and mixed-race soldiers. The gold medal will be presented to the Rhode Island State Library for public display and research, with the hope that it will also be exhibited at other locations associated with the Regiment. The Act also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Protecting Taxpayers Wallets Act of 2025" mandates federal agencies to charge labor organizations (unions) for the use of federal resources, including union time, to be paid quarterly into the Treasury's general fund. It establishes penalties for late payments, including interest, suspension of union time, and potential decertification and requires agencies to track union time accurately and prohibits fee waivers. Agency Inspectors General must evaluate compliance every two years.

The "Caring for All Families Act" amends the Family and Medical Leave Act of 1993 to expand the definition of family to include domestic partners, in-laws, adult children, grandparents, grandchildren, siblings, and other individuals with close family-like relationships. It also allows employees to take additional leave for parental involvement in school or community organizations, and to attend to family medical needs or the care of elderly individuals with close family-like ties. These provisions apply to both private-sector and federal employees, ensuring broader access to family and medical leave for caregiving and family wellness purposes.

The CAREER Act of 2025 reauthorizes and modifies key grant programs aimed at supporting individuals recovering from substance use disorders through workforce development and recovery housing. It extends funding for treatment, recovery, and workforce support grants, allowing funds to be used for transportation services and prioritizing data collection on employment outcomes. The act also reauthorizes the Recovery Housing Pilot Program, updating data collection methods and extending the program through 2030 to provide stable housing for individuals in recovery.

The BEACH Act of 2025 amends the Federal Water Pollution Control Act to improve coastal recreation water quality monitoring by including nearby upstream waters and requiring states to provide data on contamination sources. It authorizes grants for identifying contamination sources and reauthorizes $30,000,000 annually through 2029 for coastal water quality monitoring and notification programs. The bill also directs the EPA to update guidance to state and local governments on the latest water contamination testing technologies.

The "Eliminate Lavish Incentives To Electric Vehicles Act" repeals several clean energy tax credits, including those for new and used clean vehicles, qualified commercial clean vehicles, and excludes electric vehicle recharging property from the alternative fuel vehicle refueling property credit. These changes would take effect for vehicles or property purchased (or under binding contract) more than 30 days after the Act's enactment.

The "Doctors in our Borders Act" aims to increase the availability of medical care in underserved areas by raising the number of Conrad 30 waivers from 30 to 100 per state. These waivers allow international medical graduates to remain in the United States after completing their residency, provided they work in underserved communities. This expansion seeks to bring more doctors to areas with limited access to healthcare.

The New Markets Tax Credit Extension Act of 2025 permanently extends the New Markets Tax Credit, originally set to expire after 2025, to encourage investment in low-income communities. The bill also adjusts the credit amount for inflation after 2025 and provides alternative minimum tax relief for credits on qualified equity investments made after December 31, 2024. These changes aim to incentivize ongoing investment in economically distressed areas.

The "National Statistics on Deadly Force Transparency Act of 2025" mandates the collection and reporting of comprehensive data on all instances of deadly force used by law enforcement officers. This includes details on involved individuals, circumstances of the incident, and justifications for the use of deadly force. The Bureau of Justice Statistics will then publish this data, excluding personal identifying information, and make it available to Congress and the public. States and local governments that fail to comply with reporting requirements will face a reduction in Byrne Justice Assistance Grant funding.

The Ensuring Naval Readiness Act allows the U.S. Navy to construct vessels in foreign shipyards under specific conditions to potentially reduce costs and enhance readiness. Construction in foreign shipyards is permitted only if they are located in a NATO member country or a country in the Indo-Pacific Region with a mutual defense treaty with the U.S., and if the construction cost is less than in a U.S. shipyard. The Act requires certification that the foreign shipyard is not owned or operated by a Chinese company or a multinational company based in China.
