The Cyber Conspiracy Modernization Act amends Section 1030(c) of title 18, United States Code, to include conspiracies to violate computer fraud and abuse laws. This update extends the penalties for attempting to violate these laws to also cover conspiracies to violate them.

The Plum Island Preservation Act permanently protects Plum Island, New York, for ecological conservation, historical and cultural heritage, and continued access. It directs the Administrator of General Services to conduct visioning sessions with federal, state, and tribal stakeholders to develop an ecological management plan. The Administrator must also submit annual reports to Congress detailing the progress and outcomes of these visioning sessions.

The Utah Wildfire Research Institute Act of 2025 amends the Southwest Forest Health and Wildfire Prevention Act of 2004 to include Utah in the program. This inclusion aims to enhance wildfire research and prevention efforts within the state.

This bill supports designating March 15, 2025, as "National Osceola Turkey Day" to recognize the wild turkey's historical and economic significance, particularly the Osceola subspecies unique to Florida. It highlights the importance of turkey hunting for conservation, cultural heritage, and economic impact, especially in Florida, where revenue from permits supports habitat management and research. The bill encourages the people of the United States to observe National Osceola Turkey Day with appropriate ceremonies and activities.

The "No Propaganda Act" prohibits the use of federal funds for the Corporation for Public Broadcasting (CPB) and prevents CPB from accepting such funds. It also rescinds any remaining funds allocated to CPB from the Consolidated Appropriations Act, 2023, and the Further Consolidated Appropriations Act, 2024.

The "One Flag for All Act" generally prohibits the display of flags other than the United States flag on the exterior and publicly accessible areas of federal buildings, military installations, and U.S. embassies. It includes exceptions for flags such as the POW/MIA flag, flags of visiting diplomats, state flags displayed by Members of Congress, flags representing branches of the Armed Forces, flags of historical significance, and flags representing religious organizations or churches during religious events at military installations. Additional exceptions are made for flags representing public safety, special national observances, a Federal agency, an Indian Tribe, and the State, territory, county, city, or local jurisdiction where the covered public building is located.

The "Quapaw Tribal Settlement Act of 2025" establishes a trust account within the Department of Interior and authorizes the Secretary of the Treasury to pay \$137.5 million to the Quapaw Nation and individual members, as Claimants, to settle legal claims. It outlines a process for distributing these funds, prioritizing mediation among the Claimants to develop a distribution plan. If mediation fails, the Secretary of the Interior will determine the final allocation of the settlement proceeds based on a set of procedures and deadlines.

The GRID Power Act aims to improve the process for connecting new power projects to the electric grid, prioritizing those that enhance grid reliability and resilience. It directs the Federal Energy Regulatory Commission (FERC) to establish rules that allow transmission providers to propose adjustments to their interconnection queue, giving priority to projects that improve grid reliability. These proposals must demonstrate the need for prioritization, explain how it will improve grid reliability or resilience, and be subject to public comment. FERC is required to review and update these regulations regularly to address evolving grid challenges.

The "CREEPER Act 2.0" prohibits the importation, transportation, sale, and distribution of child sex dolls, defined as anatomically correct dolls, mannequins, or robots with features resembling a minor, intended for sexual acts, with penalties including fines and imprisonment for violations. This bill aims to prevent the exploitation and abuse of minors by criminalizing the trafficking and possession of these dolls.

The Oral Health Products Inclusion Act allows health savings accounts (HSAs) and Archer MSAs to include over-the-counter oral healthcare products like toothbrushes and water flossers as qualified medical expenses. It also permits health flexible spending arrangements and health reimbursement arrangements to cover these expenses. This applies to expenses incurred after the Act's enactment.

This bill directs the EPA to establish a voluntary labeling program for apparel, providing consumers with information about the greenhouse gas emissions associated with a product's lifecycle. Apparel sellers can apply to use the label, which will include a numerical summary of emissions, a QR code for detailed information, and a summary of voluntary commitments to reduce emissions. The EPA will verify label information, certify verifying entities, and publish regular reports on the program's effectiveness. The bill also includes provisions for technical assistance, voluntary commitments, a public database, consumer outreach, and penalties for fraudulent label use.

The Gold King Mine Spill Compensation Act of 2025 provides compensation to individuals and businesses who suffered damages from the 2015 Gold King Mine spill and whose claims were previously denied or not fully compensated by the EPA. This Act allows the EPA Administrator to investigate and settle these claims, using Colorado state laws to calculate damages, and establishes a process for claimants to challenge the Administrator's decision in court. The bill also allocates $3.3 million for claim payments. Acceptance of payment under this act releases the United States from any further liability related to the Gold King Mine spill.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, ensuring consistent enforcement against antisemitism in federally funded programs. This bill aims to increase awareness and improve the safety of Jewish communities by codifying the use of the IHRA definition. The Act does not expand the Department of Education's authority, change harassment standards, reduce existing rights, or diminish First Amendment rights.

This bill extends government funding through April 11, 2025, allocating additional funds for the Department of Defense, FEMA disaster relief, and the Navajo and Hopi Relocation Office. It also includes short-term extensions for various healthcare programs, including community health centers and telehealth services, and extends provisions related to financial oversight, national security, and cybersecurity. Finally, the bill ensures that its budgetary effects do not trigger automatic spending cuts or negatively impact budget allocations.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The STEAM Act aims to streamline the development of geothermal energy resources. It amends the Energy Policy Act of 2005 to include the Geothermal Steam Act of 1970, expanding NEPA review exemptions to geothermal resource exploration. This inclusion aims to accelerate geothermal projects by aligning them with existing streamlined processes for gas resource development.

This bill restructures the Department of Defense by creating an Assistant Secretary of Defense for International Industrial Base Development and Engagement to strengthen the defense industrial base through international partnerships. It also renames and expands the role of the Assistant Secretary of Defense for Strategy, Plans, and Capabilities to include homeland defense responsibilities. The bill eliminates the Assistant Secretary of Defense for Homeland Defense and Hemispheric Affairs, shifting Western Hemisphere affairs to the Assistant Secretary of Defense for International Security Affairs.

The "Fort Ontario Holocaust Refugee Shelter National Historical Park Establishment Act" establishes a new National Historical Park to preserve and interpret the story of the Fort Ontario refugee shelter. The park will be managed by the Secretary of the Interior, who can acquire land through donation, purchase, or exchange, and is required to create a management plan for the park within 3 fiscal years. Cooperative agreements with state, public, and private entities may be formed to aid in the park's interpretive and educational services.

The Rural Hospital Closure Relief Act of 2025 aims to support rural hospitals by allowing states to waive certain distance requirements for critical access hospital designation, enabling more rural hospitals to qualify for this status based on community need and service expansion. It also directs a study on Medicare payment systems for rural hospitals to ensure financial sustainability and access to care, and requires a transition plan for Critical Access Hospitals to transition to new payment models within 10 years. This act is designed to prevent hospital closures in underserved rural areas by providing financial relief and updated payment structures.

The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.
