The FAIR PREP Act of 2025 prohibits the Treasury Secretary from preparing tax returns or refund claims, including through IRS-run electronic services, with exceptions for qualified programs like the IRS Free File Program. It defines "prepare" and "electronic tax preparation service" to clarify the scope of the prohibition, which applies to returns filed more than 30 days after enactment. The Act also restricts the Treasury Secretary from spending funds on developing or operating electronic tax preparation services without explicit authorization from a new law.

The "Ensuring United Families at the Border Act" modifies the detention rules for families entering the U.S. unlawfully, stating that there is no assumption that a minor entering the U.S. with a parent should not be detained. It mandates that the Department of Homeland Security detain parents who have been charged with misdemeanor offenses for unlawful entry along with their child. Additionally, the Act prohibits states from requiring immigration detention facilities housing families with children to be licensed by the state or local governments.

The USPS Subpoena Authority Act enables the Postmaster General to issue subpoenas for investigations into specific offenses, including those related to mail use and controlled substances. These subpoenas can demand relevant records and testimony to ensure the authenticity of the records. The authority to approve these subpoenas is limited to the Postal Service's General Counsel, a Deputy General Counsel, or the Chief Postal Inspector.

This bill formally elects the chairs of various standing committees in the House of Representatives. The chairs will lead committees focused on areas such as agriculture, appropriations, armed services, the budget, education and workforce, and energy and commerce. Additional committees include financial services, foreign affairs, homeland security, the judiciary, natural resources, oversight and government reform, science, space, and technology, small business, transportation and infrastructure, veterans affairs, and ways and means. These appointments formalize the leadership structure within the House for the current term.

The penalties increase significantly if the false information results in serious bodily injury or death. The bill defines "emergency response" to include actions by both government and private organizations involved in public safety, such as law enforcement, fire services, and rescue operations.

The "Budget Process Enhancement Act" modifies budget baseline calculations by excluding emergency funds and supplemental appropriations, and it stipulates that congressional members' salaries will be held in escrow if a budget resolution is not agreed upon by the House or Senate by the specified deadline. Additionally, the Act mandates the Inspector General of the Office of Personnel Management to ensure timely submission of the President's budget, with penalties for the Director, Deputy Director, and Deputy Director for Management of the Office of Management and Budget if the budget is submitted late.

The Washington, D.C. Admission Act outlines the process for Washington, D.C., to become the State of Washington, Douglass Commonwealth, while establishing a separate U.S. Capital. It addresses the transition of laws, property, and governance, ensuring continued federal operations and representation for D.C. residents. The Act also covers federal responsibilities, courts, elections, and benefit programs during the transition, establishing a commission to oversee the process and mandating presidential certification.

This bill amends the Cybersecurity Enhancement Act of 2014 to improve the Federal Cyber Scholarship for Service Program. The bill increases the required service commitment from 3 to 5 years. It also ensures that participants can repay the full amount of their loans through service, removing previous limitations.

The "Restoring Vehicle Market Freedom Act of 2025" repeals several existing tax credits related to clean vehicles, including those for previously owned clean vehicles, alternative motor vehicles, alternative fuel vehicle refueling property, new plug-in electric drive motor vehicles, and qualified commercial clean vehicles, amending the Internal Revenue Code of 1986 accordingly.

The Family First Act introduces several changes to the tax code, including an expanded child tax credit, a new tax credit for pregnant mothers, and simplification of the earned income credit. The SAP Act of 2025 amends the Agricultural Act of 2014, extending the Acer Access and Development Program through 2030. It requires the Secretary to seek input from maple industry stakeholders on research and education priorities before awarding grants. This input must be sought at least 6 months before the first funding application request, starting one year after the SAP Act of 2025 is enacted. The Secretary must consider this input when awarding grants.

The Making Agricultural Products Locally Essential Act (MAPLE Act) amends the Senior Farmers Market Nutrition Program. The bill expands the program to include maple syrup as an eligible food that can be purchased. This change aims to support local maple syrup producers and provide seniors with access to locally sourced products.

The bill calls for the E3 to act before the expiration of the UN Security Council Resolution 2231 in October 2025, which would terminate the snapback mechanism for reimposing sanctions.
