The bill expresses support for DES Awareness Week, recognizes the harm caused by DES, supports restoring funding for the DES Follow-Up Study, and urges the FDA to formally apologize to affected families. DES exposure in utero has been linked to various health complications in children and increased fertility and pregnancy complications in women. The FDA banned DES use during pregnancy in 1971 but has not apologized for the harm caused by its prolonged use.

The Air Traffic Controller Protection Act aims to prevent the reduction, replacement, or outsourcing of FAA staff by requiring Congressional approval for workforce changes of 1% or more. It mandates a comprehensive report to Congress justifying any proposed changes. The Act also ensures the FAA's autonomy by preventing external control and prohibits the privatization of the air traffic control system.

This bill amends the Internal Revenue Code of 1986, increasing the allowable percentage of a Real Estate Investment Trust's (REIT) assets held in taxable REIT subsidiaries from 20% to 25%. This adjustment provides REITs with greater flexibility in managing their assets. The change will be effective for taxable years starting after December 31, 2025.

The "Bridging the Broadband Gap Act of 2025" allows the use of Broadband Equity, Access, and Deployment (BEAD) Program funds to provide broadband vouchers to households in areas lacking adequate broadband service. The Sarvis Creek Wilderness Completion Act expands the Sarvis Creek Wilderness in Colorado by approximately 6,817 acres within the Routt National Forest. It ensures the preservation of tribal rights and access for traditional uses within the expanded wilderness area. The Act also allows the Secretary of Agriculture to manage natural threats like fire and disease within the area.

The "Advancing Grid-Enhancing Technologies Act of 2025" aims to improve the efficiency and reliability of the electric grid by incentivizing the use of grid-enhancing technologies. It directs the Federal Energy Regulatory Commission (FERC) to establish a "shared savings incentive" that returns a portion of the savings from these technologies to project developers. The Act also requires transmission operators to report congestion-related costs and directs the Department of Energy to create an application guide and provide technical assistance for deploying these technologies. Finally, the Act mandates the creation of a public congestion cost map to identify areas needing grid improvements.

The "Food Security and Farm Protection Act" prevents state and local governments from interfering with the production of agricultural products in other states, especially regarding preharvest standards. It allows those affected by such regulations to sue in federal court to invalidate the regulation and recover economic damages. Courts are required to temporarily block the regulation while the case proceeds, unless the state demonstrates a high likelihood of winning the case and that the injunction would cause irreparable harm. The Act establishes a 10-year window for filing lawsuits.

The "Strengthening Child Exploitation Enforcement Act" amends Title 18 of the U.S. Code to broaden the definition of kidnapping, modify provisions related to sexual abuse, and update penalties for civil rights offenses involving sexual misconduct. These changes include expanding the scope of kidnapping to include deception, clarifying the application of laws regarding interstate travel for sexual abuse offenses, and refining the language and references within existing statutes to enhance clarity and enforcement. The Act also introduces a new offense related to intentional genital contact with minors under specific circumstances. Some of the changes apply retroactively.

The "Ending PUSHOUT Act of 2025" aims to improve data collection on discriminatory school discipline, end discriminatory exclusionary discipline practices, and reduce lost instructional time due to excessive disciplinary removals. It authorizes grants for local educational agencies and nonprofits to implement non-exclusionary discipline policies and alternatives, and establishes a joint task force to address the school pushout of girls of color. The bill prohibits the use of funds for school-based law enforcement, surveillance equipment, or arming school personnel. It also allocates funding for data collection and grant programs.

The "Family Notification of Death, Injury, or Illness in Custody Act of 2025" mandates that detention agencies promptly notify the next of kin or emergency contact when an individual in their custody dies, becomes seriously ill, or is seriously injured. It requires the Attorney General to establish policies for federal detention agencies and to develop model policies for state, local, and tribal agencies, including best practices for collecting emergency contact information, timely notifications, and compassionate communication. The Act emphasizes the importance of upholding the dignity of incarcerated individuals and supporting their families during difficult times, but does not create legal obligations for emergency contacts or establish a private right of action.

The "Moab UMTRA Project Transition Act of 2025" directs the Department of Energy to transfer the Moab site to Grand County, Utah, at no cost, once remediation is complete and regulatory authorities are consulted. This transfer is subject to restrictions necessary for health and safety under the Uranium Mill Tailings Radiation Control Act. Grand County is prohibited from transferring the land to private entities, and the Department of Energy retains necessary water rights for ongoing remediation.

The Nuclear Family Priority Act prioritizes immigration for spouses and children of U.S. citizens and permanent residents by redefining "immediate relatives" to exclude parents, setting a new annual limit for family-sponsored immigrants, and creating a nonimmigrant visa for parents of adult U.S. citizens under specific conditions. The Act modifies family-sponsored visa categories and revises numerical limitations, allocating a majority of visas without per-country limits. It also establishes a W nonimmigrant visa for parents of adult U.S. citizens, requiring the citizen child to provide financial support and health insurance for the visa holder. The changes will take effect at the start of the second fiscal year after enactment, with immediate invalidation of certain pending family-sponsored petitions.

The "Quantum National Security Coordination and Competition Act of 2025" establishes a Department of Defense office to coordinate and advance quantum technology for national security purposes. It mandates the Secretary of Defense to collaborate with other federal agencies and submit regular reports to Congress on the state of quantum capabilities, both domestically and in competitor nations. These reports will include comparisons of U.S. quantum capabilities versus adversarial countries, and a plan for the U.S. to outpace other countries in quantum technology. The goal of this act is to ensure the U.S. maintains a competitive edge in quantum technology for national security.

The PEER Support Act aims to enhance mental health and substance use disorder recovery support by formally recognizing and supporting peer support specialists. It mandates the Office of Management and Budget to create a specific job category for peer support specialists and establishes an Office of Recovery within the Substance Abuse and Mental Health Services Administration to promote their training, integration, and professional development. Additionally, the Act requires a report on criminal background checks for peer support specialists, with recommendations to reduce barriers to certification.

The Stop CCP Money Laundering Act of 2025 aims to combat money laundering and export control violations involving Hong Kong. It requires the Secretary of the Treasury to determine if Hong Kong should be labeled as a primary money laundering concern. Additionally, it mandates a report assessing Hong Kong's financial institutions' ability to prevent transactions violating U.S. export controls and sanctions, especially concerning transfers to countries like Russia and Iran. The report will also evaluate the impact of China's national security measures on Hong Kong's financial institutions and their cooperation with U.S. authorities.

The "Fix Moldy Housing Act" directs the EPA to study and set nonbinding national standards for mold assessment and remediation. It establishes a grant program to assist State and Tribal governments with mold issues, including licensing programs and technical assistance. Additionally, it provides grants for mold remediation in public buildings, severely impacted homes, and temporary housing for eligible individuals, prioritizing low-income households and high-risk areas.

The Servicewomen and Veterans Menopause Research Act requires the Department of Defense and the Department of Veterans Affairs to evaluate existing research and identify gaps in knowledge regarding menopause, perimenopause, and mid-life women's health among servicewomen and veterans. It directs them to assess the impact of military service on menopause-related symptoms and the availability of related healthcare resources. The Act also mandates a report to Congress outlining findings and a strategic plan for future research and improved training resources for healthcare providers.

The BRAIN Act aims to strengthen brain tumor research and treatment development, and improve access to specialized healthcare. It requires transparency for brain tumor biospecimen collections, establishes the Glioblastoma Therapeutics Network, and promotes brain tumor-related cellular immunotherapy research. The act also mandates a national campaign to educate about cancer clinical trials and biomarker testing, supports pilot programs for brain tumor survivor care, and directs the FDA to ensure brain tumor patient access to clinical trials.
