The "Grazing for Wildfire Risk Reduction Act" aims to reduce wildfire risks by directing the Secretary of Agriculture to expand the use of livestock grazing on Forest Service land. The plan includes strategies such as expediting environmental reviews for grazing permits, employing targeted grazing, and increasing the use of temporary permits for fuels reduction and invasive species control. It also promotes grazing as a post-fire recovery tool and utilizes all available legal authorities to achieve these goals.

The "START Housing Act of 2025" reauthorizes and extends the Recovery Housing Program through 2031, prioritizing funding for states with the greatest need based on unemployment, labor force participation, drug overdose deaths, and unsheltered homelessness rates. It requires states to supplement existing funding and consult with relevant agencies to support individuals in stable housing, and allows HUD to use up to 2% of funds for technical assistance and best practices.

The "Alternatives to PAIN Act" amends Medicare Part D to improve access to non-opioid pain management drugs by waiving deductibles and ensuring they are placed on the lowest cost-sharing tier starting in 2026. The Act also prohibits the use of step therapy and prior authorization requirements for these drugs, further easing access for patients. These changes aim to provide more accessible alternatives for pain management, reducing reliance on opioids.

The Whole Milk for Healthy Kids Act of 2025 expands milk options available to students in the National School Lunch Program by allowing schools to offer organic or non-organic whole milk. This legislation provides greater flexibility for schools in providing fluid milk choices while maintaining accommodations for students with special dietary needs. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

The SAFE Act amends the Social Security Act to include physical and occupational therapy benefits in Medicare annual wellness visits and initial preventive physical exams starting in 2026 for individuals determined to have fallen in the previous year. It mandates that these individuals receive falls risk assessments, fall prevention services, and outpatient therapy services. Additionally, the Act requires the Secretary of Health and Human Services to submit annual reports to Congress on falls experienced by individuals aged 65 and older.

The "Rural Physician Workforce Production Act of 2025" aims to boost the number of physicians practicing in rural areas by establishing a new payment system to support medical resident training in those locations. This includes an "elective rural sustainability per resident payment" to hospitals training residents in rural areas and adjusts graduate medical education funding to further support rural training programs. The Act ensures that hospitals training residents in rural areas receive additional financial support, without being subject to existing program limitations, to cover the costs of training. It also includes provisions to maintain budget neutrality within Medicare's medical education spending.

The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The "Protecting Sensitive Locations Act" amends the Immigration and Nationality Act to restrict immigration enforcement actions within 1,000 feet of sensitive locations like schools, hospitals, and places of worship, except in exigent circumstances. It mandates training, reporting, and oversight for enforcement activities near these locations, and invalidates evidence obtained in violation of the Act. The Act aims to ensure discretion and limit enforcement impact on sensitive community spaces, while also requiring annual reports to Congress on enforcement actions taken in sensitive locations.

The New Markets Tax Credit Extension Act of 2025 permanently extends the New Markets Tax Credit, which incentivizes investment in low-income communities. It removes the credit's expiration date and adjusts the credit amount for inflation after 2025. The act also provides alternative minimum tax relief for qualified equity investments made after December 31, 2024.

The Disaster Resiliency and Coverage Act of 2025 aims to increase household disaster resilience through a grant program for pre-disaster mitigation activities, tax exclusions for state-based catastrophe loss mitigation payments and certain emergency agricultural assistance, and a tax credit for disaster mitigation expenditures. The grant program will provide funds to states and tribal governments for mitigation activities on individual homes in high-risk disaster areas, while the tax exclusions and credit offer financial relief and incentives for individuals and agricultural producers affected by disasters. This act seeks to encourage proactive measures to protect homes and businesses from the impact of future disasters.

The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys. It also mandates the appointment of dedicated attorneys to prosecute crimes against postal employees and directs the Sentencing Commission to increase penalties for assaulting or robbing them.

The CONSTRUCTS Act of 2025 aims to expand training and education opportunities for careers in residential construction by awarding competitive grants to junior and community colleges, as well as area career and technical education schools. These grants will support the creation or expansion of training programs, with a focus on serving rural areas and underserved populations, and will encourage partnerships with local construction businesses. The goal is to address workforce shortages in the residential construction industry and increase the availability of affordable housing. The Act allocates $20 million per fiscal year from 2026 to 2030 for these initiatives.

The "Amateur Radio Emergency Preparedness Act" aims to protect amateur radio operators' ability to install and use antennas on their property, despite private land use restrictions that may otherwise prohibit or impair such installations. It allows for reasonable restrictions based on safety and aesthetics, while limiting prior approval requirements and offering legal recourse for violations. The Act seeks to balance community interests with the need for effective emergency communication capabilities provided by amateur radio operators. The FCC is required to issue regulations to implement the act within 180 days of enactment.

The Right to Contraception Act establishes a federal right for individuals to access and use contraception without government interference. It prohibits federal and state governments from enacting laws that restrict access to contraceptives or the provision of related services. The Act provides clear enforcement mechanisms, allowing individuals and the Attorney General to sue to strike down any rule that violates these protections.

The BOOST Act introduces a refundable tax credit for individuals who purchase communications signal boosters to improve broadband internet access in their primary residence, if that residence is in an unserved area. The credit covers 75% of the cost, up to $400, for signal boosters, satellite network equipment, and related ground station equipment. This credit is available for taxable years between 2025 and 2029 and is limited to one claim per individual.

The "Aerial Firefighting Enhancement Act of 2025" reauthorizes and modifies the Department of Defense's authority to sell aircraft and parts for wildfire suppression, extending it to October 1, 2035. It allows sold aircraft to drop water in addition to fire retardant and specifies that these aircraft can only be used for wildfire suppression services.

The Patriot Day Act amends title 5 of the United States Code to include "Patriot Day" in section 6103(a). This act formally recognizes Patriot Day as a day of national observance.

The "Medicare Patient Access and Practice Stabilization Act of 2025" extends increased Medicare payment support for physicians and practitioners through 2025. It increases payment rates by 6.62% for services provided from April 1, 2025, to January 1, 2026. The bill also updates a section of the Social Security Act to include the years 2021 through 2025 for conforming changes.
