The American Innovation and R&D Competitiveness Act of 2025 revises how businesses treat research and experimental (R&E) expenditures for tax purposes. Taxpayers can now choose between immediately deducting R&E costs or amortizing them over a period of at least 60 months. This legislation also makes technical adjustments to ensure consistency between immediate deductions and claiming the research tax credit.

This Act authorizes the creation and sale of special commemorative gold and silver coins to mark the 25th anniversary of the September 11th attacks. The coins will feature designs honoring the victims and first responders, with the phrase "Never Forget" required on at least one design. All surcharges collected from the sale of these coins will be donated to support the ongoing operations and maintenance of the National September 11 Memorial and Museum. The Treasury must ensure the entire coin program results in no net cost to the Federal Government.

The BAH Restoration Act aims to restore the Basic Allowance for Housing (BAH) to cover 100% of service members' housing costs. This will be done by amending title 37 of the United States Code, ensuring that the monthly BAH is equivalent to the determined monthly cost of adequate housing based on pay grade, dependency status, and location. The Secretary of Defense will determine the specific housing costs in each area.

The Children's Health Insurance Program Permanency Act (CHIPP Act) permanently extends funding for the Children's Health Insurance Program (CHIP) and other related programs. It also makes permanent several programs and demonstration projects under the Social Security Act, such as the Pediatric Quality Measures Program and the Express Lane Eligibility Option. Additionally, the act provides states with the option to increase children's eligibility for Medicaid and CHIP by allowing them to cover children whose family income exceeds the state's current maximum income level.

The Wildland Firefighter Paycheck Protection Act of 2025 establishes permanent, higher base pay rates for federal wildland firefighters based on their GS grade. It also creates a significant daily premium pay bonus for time spent responding to qualifying wildfire incidents. Finally, the bill mandates new paid rest and recuperation leave for firefighters following deployment to ensure proper recovery.

The John R. Lewis Voting Rights Advancement Act of 2025 amends the Voting Rights Act of 1965 to address vote dilution, denial, and abridgment claims, and to update which states and political subdivisions are subject to federal oversight based on a history of voting rights violations. It broadens the types of violations that allow a court to retain jurisdiction over a case, clarifies the Attorney General's authority to assign observers, and ensures transparency in voting-related changes. The Act also authorizes the Attorney General to demand documents and information to enforce voting rights and provides grants to small jurisdictions to assist with notification requirements.

This bill, the Richard L. Trumka Protecting the Right to Organize Act of 2025, seeks to amend the National Labor Relations Act and other labor laws to strengthen protections for workers' rights to organize and collectively bargain. It aims to modernize labor regulations by clarifying definitions, addressing unfair labor practices, enhancing enforcement, and increasing transparency in labor-management relations. The bill introduces measures such as electronic voting in union elections, strengthens whistleblower protections, and mandates studies on collective bargaining practices. Ultimately, the goal is to ensure fair treatment of workers and promote equitable labor practices.

The Roberto Clemente Commemorative Coin Act directs the Department of Treasury to mint and issue gold, silver, and half-dollar coins in 2027 to commemorate the life and legacy of Roberto Clemente. The coins' designs will represent Clemente's life, including his baseball achievements and humanitarian work. Surcharges from the coin sales will benefit the Roberto Clemente Foundation, supporting their educational programs, youth sports initiatives, disaster relief efforts, and historic preservation projects. The Act ensures that the coin program will not incur any net cost to the United States government.

The Truck Parking Safety Improvement Act establishes a grant program to expand commercial truck parking and improve safety. The program provides funds to states, local governments, and tribal entities for projects that increase parking availability, improve existing facilities, and use technology to manage parking. The Act also requires a biennial report to Congress on the availability of truck parking and the effectiveness of funded projects. It authorizes $151 million per fiscal year from 2025 through 2029 for these initiatives.

The PAST Act of 2025 significantly strengthens the Horse Protection Act to combat the painful practice of soring in specific horse breeds. This bill increases penalties for violations, establishes stricter licensing and oversight for inspectors, and explicitly bans the use of "action devices" designed to cause unnatural gaits. The legislation aims to enhance enforcement, ensure fairer competition, and hold violators accountable through increased fines and disqualifications.

The Justice for ALS Veterans Act of 2025 provides increased dependency and indemnity compensation to surviving spouses of veterans who die from ALS, regardless of the duration of the illness. To be eligible, the surviving spouse must have been married to the veteran for at least eight years, and the veteran must have died on or after October 1, 2025. Additionally, the bill requires the Secretary of Veterans Affairs to submit a report to Congress identifying other service-connected disabilities that should receive similar treatment as ALS under existing compensation guidelines.

The APLUS Act directs the Secretary of Agriculture to update regulations, permitting market agencies to have financial interests in smaller meatpacking companies, defined by specific slaughter capacities. These market agencies must disclose these financial ties to livestock sellers. The Act does not reduce the Secretary's authority to enforce rules protecting producers, competition, and market integrity under existing law.

The Rural Veterans Transportation to Care Act expands the Department of Veterans Affairs' transportation grant program to include rural areas, not just highly rural ones. It broadens the range of eligible grant recipients to include county veterans service organizations and tribal organizations. The bill also increases the maximum grant amount to $60,000, with a possible increase to $80,000 for vehicle purchases needed to comply with the Americans with Disabilities Act and authorizes necessary funding by removing the previous funding limit.

The Supporting Innovation in Agriculture Act of 2025 introduces a tax credit for investments in innovative agricultural technology, aiming to boost the production, storage, and processing of specialty crops through precision and controlled environment agriculture. This credit covers 30% of qualified investments in projects using technologies like precision agriculture and controlled environment agriculture, effective for construction starting after January 1, 2025, and includes options for direct payment or transfer of the credit.

The GUARD VA Benefits Act establishes criminal penalties for individuals who charge veterans unauthorized fees for assisting with claims for benefits administered by the Department of Veterans Affairs. This legislation amends existing law to prohibit soliciting, contracting for, or receiving compensation for preparing or prosecuting VA benefit claims, except where explicitly authorized by other statutes.

The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The "Promoting Access to Diabetic Shoes Act" allows nurse practitioners and physician assistants to complete Medicare paperwork for covering therapeutic shoes for people with diabetes, increasing access to this benefit.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Protecting American Agriculture from Foreign Adversaries Act of 2025" adds the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agricultural matters. It mandates CFIUS review of agricultural land transactions, particularly those involving entities from China, North Korea, Russia, or Iran, to safeguard American agriculture. This ensures scrutiny of foreign investments in agricultural land and related industries, addressing potential threats to national security. The requirements for a specific country will end if that country is removed from the list of foreign adversaries in section 791.4 of title 15, Code of Federal Regulations.
