This bill permanently extends the exemption for school bus drivers from the engine compartment (under-the-hood) portion of the pre-trip vehicle inspection skills test. The Secretary of Transportation is required to collect annual reports from participating states regarding the number of drivers licensed under this exemption for six years.

The Big Bend National Park Boundary Adjustment Act allows the Secretary of the Interior to acquire approximately 6,100 acres of land to expand Big Bend National Park through donation or exchange. The acquired land will be managed according to existing park regulations, and the Act specifically prohibits the use of eminent domain to obtain the land.

The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. The "Let Pregnancy Centers Serve Act of 2025" prohibits federal, state, and local governments receiving federal funds from discriminating against entities that offer support to women facing unexpected pregnancies or provide alternatives to abortion. It allows legal action against those who violate conscience rights related to abortion alternatives and ensures that if one part of the act is deemed unconstitutional, the rest remains valid. This bill aims to protect organizations that do not participate in abortions and provide resources related to pregnancy, childbirth, and parenting.

The "Fair and Open Competition Act of 2025" seeks to ensure open competition and government neutrality in federal construction projects by preventing requirements for or bans against agreements with labor organizations. It prohibits discrimination based on labor affiliation, reduces construction costs, and expands job opportunities. The Act mandates revisions to regulations and allows exemptions only in special circumstances like public health or national security threats.

The "Duplicative Grant Consolidation Act" aims to prevent the waste of federal funds by prohibiting agencies from awarding grants for the same purpose to applicants already funded by another agency, or to those who submit fraudulent applications. It mandates the creation of a government-wide electronic system to track grant applications and identify potential duplication across agencies. Additionally, it requires a report on the feasibility of using artificial intelligence to detect duplicative applications and instances of fraud and abuse.

The "Count the Crimes to Cut Act of 2025" mandates the Attorney General and heads of various federal agencies to compile and submit reports to Congress detailing all federal criminal statutory and regulatory offenses, including elements, penalties, prosecution numbers, and mens rea requirements. These agencies must also create publicly accessible online indexes of these offenses. This aims to increase transparency and understanding of federal criminal laws. The act does not authorize new funding.

This bill expresses support for the recognition of "Detransition Awareness Day" to increase understanding and support for individuals who have detransitioned or are detransitioning back to their biological sex. The bill permits research on fetal tissue from miscarriages or stillbirths and amends the Public Health Service Act to redefine related terms and conditions. It also prohibits the solicitation or acquisition of human fetal tissue when the pregnancy was initiated to provide the tissue or the tissue was obtained pursuant to an induced abortion.

This act aims to protect children from the harmful effects of online pornography.

The "No Immigration Benefits for Hamas Terrorists Act of 2025" amends immigration law to deny entry and immigration benefits to individuals involved in the Hamas attacks against Israel beginning on October 7, 2023. It deems these individuals inadmissible to the U.S. and ineligible for immigration relief. The Act also mandates the Secretary of Homeland Security to provide an annual report to Congress regarding the number of individuals found inadmissible or removable due to their participation in Hamas terrorism against Israel.

The Jeremy and Angel Seay and Sergeant Brandon Mendoza Protect Our Communities from DUIs Act of 2025 amends immigration law to deem individuals inadmissible to the U.S. and deportable if convicted of, admitting to, or admitting to actions that constitute driving while intoxicated or impaired, regardless of whether the offense is classified as a misdemeanor or felony.

The "Dismantling Investments in Violation of Ethical Standards through Trusts Act" prohibits senior federal employees, their spouses, and dependent children from owning or trading specific financial instruments like stocks and commodities, with exceptions for diversified investment funds and U.S. Treasury securities. Violators will face financial penalties, including disgorgement of profits and civil fines, and must annually certify their compliance. The Act also mandates a GAO audit and provides additional resources to the Office of Government Ethics for enforcement.

The "Protecting Life from Chemical Abortions Act" restricts the Department of Health and Human Services and the FDA, requiring them to enforce Risk Evaluation and Mitigation Strategy (REMS) requirements for abortion drugs, reinstate the in-person dispensing requirement, and prohibits reducing REMS protections until standardized abortion data is collected by the CDC from every state. It also defines key terms such as "abortion," "abortion drug," and "unborn child" and prohibits the HHS secretary from declaring a public health emergency with respect to abortion.

The COST Act mandates that any entity using federal funds for a program, project, or activity must disclose the percentage and dollar amount of the total cost covered by these funds in all related documents and communications. Compliance will be certified through performance progress reporting. The Office of Management and Budget will conduct annual reviews and provide a public mechanism for reporting non-compliance.
