It includes provisions such as current year inclusion of net CFC tested income on a country-by-country basis, limitations on foreign tax credits, restrictions on interest deductions for domestic corporations in international financial reporting groups, and changes to the tax treatment of inverted corporations and foreign corporations managed in the U.S. This act aims to eliminate tax advantages for companies that move operations or profits outside the United States.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Freedom Riders, collectively, in recognition of their contributions to the Civil Rights movement. The medal will be displayed at the Smithsonian Institution and other appropriate locations, with bronze duplicates available for sale to the public. Funds from the United States Mint Public Enterprise Fund will cover the costs.

The Rosa Parks Day Act officially establishes Rosa Parks Day as a legal public holiday in the United States. The Act ensures no net cost to the government and mandates the recovery of all costs before surcharge distribution.

The "Stop Antiabortion Disinformation Act" or the "SAD Act" aims to prevent deceptive advertising related to reproductive health services, particularly concerning contraception, abortion services, or the employment of licensed medical personnel. It empowers the Federal Trade Commission (FTC) to enforce these prohibitions, treat violations as FTC Act violations, and pursue civil actions against violators, including imposing significant civil penalties. The FTC is required to report to Congress on its enforcement activities under this act.

The "Black History is American History Act" amends the Elementary and Secondary Education Act of 1965 to include Black history in American history education programs. It ensures Black history is part of authorized programs, Presidential and Congressional academies, Smithsonian Institution resources, national activities, and the National Assessment of Educational Progress. This act emphasizes the importance of Black history as an integral part of American history.

The "Medicare Patient Access and Practice Stabilization Act of 2025" extends increased Medicare payment support for physicians and practitioners through 2025. It increases payment rates by 6.62% for services provided from April 1, 2025, to January 1, 2026. The bill also updates a section of the Social Security Act to include the years 2021 through 2025 for conforming changes.

The "Global Health, Empowerment, and Rights Act" aims to ensure that foreign nongovernmental organizations are eligible for assistance under the Foreign Assistance Act of 1961, part I, regardless of the health or medical services they provide with non-U.S. government funds if such services are legal in their country. It also prevents these organizations from facing stricter requirements than U.S. organizations regarding the use of non-U.S. government funds for advocacy and lobbying.

This bill expresses the House of Representatives' view that Congress should act to maintain the United States Postal Service (USPS) as an independent entity within the Federal Government. The "Health Care Providers Safety Act of 2025" authorizes the Secretary to award grants to health care providers. These grants will enhance the physical and cyber security of healthcare facilities, personnel, and patients. Funds can be used for security services, upgrades to physical access, cyber security, video surveillance, data privacy, and structural improvements.

The BEACH Act of 2025 reauthorizes funding for state and local programs that monitor coastal recreation water quality and notify the public of potential contamination. It broadens water quality monitoring to include upstream waters and allows grant funds to identify pollution sources. The act also extends the authorization of appropriations through 2029 and requires the EPA to update guidance on water contamination testing technology.

The Equal COLA Act aims to provide fair cost-of-living adjustments (COLAs) for Federal Employees Retirement System (FERS) annuities. Starting December 1 of each year, annuity payments will be increased based on the percentage change in the price index between the base quarters of the current and previous years, rounded to the nearest 1/10 of 1 percent. This adjustment applies to COLAs made after the enactment of this Act and to annuities starting before, on, or after that date, ensuring retirees receive adequate support to keep pace with inflation.

The "Saving the Civil Service Act" limits the ability to reclassify civil service positions, maintaining competitive service standards. It requires OPM approval for certain position changes and sets restrictions on the number of employees that can be moved between service types during a presidential term. Employee consent is mandated for transfers between different service schedules. The Office of Personnel Management is tasked with creating regulations to implement the provisions of this act.
