The EITC Lookback Act lets taxpayers use their previous year's income to figure out the Earned Income Tax Credit (EITC) if it means a bigger credit. This applies to tax years starting after 2024.

The "Improving Newborns’ Food and Nutrition Testing Safety Act of 2025" (INFANTS Act of 2025) aims to enhance the safety and quality of infant and toddler foods by mandating manufacturers to test for contaminants, maintain detailed records, and report positive pathogen test results. It grants the Secretary of Health and Human Services mandatory recall authority over contaminated infant and toddler food and requires manufacturers of powdered infant formula to establish environmental monitoring programs. The Act also requires food facilities to provide records to the Secretary of Health and Human Services upon request, either in advance of or instead of an inspection.

The "Healthy Food Access for All Americans Act" aims to combat food deserts by incentivizing the establishment and improvement of grocery stores and food banks in underserved areas through tax credits and grants for certified Special Access Food Providers. These incentives support both permanent establishments and temporary solutions like mobile markets, ensuring communities have access to fresh and healthy food options. The bill also requires annual updates to the Food Access Research Atlas to reflect changes in food retail and access.

This bill affirms the House of Representatives' belief that every person has the right to emergency health care, including abortion care. It argues that abortion restrictions endanger lives, force doctors to make impossible choices, and disproportionately harm people of color, low-income individuals, and LGBTQI individuals. The bill emphasizes that delays in emergency care due to abortion bans can lead to life-threatening situations and that everyone, including pregnant individuals, should have access to necessary medical care without discrimination.

The "Pay Our Military Act" ensures that members of the Armed Forces, including reserves, receive their pay and allowances during any period when regular appropriations are not in effect. It also covers civilian employees and contractors of the Department of Defense who support these service members. The appropriations are available until a regular appropriation bill is enacted, a continuing resolution is passed without funding for this purpose, or until January 1, 2026. The act defines key terms related to military service and personnel for clarity.

The "Feed Our Families Act of 2025" ensures the continuation of the Supplemental Nutrition Assistance Program (SNAP) by providing necessary appropriations to cover the first 90 days of any funding lapse occurring after September 30, 2024. These funds are specifically reserved to maintain SNAP operations during funding gaps, ensuring families continue to receive food assistance without interruption.

The Stop Electronic Stalking Act of 2025 amends federal stalking laws to include the use of unauthorized geotracking devices. This bill defines a geotracking device as any electronic or mechanical tool used to remotely monitor a person's location without their consent. By including this, the law aims to modernize stalking definitions to address technological advancements.

The RAIL Act aims to improve the safety of trains transporting hazardous materials by mandating updated safety regulations, enhancing inspection protocols for railcars and locomotives, and requiring the use of defect detectors. It also increases the maximum civil penalties for rail safety violations, phases out older, less safe tank cars, and improves hazardous materials training for first responders. Finally, the act sets a minimum crew size of two people for most freight trains to ensure safe operation.

The "Lower Your Taxes Act" aims to modify several aspects of the tax code, including expanding the earned income tax credit, treating state non-refundable earned income tax credits as refundable, and establishing a refundable child tax credit with monthly advance payments. Additionally, the bill adjusts capital gains rates for high-income taxpayers and increases certain corporate tax rates. The bill states that any extra money made from this law should first go towards lowering the national deficit and then towards lowering the national debt. These changes are primarily effective for taxable years beginning after December 31, 2025.
