The "Chief Herbert D. Proffitt Act of 2025" amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend death benefits to retired law enforcement officers who die or are disabled from targeted attacks due to their service. The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. It defines "exposure-related cancer" and allows for updates to the list based on medical evidence, while also permitting individuals to petition for additions. The Act also clarifies "line of duty action" and applies retroactively to claims dating back to January 1, 2020, with a three-year window for filing claims based on these amendments.

The Investing in Rural America Act of 2025 amends the Farm Credit Act of 1971, enabling Farm Credit System institutions to finance essential community facilities in rural areas, with a limit of 15% of their total outstanding loans. The "HALT Fentanyl Act" permanently classifies fentanyl-related substances as Schedule I drugs under the Controlled Substances Act, streamlining research registration processes while maintaining controls. It also updates penalties for trafficking, importing, and exporting fentanyl-related substances, treating them similarly to fentanyl analogues. Additionally, the Act addresses technical errors in previous legislation and mandates the Attorney General to issue rules for implementation.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The "Farm Credit Administration Independent Authority Act" affirms the Farm Credit Administration (FCA) as the sole regulator of the Farm Credit System. It requires Farm Credit System lenders to collect and report demographic data from small farmer loan applicants and borrowers, with the FCA responsible for publishing this data while protecting personal information. The Act also exempts Farm Credit System institutions from certain regulations if related rules are invalidated or repealed. Finally, the Equal Credit Opportunity Act is amended to specify that the entities supervised by the Farm Credit Administration are exempt.

This bill expresses the sense of Congress that the U.S. should resume normal diplomatic relations with Taiwan, recognizing it as an independent country. It ensures that legal acquisition of a silencer under federal law satisfies any NFA registration or licensing requirements. The Act also preempts state and local laws that tax, mark, record, or register silencers involved in interstate or foreign commerce.

The IGO Anti-Boycott Act amends the Anti-Boycott Act of 2018 to include international governmental organizations in the prohibitions against boycotts. It requires the President to submit an annual report to Congress. This report will list foreign countries and international organizations that support boycotts and describe those boycotts.

The "Drug Cartel Terrorist Designation Act" mandates the Secretary of State to report to Congress on whether certain Mexican drug cartels meet the criteria to be designated as foreign terrorist organizations, and to designate those that meet the criteria as such. This report must include detailed justifications for any cartel not designated. The Act does not expand asylum eligibility based on these designations.

The "Educational Choice for Children Act of 2025" establishes federal tax credits for individuals and corporations who contribute to scholarship granting organizations that provide scholarships for eligible students to attend elementary and secondary schools. It sets a volume cap on the total amount of credits that can be claimed and prioritizes allocation on a first-come, first-served basis. The act also exempts these scholarships from gross income and protects the autonomy of scholarship organizations and non-public schools from government control.
