The Postal Police Reform Act of 2025 officially designates Postal Service police officers as federal law enforcement agents under Title 18 of the U.S. Code. This legislation grants the Postmaster General the authority to establish and enforce rules for protecting Postal Service property. Violations of these new rules may result in federal fines or imprisonment up to 30 days.

This bill amends the Internal Revenue Code to officially treat payments made to a qualified health care sharing ministry as a deductible medical expense for tax purposes. This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The Public Safety Employer-Employee Cooperation Act establishes a framework for collective bargaining rights for public safety officers (law enforcement, firefighters, and emergency medical services personnel) at the state level. It directs the Federal Labor Relations Authority to determine if states substantially protect these rights, and if not, the Authority will establish collective bargaining procedures. The Act aims to promote cooperation between public safety employers and employees while respecting existing state laws and prohibiting strikes and lockouts. This law does not override state laws that provide similar or stronger protections for public safety officers.

The "Protecting Life in Foreign Assistance Act" restricts federal funds from being used by foreign and domestic organizations that perform or promote abortions, furnish abortion-related items, or support entities that do so. This includes barring funds for referrals, counseling, lobbying, and training related to abortions. The restrictions do not apply to abortions in cases of rape, incest, or when the mother's life is at risk.

The Animal Cruelty Enforcement Act of 2025 establishes an Animal Cruelty Crimes Section within the Department of Justice to enforce federal animal cruelty laws, pursue investigations and prosecutions, and coordinate with other agencies. The section is required to submit an annual report to Congress regarding charges, convictions, and investigations. The bill recognizes the connection between animal cruelty and other crimes and aims to address the lack of dedicated enforcement of animal protection laws.
