The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. The Chloe Cole Act of 2026 establishes a federal private right of action allowing individuals to sue healthcare professionals and institutions for damages related to gender-transition medical interventions performed on them as minors. The bill permits lawsuits regardless of when the intervention occurred and sets a statute of limitations extending 25 years past the individual's 18th birthday. Additionally, it mandates strict liability for such interventions performed after the Act's enactment.

The No Antisemitism in Education Act of 2026 addresses the rise of antisemitism in educational institutions by requiring federally funded schools to treat discrimination motivated by antisemitism with the same seriousness as other prohibited discrimination under Title VI of the Civil Rights Act. The bill mandates the use of the definition of antisemitism from Executive Order 13899 when investigating such incidents. This ensures consistent enforcement against harassment and discrimination targeting Jewish students and employees, while preserving First Amendment rights.

The Saving FACE Act of 2026 redefines federal law concerning access obstruction, removing criminal penalties for blocking access to abortion services. This bill shifts the focus of the law to protect access to churches, renaming the offense to "Freedom of access to church entrances." It also inserts a federal definition of "abortion" and explicitly excludes abortion services from the category of protected medical services under this statute.

The Northern Border Security Enhancement and Review Act mandates updated threat analyses of the northern border every two years, with the first due by September 2, 2026. The Faster Labor Contracts Act aims to speed up the process of securing a first collective bargaining agreement after a union is certified. It establishes a mandatory timeline, including mediation and binding arbitration, if an agreement is not reached within 90 days of bargaining. This process is designed to prevent lengthy delays that currently weaken the union's position. The bill also requires a GAO report on current time-to-contract averages.

The Kayleigh’s Law Act of 2026 establishes a mandatory federal lifetime no-contact order for victims following convictions in serious felony cases, including crimes of violence and sexual offenses. This order prohibits any form of direct or indirect contact between the defendant and the victim for the defendant's lifetime. The prohibition can only be lifted if the conviction is pardoned, commuted, dismissed, or overturned on appeal.

The PANA Act of 2026 establishes the Venezuela Restoration Fund, which will hold assets forfeited from individuals or entities connected to the Chávez or Maduro regimes. This fund authorizes the Secretary of State to spend the money without further congressional approval to strengthen democracy, defend human rights, support independent media, and fight corruption in Venezuela. The Treasury Secretary must report annually to Congress on the fund's deposits and expenditures.

This Act establishes the Blast Overpressure Research and Mitigation Task Force within the Department of Veterans Affairs. The Task Force will improve healthcare, align research, and establish baselines for service members and veterans affected by blast overpressure exposure. It is charged with prioritizing research on related conditions and submitting annual reports with recommendations for evaluating service-connected neurological injuries.
