The "Operational Security Act of 2025" establishes an Office of Security Training and Counterintelligence within the Executive Office of the President, headed by a Senate-confirmed Director, to advise on security training, counterintelligence, and the protection of classified information. It also creates a Security Training and Counterintelligence Advisory Board, composed of security experts appointed by congressional leaders, to provide recommendations to congressional intelligence committees.

The Roberto Clemente Commemorative Coin Act directs the Secretary of the Treasury to mint and issue gold, silver, and half-dollar coins in 2027, to commemorate Roberto Clemente's life and legacy. The coins' designs will represent Clemente's human rights work and baseball achievements, with surcharges on the sale of the coins benefiting the Roberto Clemente Foundation. These funds will support the foundation's mission, including educational programs, youth sports, disaster relief, and historic preservation. The Act ensures that the coin program will not create net costs to the government and outlines specific consultations for the coin designs.

The "Protecting Americans Privacy Act of 2025" aims to safeguard financial and tax information by restricting unauthorized access to the Treasury Department's payment systems and preventing the unlawful disclosure of tax returns. It prohibits specific individuals, including certain federal employees and contractors, from accessing these systems or disclosing tax information. Individuals harmed by violations can pursue legal action, with a minimum damage award of $250,000 for unauthorized access or disclosure. The act clarifies that it does not retroactively determine the legality of actions taken before its enactment.

This resolution formally designates the minority party's members for various standing, select, and joint committees within the One Hundred Nineteenth Congress, ensuring representation and participation in key legislative areas such as Agriculture, Appropriations, Armed Services, and more. It establishes the ranking member and committee assignments for the minority party, facilitating their role in shaping policy and oversight. The resolution remains in effect until successors are chosen.

This resolution expresses the Senate's gratitude to Senator Patty Murray for her service as President Pro Tempore. It further designates Senator Murray as President Pro Tempore Emerita of the United States Senate in recognition of her service.

This resolution formally elects Gary B. Myrick of Virginia to serve as the Secretary for the Minority of the Senate.
