Ethan's Law aims to reduce gun violence by promoting responsible firearm storage. The gold medal will be presented to the Rhode Island State Library for public display and research, with the hope that it will also be exhibited at other locations associated with the Regiment. The Act also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Department of Energy Quantum Leadership Act of 2025" amends the National Quantum Initiative Act to establish and expand quantum information science research, development, and demonstration programs within the Department of Energy. The "Fort Ontario Holocaust Refugee Shelter National Historical Park Establishment Act" establishes a new National Historical Park to preserve and interpret the story of the Fort Ontario refugee shelter. The park will be managed by the Secretary of the Interior, who can acquire land through donation, purchase, or exchange, and is required to create a management plan for the park within 3 fiscal years. Cooperative agreements with state, public, and private entities may be formed to aid in the park's interpretive and educational services.

The Plum Island Preservation Act permanently protects Plum Island, New York, for ecological conservation, historical and cultural heritage, and continued access. It directs the Administrator of General Services to conduct visioning sessions with federal, state, and tribal stakeholders to develop an ecological management plan. The Administrator must also submit annual reports to Congress detailing the progress and outcomes of these visioning sessions.

The "Muhammad Ali Congressional Gold Medal Act" directs the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to Muhammad Ali posthumously, recognizing his athletic achievements, advocacy for civil rights, and humanitarian efforts. The Secretary of the Treasury will design and produce the gold medal, which will then be presented to his wife, Lonnie Ali. The Act also allows for the creation and sale of bronze duplicates to the public and authorizes the United States Mint to use its funds for medal production.
