The Securing American Agriculture Act mandates an annual assessment of U.S. reliance on China for critical agricultural products and inputs. This report will identify supply chain vulnerabilities that could be exploited by foreign adversaries. Based on these findings, the Secretary of Agriculture must recommend strategies to onshore or nearshore the production of these essential farming supplies. The data collection for this assessment will rely solely on voluntary submissions from private companies to protect confidential business information.

The Renewable Fuel for Ocean-Going Vessels Act amends the Clean Air Act to exclude fuel used by ocean-going vessels from the definition of fossil fuel for renewable fuel standard calculations. This change effectively treats marine vessel fuel similarly to home heating oil under existing renewable fuel programs. The EPA is tasked with implementing the necessary rulemaking within one year of the bill's enactment.

The Improper Payments Transparency Act requires the President's budget submission to include details on improper payment amounts and rates for programs at each executive agency that submits improper payment reports. The submission must describe why improper payment amounts and rates occurred, trends of programs, and any incomplete corrective actions. It also requires the executive agency to detail the steps it will take to fix improper payment issues.
