The Air America Act of 2025 authorizes the Director of the CIA to award payments to former employees of Air America and affiliated companies who supported the U.S. government between 1950 and 1976, or to their survivors. Eligible individuals or their survivors could receive up to $40,000 for five years of qualifying service, with additional amounts for longer service, with a cap on total awards at $60 million. The Major Richard Star Act allows eligible combat-disabled veterans to receive both their retirement pay and disability compensation. This eliminates the previous offset that reduced retirement pay for those receiving disability compensation. The changes apply to payments beginning the month after enactment.

The "Protect Postal Performance Act" modifies the procedures for the United States Postal Service (USPS) regarding the closure or consolidation of post offices and processing and distribution centers. It mandates public hearings and transparency requirements for proposed closures, limits closures based on proximity to other post offices or population served, and restricts the USPS from closing or downgrading processing centers if it impacts mail delivery. The HELPER Act of 2025 amends the National Housing Act to establish an FHA mortgage insurance program for first responders, including law enforcement officers, firefighters, paramedics, EMTs, and teachers. This program allows the Secretary of Housing and Urban Development to insure mortgages up to 100% of the appraised value for eligible first-time homebuyers, waiving down payment requirements but requiring an up-front mortgage insurance premium. Mortgagors must meet specific eligibility criteria, including being a first-time homebuyer, completing a housing counseling program, and meeting employment and good standing requirements as a first responder. The bill authorizes appropriations for fiscal years 2026 through 2032 and requires reauthorization of the program after 5 years.

The Veteran Caregiver Reeducation, Reemployment, and Retirement Act expands support for family caregivers of veterans by extending medical care coverage and providing employment assistance, including reimbursement for certification fees and access to training and employment resources. It mandates studies on returnship programs and hiring preferences for former caregivers within the VA. Additionally, it requires reports on support for caregivers transitioning out of caregiving roles and the feasibility of establishing retirement plans for them.

The Military Spouse Hiring Act amends the Internal Revenue Code to include qualified military spouses as eligible for the Work Opportunity Credit, incentivizing employers to hire them. A qualified military spouse is defined as someone certified by a local agency as married to a member of the U.S. Armed Forces. This change applies to amounts paid and individuals starting work after the Act's enactment.

The American Innovation and R&D Competitiveness Act of 2025 modifies the tax treatment of research and experimental expenditures, allowing taxpayers to deduct these expenses in the year they are incurred rather than capitalizing them. This change applies to expenses related to the taxpayer's business and is effective for taxable years beginning after December 31, 2021. The act also includes provisions for electing to treat these expenditures as deferred expenses and updates related sections of the tax code.

The Providing Veterans Essential Medications Act ensures that State veterans homes are reimbursed or furnished with high-cost medications for veterans in their care. A "costly medication" is defined as one where the average wholesale price for a one-month supply, plus a 3% transaction fee, exceeds 8.5% of the payment made to the State home for the veteran's care during that month. This aims to alleviate the financial burden on State homes providing essential medications to veterans.

The Department of Defense PFAS Discharge Prevention Act requires the Secretary of Defense to request revisions to stormwater discharge permits for Department of Defense facilities. These revisions include quarterly monitoring of perfluoroalkyl and polyfluoroalkyl substances discharges, and implementation of best management practices or control technologies to reduce these discharges. At least 1 percent of funds authorized for remediation will be used for testing these substances in stormwater runoff at Department of Defense facilities.

The "Turkey Diplomatic Realignment Act" shifts the State Department's oversight of Turkey from the Bureau of European and Eurasian Affairs to the Bureau of Near Eastern Affairs, acknowledging Turkey's evolving geopolitical position. This administrative change reflects concerns over Turkey's foreign policy direction, including its relationships with non-Western powers and strained relations with allies. The Act aims to recalibrate U.S. diplomatic engagement with Turkey, and requires a report to Congress assessing the effectiveness of this realignment within five years.

The "ThinkDIFFERENTLY About Disability Employment Act" aims to boost employment and entrepreneurship for individuals with disabilities by directing the Small Business Administration to collaborate with the National Council on Disability. They will work together to assist disabled individuals in starting businesses and finding jobs with small businesses, while also supporting small businesses in hiring people with disabilities. The Act requires a report to Congress detailing the activities, achievements, and future plans to expand these employment opportunities, but does not allocate additional funds for implementation.

This bill, the Richard L. Trumka Protecting the Right to Organize Act of 2025, seeks to amend the National Labor Relations Act and other labor laws to strengthen protections for workers' rights to organize and collectively bargain. The "Access to Credit for our Rural Economy Act of 2025" (ACRE Act) aims to bolster rural economies by excluding interest earned on qualified real estate loans by qualified lenders from gross income. These loans must be secured by rural or agricultural real estate, forestland, or related leaseholds, and cannot be made to foreign adversary entities. For single-family residences, the loan must be used for purchase or improvement, with a principal not exceeding $750,000. The Treasury Secretary is required to report to Congress on the impact of this act.

The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

The Justice for ALS Veterans Act of 2025 provides increased dependency and indemnity compensation to surviving spouses of veterans who die from ALS, regardless of the duration of the illness. To be eligible, the surviving spouse must have been married to the veteran for at least eight years, and the veteran must have died on or after October 1, 2025. Additionally, the bill requires the Secretary of Veterans Affairs to submit a report to Congress identifying other service-connected disabilities that should receive similar treatment as ALS under existing compensation guidelines.

The Truck Parking Safety Improvement Act establishes a grant program to expand commercial truck parking and improve safety. The program provides funds to states, local governments, and tribal entities for projects that increase parking availability, improve existing facilities, and use technology to manage parking. The PAST Act of 2025 amends the Horse Protection Act to strengthen enforcement against horse soring, a cruel practice used to create an exaggerated gait. It bans action devices and weighted shoes, increases penalties for violations, and mandates the licensing and oversight of qualified inspectors, prioritizing veterinarians, to ensure fair competition and protect horses. The Act also requires the USDA to publish violation information and sets clear disqualification periods for horses found to be sore, aiming to eliminate soring in specific horse breeds.

The "Promoting Access to Diabetic Shoes Act" allows nurse practitioners and physician assistants to complete Medicare paperwork for covering therapeutic shoes for people with diabetes, increasing access to this benefit.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.
