This prohibition applies to enrollment, employment, or receiving any benefit, service, or contract from the institution. The bill references the Higher Education Act of 1965 to define "institution of higher education."

The "Safeguard American Voter Eligibility Act" mandates that individuals provide documentary proof of U.S. citizenship when registering to vote in federal elections. It amends the National Voter Registration Act of 1993 to include these requirements and directs states to reject applications lacking such proof. The Act also outlines acceptable forms of documentation, verification processes, and penalties for non-compliance, while allowing provisional ballots under certain conditions. Additionally, the Department of Homeland Security must notify state election officials when an individual becomes a naturalized citizen.

This bill nullifies the Department of Energy's rule regarding energy conservation standards for gas-fired instantaneous water heaters. By disapproving the rule, the bill prevents the new energy conservation standards from taking effect.

This bill withdraws congressional approval of the agreement that established the World Trade Organization (WTO). The initial approval was granted under the Uruguay Round Agreements Act. By withdrawing approval, the bill seeks to remove the United States' endorsement of and participation in the WTO.

The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in Iran's energy sector and those who provide financial support for its destabilizing activities. It mandates sanctions on foreign entities involved in processing, exporting, or selling Iranian oil, gas, and petrochemicals, while also establishing an interagency working group to coordinate and enforce these sanctions. The Act also amends existing legislation to require the identification of individuals involved in sanctionable activities or sanctions evasion related to Iranian oil and gas sales.

The Pet and Livestock Protection Act of 2025 directs the Secretary of the Interior to remove the gray wolf from the list of endangered and threatened wildlife, as previously established in the 2020 rule. This action must be completed within 60 days of the Act's enactment. The Act explicitly prohibits any judicial review of this reissuance.

The "No Union Time on the Taxpayer's Dime Act" eliminates the practice of "official time," which allows federal employees to conduct union activities while being paid by taxpayers. Under this bill, all labor organization business must be conducted during an employee's non-duty status, ensuring that taxpayer dollars are not used to fund union activities.

The "Anti-CBDC Surveillance State Act" prohibits Federal Reserve Banks from offering financial products or services directly to individuals, maintaining accounts for individuals, or issuing a central bank digital currency (CBDC) directly or indirectly. It also blocks the Federal Reserve from testing, creating, or implementing a CBDC, or using it to implement monetary policy, without explicit congressional authorization. The bill clarifies that these restrictions do not apply to digital versions of the dollar that are open, permissionless, and private, like physical currency.

The Black Vulture Relief Act of 2025 allows livestock producers and their employees to take black vultures that are causing or are reasonably believed to cause death, injury, or destruction to livestock. This act defines key terms related to black vultures and livestock production and requires individuals who take a black vulture to submit an annual report to the United States Fish and Wildlife Service. The Act prohibits the use of poison to take or attempt to take a black vulture. The Fish and Wildlife Service must provide a reporting form within 180 days of enactment.

The "Stop Harassing Owners of Rifles Today Act" or "SHORT Act" modifies firearm regulations by redefining "firearm" under the National Firearms Act, removing short-barreled rifles and shotguns from certain restrictions, and preempting state laws that tax, mark, record, or register these weapons. The Act also mandates the destruction of records related to these specific weapons held by the Attorney General.

The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. This law respects private and state/local government restrictions on firearms, protects individuals from unwarranted arrest, and allows legal action for violations of these rights. It also permits concealed carry in National Parks and other federal lands open to the public and clarifies that handguns include magazines and ammunition.

The "Fair and Open Competition Act of 2025" seeks to ensure open competition and government neutrality in federal construction projects by preventing requirements for or bans against agreements with labor organizations. It prohibits discrimination based on labor affiliation, reduces construction costs, and expands job opportunities. The Act mandates revisions to regulations and allows exemptions only in special circumstances like public health or national security threats.

The Stop CCP VISAs Act of 2025 prohibits the admission of Chinese nationals into the United States as nonimmigrant students. This bill amends the Immigration and Nationality Act to prevent nationals of the People's Republic of China from receiving visas for academic research or study.

The Traveler's Gun Rights Act amends title 18 of the United States Code to define "State of residence" for active duty military members, their spouses, and those without a physical residence. It clarifies residency for individuals with homes in multiple states and requires background checks to include a residential address or, if not applicable, the address of a private mailbox or post office box.

The "Protecting the Right to Keep and Bear Arms Act of 2025" prevents the President and the Department of Health and Human Services from using national emergencies or public health emergencies to enact gun control measures. It also amends the Stafford Act to ensure that disaster relief efforts do not infringe on Second Amendment rights related to firearms, ammunition, and accessories.

The Combating Houthi Threats and Aggression Act mandates reports on Houthi capabilities, attacks on Red Sea and Gulf of Aden shipping, and violations of the UN arms embargo against Yemen. It authorizes the President to impose sanctions on those involved in Houthi attacks on international shipping or those providing support to the Houthis. The Act aims to protect maritime security and U.S. national security interests in the region. This act will terminate 5 years after it becomes law.

The "Federal Reserve Board Abolition Act" eliminates the Federal Reserve Board and Federal Reserve Banks one year after enactment, repealing the Federal Reserve Act. During the dissolution period, the Chairman of the Federal Reserve Board will manage the winding down of affairs, and the Office of Management and Budget Director will liquidate assets to maximize returns to the Treasury. The Treasury Secretary will assume outstanding liabilities and, along with the Office of Management and Budget Director, report to Congress on the implementation of the Act.
