The Safety and Opportunity for Girls Act of 2025 amends Title IX to define "female" and "male" based on biological reproductive capacity. This legislation explicitly permits schools to maintain sex-segregated facilities, programs, and activities without jeopardizing their federal funding. It ensures that schools retain the authority to separate spaces based on biological sex.

The Sanctuary Penalty and Public Protection Act of 2025 establishes a federal database to identify and publicly list state and local governments deemed to have policies that obstruct federal immigration enforcement. Jurisdictions placed on this "sanctuary jurisdiction" list will be prohibited from receiving or using any new federal funding. This act aims to penalize local governments that refuse to fully cooperate with federal immigration detainers and enforcement requests.

The PROVE Act establishes new requirements for non-military U.S. citizens living overseas who wish to vote in federal elections. These voters must now provide verifiable proof of a current in-state mailing address, which can belong to themselves, a spouse, parent, or legal guardian, to receive an absentee ballot. Voters who fail to provide this proof for a federal general election may instead vote in the District of Columbia election for that cycle. This new rule takes effect starting with elections held in 2026.

This bill would require the District of Columbia to recognize valid concealed carry permits or the legal right to carry a concealed firearm held by Members of Congress from their home states. Specifically, it allows Senators, Representatives, Delegates, and Resident Commissioners to carry a concealed firearm in D.C. provided they meet federal eligibility requirements and carry proper identification.

This legislation ensures that states retain the authority to enforce their own, potentially stricter, regulations on local meat processing.

This joint resolution expresses the disapproval of Congress regarding the United States Fish and Wildlife Service's recently submitted rule on the "Barred Owl Management Strategy." By invoking the Congressional Review Act, this action nullifies the proposed management strategy, preventing it from taking legal effect. Essentially, Congress is rejecting the USFWS's plan for managing Barred Owls.

This legislation removes the liability shield for vaccine makers and eliminates time limits for filing claims with the Program. The Anti-CBDC Surveillance State Act strictly prohibits the Federal Reserve from directly or indirectly issuing a Central Bank Digital Currency (CBDC) to individuals. This legislation prevents the Fed from developing, testing, or implementing any digital currency that functions as a direct liability of the Federal Reserve. Furthermore, Congress asserts that any authority to create such a digital asset must explicitly come from Congress itself.

The National Education Association Charter Repeal Act aims to revoke the federal charter granted to the National Education Association (NEA). This legislation specifically repeals the section of U.S. Code that provides the NEA with its official federal recognition status. In essence, the bill removes the legal standing previously conferred upon the NEA by Congress.

The Safeguarding Americans From Extremist Risk (SAFER) at the Border Act aims to enhance national security by establishing clear definitions for "known terrorist," "special interest alien," and "suspected terrorist." This legislation significantly restricts the Secretary of Homeland Security's authority to use parole for individuals arriving at the border. The Jeremy and Angel Seay and Sergeant Brandon Mendoza Protect Our Communities from DUIs Act of 2025 amends immigration law to address driving while intoxicated or impaired (DWI/DUI) offenses. This legislation establishes that a conviction for, or admission to the underlying acts of, a DWI/DUI offense makes a non-citizen inadmissible to the United States or deportable if already present. This applies regardless of whether the offense is classified as a misdemeanor or felony under local law.

The Protect RAIL Act amends immigration law to prevent non-citizens convicted of or admitting to crimes involving the theft or tampering of goods shipped across state or international lines from entering the United States. Furthermore, this bill makes non-citizens already in the U.S. deportable if they have committed such offenses related to interstate or foreign shipments.

The Republic of Somaliland Independence Act establishes the official U.S. policy invalidating any claims by the Federal Republic of Somalia over the region of Somaliland. This legislation grants the President the authority to formally recognize Somaliland as an independent nation based on this stated policy.

This joint resolution expresses Congressional disapproval of the Environmental Protection Agency's (EPA) rule regarding California's "Advanced Clean Cars II" vehicle pollution standards.
