The Sarah Debbink Langenkamp Active Transportation Safety Act updates the Highway Safety Improvement Program to prioritize safety for pedestrians and cyclists. This bill allows federal funding to cover up to 100% of the cost for projects that connect existing bike/pedestrian infrastructure or reduce risks for vulnerable road users. It also provides flexibility for states to use existing safety funds as matching money for these specific upgrades.

The Protect Our Probationary Employees Act resets the probationary period for certain federal employees who were involuntarily separated between January 20, 2025, and January 20, 2029. If these employees are rehired into a similar role at the same agency, their new probationary period will be reduced by the time they already served previously. This provision is temporary and will expire on January 20, 2029.

The No Invading Allies Act strictly prohibits the President from using U.S. Armed Forces to invade or occupy territory belonging to Canada, Panama, or Greenland. Any military action against these nations requires prior authorization via a Congressional declaration of war, specific authorization, or in response to an immediate attack on the U.S. or its forces. The "Do No Harm Act" amends the Religious Freedom Restoration Act of 1993 to ensure religious freedom is not used to justify discrimination or harm. It clarifies that the Act does not override federal laws protecting against discrimination, ensuring equal opportunity, or safeguarding access to healthcare and other essential services. This amendment confirms that the Religious Freedom Restoration Act applies only when the government is a party in a judicial proceeding.

The Preventing Maternal Deaths Reauthorization Act of 2025 aims to reduce maternal mortality by strengthening Maternal Mortality Review Committees with new expertise requirements and improved data collection. An exception is provided for Medicare Advantage plan payment reductions if offset by equal or greater increases in other Medicare benefits. The "Mamas and Babies in Underserved Communities Act of 2025" aims to improve maternal health outcomes and reduce disparities in underserved communities by providing grants to healthcare providers.
