The "Qualified Immunity Act of 2025" codifies qualified immunity for law enforcement officers, protecting them from liability in individual capacity unless the violated right was clearly established or a reasonable officer would have known their conduct was unlawful. It also shields law enforcement agencies and local governments from liability if the officer is not liable under the defined conditions or was acting within the scope of their employment. The VA Home Loan Awareness Act of 2025 requires that the Uniform Residential Loan Application include a disclaimer informing applicants that they may qualify for a VA Home Loan if they have served in the military. These adjustments involve removing and revising references to specific sections related to the Corporate Transparency Act within existing legal frameworks.

The "Miracle on Ice Congressional Gold Medal Act" authorizes the creation of three Congressional Gold Medals to honor the 1980 U.S. Olympic Men's Ice Hockey Team and their historic "Miracle on Ice" victory. These medals will be given to the Lake Placid Olympic Center, the United States Hockey Hall of Fame Museum, and the United States Olympic Paralympic Museum for public display. The Act also allows for the creation and sale of bronze duplicates to fund the medal production.

The "Constitutional Concealed Carry Reciprocity Act of 2025" permits individuals legally authorized to carry a concealed firearm in their home state to do so in any other state that allows concealed carry, provided they possess a valid photo ID and either a concealed carry permit or the legal right to carry without one in their home state. When carrying a concealed handgun in another state, individuals must adhere to the same restrictions imposed on residents of that state. This law does not override state laws regarding the issuance of concealed carry licenses or permits.

The CBW Fentanyl Act amends the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991 to expand sanctions for countries and individuals involved in chemical or biological weapons programs, including those related to fentanyl production. It mandates presidential reports to Congress on foreign individuals or entities involved in "covered acts" related to such programs, triggering a tiered system of sanctions based on the country's response. These sanctions range from suspending scientific cooperation to prohibiting transactions within U.S. jurisdiction, with potential waivers for national security interests and a sunset clause after five years. The bill aims to counter the weaponization of fentanyl by targeting international actors contributing to its production and distribution.

This joint resolution proposes a constitutional amendment to limit the terms of members of Congress. Representatives would be limited to three terms, while Senators would be limited to two terms. Terms served before the amendment's ratification would not count towards these limits. The amendment must be ratified by three-fourths of the states within seven years to become valid.
