The New England Coastal Protection Act of 2025 prohibits the Department of Interior from issuing leases for oil and gas exploration, development, or production in any area of the outer Continental Shelf off the coasts of Maine, New Hampshire, Massachusetts, Rhode Island, or Connecticut. This amends the Outer Continental Shelf Lands Act.

The "Strengthening State and Local Efforts to Counter Transnational Repression Act" amends the Homeland Security Act of 2002 to bolster law enforcement's ability to counter transnational repression and related terrorism threats. It mandates the development of a training program for state, local, and tribal law enforcement to identify, record, and share information on transnational repression, as well as to protect potential targets and victims. The Act also calls for research and development of technology to enhance participation in these training programs and requires a report to Congress on its implementation. Transnational repression is defined as actions by a foreign government or its agents intended to coerce, harass, or threaten individuals in the U.S.

This bill directs the Secretary of the Interior to submit a report to Congress on the National Park Service's application of the Standards for Rehabilitation within the Federal Historic Preservation Tax Incentives program. The report will include data on program applications, recommendations for improvements to facilitate affordable housing development and address other barriers, and steps taken to improve the standards. It also requires an outline of the process for updating guidance and incorporating feedback, and recommendations for making the program more compatible with affordable housing needs while protecting historic properties.

The "Rhode Island Fishermen's Fairness Act of 2025" amends the Mid-Atlantic Fishery Management Council to include Rhode Island as a member state. This update increases both the total and mandatory voting membership of the council, ensuring Rhode Island's representation in fisheries management decisions.

The "No Invading Allies Act" restricts the President from using the U.S. Armed Forces to invade or seize territory from Canada, Panama, and Greenland without congressional authorization, a declaration of war, or a national emergency. It reinforces the U.S. commitment to international order, alliances, and opposition to territorial aggression. The Act also limits the use of funds for military actions in these countries without proper authorization or in the absence of a national emergency, with specific time constraints during such emergencies. This law does not alter existing constitutional powers, treaties, or previously approved activities.

This bill allows the use of "Golden Sea Bream" as a market name for the fish species Stenotomus chrysops. This change would not violate the Federal Food, Drug, and Cosmetic Act, making it legal to label and sell the fish under this name.

The TRUST in Congress Act mandates that members of Congress, their spouses, and dependent children place covered investments, such as securities and commodities, into qualified blind trusts within a specified timeframe. These trusts must remain in place until 180 days after the member leaves office, ensuring that investment decisions are made without the member's knowledge or influence. Members must certify their compliance or declare the absence of covered investments, with these certifications being made public. An exception is provided for spouses or dependent children whose primary income is derived from a covered investment.
