This bill expresses the House of Representatives' support for maintaining the stepped-up basis under section 1014 of the Internal Revenue Code, which allows inherited assets to be adjusted to their current market value, protecting family-owned farms and small businesses from increased taxes. The Department of Government Efficiency Act, or DOGE Act, codifies Executive Order 14210 into permanent law. This action elevates the directives and rules established in the Executive Order to the full authority of a statute passed by Congress. Essentially, the provisions of the order are now legally binding requirements.

The Sanctuary City Accountability Act establishes a new private right of action allowing U.S. citizens to sue local governments defined as "sanctuary jurisdictions" for crimes committed against them by undocumented aliens. This allows citizens to seek injunctive relief or compensatory damages in federal court if local policies obstruct federal immigration enforcement. A local government is protected from these lawsuits if its actions are mandated by state law.

The Stop the Cartels Act aims to combat drug and human trafficking by prioritizing intelligence gathering, blocking funds to Mexico until cooperation barriers are removed, and designating drug cartels as Special Transnational Criminal Organizations. It also stops federal grant money from going to state or local governments that don't follow federal immigration laws and modifies current immigration laws, particularly concerning the treatment of alien minors and asylum eligibility. Additionally, the act reauthorizes and modifies federal programs aimed at preventing and treating substance abuse, increasing funding for certain block grants while eliminating or phasing out several other related programs.

The Deportation Compliance Act prohibits U.S. foreign assistance to countries that have been penalized by the Secretary of State for delaying or refusing to accept their own citizens, subjects, nationals, or residents for longer than 180 days. This prohibition remains in effect as long as the country continues to delay or refuse acceptance.

The GUARD Act amends the Child Abuse Prevention and Treatment Act to protect the rights of parents or guardians to oppose gender identity affirmation interventions for minors whose gender identity is inconsistent with their biological sex. States that discriminate against these parents or guardians will not receive federal funding. Parents or guardians who experience discrimination can sue the Department of Health and Human Services to stop funding to the state.

The No Tax Breaks for Sanctuary Cities Act proposes to revoke the tax-exempt status for bonds issued by state or local governments designated as "sanctuary jurisdictions." A sanctuary jurisdiction is defined as one that restricts its officials from sharing immigration status information or complying with federal detainers/release notifications from Homeland Security. This change would apply to bonds issued after the date the Act becomes law.

This resolution censures Representative Al Green for disrupting President Trump's address to Congress, violating decorum, and bringing disrepute to the House. It mandates that Representative Green present himself to the House for a public reading of the censure resolution by the Speaker.

The Disaster Mitigation and Tax Parity Act of 2025 allows individuals to exclude from their gross income any payments or benefits they receive from state-based catastrophe loss mitigation programs designed to help homeowners protect their properties from disasters such as windstorms, earthquakes, or wildfires. These payments will not affect the property's basis, and the exclusion is applicable retroactively for taxable years starting after December 31, 2020, allowing individuals to claim the exclusion retroactively.

The Methane Reduction and Economic Growth Act amends existing tax law to create a new incentive credit for capturing methane gas emitted from mines. This credit mirrors the existing carbon capture tax structure, applying it specifically to qualified methane captured from mining operations. The goal is to encourage the capture and beneficial use of this potent greenhouse gas, provided certain construction and capture thresholds are met.

The "Broadband Internet for Small Ports Act" prioritizes broadband projects for precision agriculture on cropland and ranchland, and increases broadband availability in rural ports. It increases the maximum grant amount for projects serving rural areas and requires the Secretary to confirm the eligibility of unserved rural communities for funding. The Act also mandates communication with the FCC to ensure service levels align with universal service standards, requires timely feedback on funding applications, and sets aside funds for oversight and accountability.

The Timely Departure Act mandates nonimmigrant visa applicants (excluding certain visa types and those from visa waiver countries) to pay a bond between $5,000 and $50,000 to ensure timely departure from the U.S. Overstaying a visa results in automatic forfeiture of the bond, ineligibility for future immigration benefits for 4 to 12 years, and prompt removal from the U.S. Asylum seekers must apply before their authorized stay expires, or they will be ineligible. The forfeited bonds will be used for immigration detention and enforcement.

This resolution expresses the House of Representatives' deepest condolences to the families and loved ones of the 67 individuals who lost their lives in the January 29, 2025, collision of American Eagle Flight 5342 and a U.S. Army flight. The "No Tax Dollars for the United Nations Immigration Invasion Act" prohibits the U.S. government from financially contributing to the United Nations International Organization for Migration (IOM), the United Nations High Commissioner for Refugees (UNHCR), and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). It also mandates a study by the Comptroller General to identify all federal assistance programs that provide funds to these organizations, detailing amounts, restrictions, and potential repayments, as well as an audit of the Department of State’s Refugee Travel Loan Program. A report summarizing the study and audit results must be submitted to Congress within 180 days of the Act's enactment.

The APLUS Act directs the Secretary of Agriculture to update regulations, permitting market agencies to have financial interests in smaller meatpacking companies, defined by specific slaughter capacities. These market agencies must disclose these financial ties to livestock sellers. The Act does not reduce the Secretary's authority to enforce rules protecting producers, competition, and market integrity under existing law.

The Law Enforcement Protection and Privacy Act of 2025 amends FOIA to protect sensitive firearms data, penalizes unauthorized disclosures of protected information by non-federal entities, and grants licensees the right to sue for damages resulting from such disclosures. It establishes financial penalties for improper disclosures and allows harmed parties to seek compensation in court. The act defines key terms and ensures that other legal remedies remain available.
