This legislation establishes that a conviction for, or admission to the underlying acts of, a DWI/DUI offense makes a non-citizen inadmissible to the United States or deportable if already present. This bill, the No WHO Pandemic Preparedness Treaty Without Senate Approval Act, declares that any final pandemic agreement resulting from the World Health Organization's negotiations must be treated as a formal treaty. This ensures that the United States cannot implement such an agreement without receiving the advice and consent of two-thirds of the Senate. Furthermore, the policy of the United States is established to fully support Taiwan's participation in the WHO.

The OCED Elimination Act officially abolishes the Office of Clean Energy Demonstrations (OCED) within the Department of Energy. This legislation also repeals Section 41201 of the Infrastructure Investment and Jobs Act, eliminating associated programs and requirements. The FACE Act Repeal Act of 2025 repeals the Freedom of Access to Clinic Entrances Act, which prohibits certain actions that obstruct or interfere with access to reproductive health services. This repeal would apply to both ongoing and future prosecutions that begin on or after the date this Act is enacted.

The Returning Illegals over Turmoil Act establishes new grounds for the deportation and permanent inadmissibility of non-citizens who incite or participate in violent acts against law enforcement or public property during civil unrest. This legislation mandates strict enforcement during declared emergencies and grants the Secretary of Homeland Security expedited removal authority under those conditions. Furthermore, individuals removed under these provisions are permanently barred from receiving any form of immigration relief or future DACA eligibility.

The Baseload Reliability Protection Act prohibits owners of certain dispatchable power plants in areas facing high or elevated risk of electricity shortages from retiring those units or switching their fuel source. Owners can seek an exemption from this ban from FERC, which must grant it if continued operation causes financial hardship or if retirement does not harm grid reliability. The Department of Energy may offer financial assistance to keep essential, money-losing plants operational.

The Recouping Funds from Sanctuary Cities Act of 2025 requires local governments designated as "sanctuary jurisdictions" to return unspent federal funds. This applies if their policies restrict cooperation or information sharing regarding citizenship or immigration status with federal agencies. Jurisdictions can halt the repayment requirement by notifying the Attorney General and correcting non-compliant policies within 15 days.

The Visa Overstays Penalties Act significantly increases penalties for individuals who enter the country illegally or overstay their authorized visas. This legislation establishes a new violation specifically targeting nonimmigrant visa holders who remain in the U.S. for more than 10 days past their authorized status. Consequences include increased criminal penalties, up to two years in jail for repeat offenses, and substantial civil fines ranging from $\$500$ to $\$1,000$ per violation.

The Make DOGE Permanent Act mandates the creation of a special, real-time access portal for members of Congress to view federal award spending data. This exclusive access will provide Congress with the latest information, including details on payments made to individuals and federal employees, which may be restricted on the public website. The Office of Management and Budget (OMB) must establish this dedicated link within six months of the bill's enactment.
