This Act does not alter existing federal labor laws.

The Sanctuary Penalty and Public Protection Act of 2025 establishes a federal database to identify and publicly list state and local governments deemed to have policies that obstruct federal immigration enforcement. Jurisdictions placed on this "sanctuary jurisdiction" list will be prohibited from receiving or using any new federal funding. The Child Interstate Abortion Notification Act establishes federal crimes for knowingly transporting a minor across state lines to circumvent her home state's parental involvement laws for an abortion. The bill defines portable benefits as work-related benefits, such as health insurance, retirement savings, or paid leave, that an individual can retain even when they change jobs. This clarification aims to encourage the provision of such benefits without affecting worker classification status.

This bill amends the Fair Labor Standards Act and the National Labor Relations Act to establish a clear standard for determining whether a worker is an employee or an independent contractor. It specifies that a worker is an independent contractor if the hiring entity does not have significant control over the work and the worker has entrepreneurial opportunities and risks. Certain factors, such as legal compliance or carrying insurance, are excluded from consideration of employee status.

The facility will now be known as the "Andrew Jackson Smith Medal of Honor Department of Veterans Affairs Clinic." This action honors Civil War hero Corporal Andrew Jackson Smith for his exceptional bravery at the Battle of Honey Hill.

The End the Vaccine Carveout Act fundamentally changes vaccine injury compensation by allowing individuals to choose between filing a claim through the existing National Vaccine Injury Compensation Program or suing the manufacturer or administrator directly in court. This legislation removes the liability shield for vaccine makers and eliminates time limits for filing claims with the Program. Additionally, it specifically excludes COVID-19 vaccines from existing countermeasure liability protections.
