This bill officially designates the United States Postal Service facility located at 620 East Pecan Boulevard in McAllen, Texas, as the "Agent Raul H. Gonzalez Jr. Memorial Post Office Building." The legislation ensures that all official records and documents reflect this new memorial name for the building.

This Act authorizes the creation and sale of special commemorative gold and silver coins to mark the 25th anniversary of the September 11th attacks. The coins will feature designs honoring the victims and first responders, with the phrase "Never Forget" required on at least one design. The "Countering Online Radicalization and Terrorism Act" directs the Department of Homeland Security, in coordination with the Director of National Intelligence, to conduct annual assessments on how terrorist organizations use foreign cloud-based messaging apps to threaten the United States. These assessments will analyze terrorist recruitment and radicalization, examine the use of online payment features to support terrorist financing, and provide recommendations to counter these threats. The goal of the act is to evaluate and address the national security risks associated with terrorist groups using these applications, while also ensuring compliance with legal, privacy, and civil rights protections.

The "Operation Lone Star Reimbursement Act" seeks to reimburse the State of Texas for the $11.1 billion in expenses incurred for securing the southern border between 2021 and 2025 due to the Federal Government's lack of action. The Governor of Texas must apply for reimbursement from the Department of Homeland Security and the Treasury, including a detailed list of expenses. The Secretary of Homeland Security will review the application and determine eligible expenses, and the Treasury Secretary will then pay Texas the reimbursable amount from unallocated funds.

The "DHS Cybersecurity On-the-Job Training Program Act" establishes a voluntary program within the Department of Homeland Security to train current employees for cybersecurity roles. The program includes curriculum development, criteria for participation, and annual reporting to Congress. It aims to address cybersecurity vacancies within DHS by providing training and encouraging employee participation through various support mechanisms and policies.

The "Love Lives On Act of 2025" amends titles 10 and 38 of the United States Code to improve benefits and services for surviving spouses. This act modifies Dependency and Indemnity Compensation (DIC) rules, allowing surviving spouses who remarry to still receive benefits. Additionally, it ensures continued Survivor Benefit Plan annuity payments for certain remarried surviving spouses and expands TRICARE eligibility to include remarried widow/widowers whose subsequent marriage ended.

The "Life at Conception Act" declares that the right to life, as guaranteed by the Constitution, is vested in each human being, both born and preborn, from fertilization onward. This act defines "human being" as every member of the species homo sapiens at all stages of life. Notably, the act specifies that no woman shall be prosecuted for the death of her unborn child.

The "Born-Alive Abortion Survivors Protection Act" ensures that infants born alive after an abortion receive the same medical care as any other newborn, mandating immediate hospitalization and requiring healthcare practitioners to report any failures to comply. Violators face fines, imprisonment, and potential prosecution for homicide or attempted homicide, while the mother of the child cannot be prosecuted. The bill also allows the woman who had the abortion to file a civil action against anyone who violated the act. It defines abortion and attempts at abortion, and renames "Partial-Birth Abortions" to "Abortions" in relevant sections of the U.S. Code.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to permanently extend the deduction for qualified business income. This removes the previous expiration date, providing long-term tax certainty for eligible businesses. The change applies to taxable years beginning after December 31, 2025.
