The "Stop Harassing Owners of Rifles Today Act" or "SHORT Act" modifies firearm regulations by redefining "firearm" under the National Firearms Act, removing short-barreled rifles and shotguns from certain restrictions, and preempting state laws that tax, mark, record, or register these weapons. The Act also mandates the destruction of records related to these specific weapons held by the Attorney General.

The "No Citizenship for Alien Invaders Act of 2025" amends the Immigration and Nationality Act to prevent any alien who unlawfully enters the United States from becoming a naturalized citizen. This prohibition applies regardless of other immigration regulations or circumstances.

The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. The "Reorganizing Government Act of 2025" amends Title 5 of the U.S. Code to streamline executive branch operations. It allows for the elimination of unnecessary government functions, prioritizes reducing the federal workforce, and aims to decrease regulatory compliance costs. The act extends executive reorganization authority through December 31, 2026, while preventing increases in federal employees or spending due to reorganization plans.

The American Genetic Privacy Act of 2025 prevents commercial DNA testing services from selling or disclosing individuals' genetic information to the People's Republic of China or entities under its control. The Federal Trade Commission (FTC) will enforce this law.

The Puppy Protection Act of 2025 amends the Animal Welfare Act to establish comprehensive standards for dog dealers, focusing on humane treatment. These standards include requirements for flooring, space, temperature, nutrition, exercise, socialization, veterinary care, and breeding practices. The Act sets specific guidelines for breeding frequency, age, and veterinary procedures, as well as humane placement for retired breeding dogs. It directs the Secretary to finalize regulations for these standards within 18 months.

The "End Taxpayer Funding of Gender Experimentation Act of 2025" prohibits the use of federal funds for gender transition procedures and health plans that cover them, extending this prohibition to premium tax credits and cost-sharing reductions under the Affordable Care Act (ACA). It defines key terms like "gender transition procedure" and clarifies exceptions, such as treatments for medically verifiable disorders of sex development. The bill allows individuals and employers to purchase separate coverage for gender transition procedures using non-federal funds, ensuring no federal subsidies are applied to such coverage. These changes would apply to taxable years ending one year after the law's enactment, but only for plan years starting after that date.

The Major Richard Star Act allows eligible combat-disabled veterans to receive both their retirement pay and disability compensation. This eliminates the previous offset that reduced retirement pay for those receiving disability compensation. The changes apply to payments beginning the month after enactment.

The "Save Our Shrimpers Act" aims to protect the U.S. shrimping industry by preventing federal funds from supporting foreign shrimp farming through international financial institutions. It prohibits the Secretary of the Treasury from providing funds to international financial institutions that use the funds for shrimp farming, processing, or export activities in foreign countries. Additionally, the Act mandates an annual report from the Comptroller General to Congress on the compliance of U.S. Executive Directors at international financial institutions regarding opposition to financial assistance for surplus commodities and minerals.

The "Affordable Loans for Students Act" sets the interest rate for existing eligible federal student loans to 2.0 percent, either through modification or refinancing, and sets the interest rate for new federal student loans disbursed after the bill's enactment to 2.0 percent. The bill requires the Secretary of Education to establish a program to modify existing federal student loans held by the Secretary to a 2.0 percent interest rate and refinance other eligible federal student loans into Federal Direct Consolidation Loans at a 2.0 percent interest rate, without automatically extending the repayment period. It also mandates an annual report to Congress detailing the number of borrowers affected and their repayment status.

The "10 Percent Credit Card Interest Rate Cap Act" caps credit card interest rates at 10%, encompassing all finance charges, and restricts additional fees. Violators will forfeit interest, and consumers can recover overpayments through legal action. States can enact stricter consumer protections, and the provisions will sunset on January 1, 2031.

The IVF Access and Affordability Act introduces a tax credit to help individuals and couples offset the costs of assisted reproductive technology (ART) expenses, such as in vitro fertilization (IVF). The credit can cover up to $20,000 in ART expenses, or $40,000 for joint filers if both individuals incur expenses, but is reduced for those with higher incomes, phasing out completely for individuals earning over $300,000 and joint filers earning over $600,000. This credit aims to make fertility treatments more accessible by reducing the financial burden on eligible families. The credit is effective for taxable years beginning after the date the bill is enacted.

The "Stop Chinese Fentanyl Act of 2025" aims to combat the flow of illicit fentanyl by imposing sanctions on Chinese entities and officials involved in the production and trafficking of synthetic opioids and their precursors. It broadens the definition of "foreign opioid trafficker" to include those who enable opioid trafficking through inaction and extends the period for reporting identified traffickers to Congress. The Act also requires the President to annually evaluate and report on the effectiveness of using presidential authority to address international drug trafficking, including considerations of costs, benefits, and stakeholder input. Additionally, it amends the International Emergency Economic Powers Act and the Trading with the Enemy Act to enhance oversight and accountability in addressing national emergencies related to international drug trafficking.

The Justice for Vaccine Injured Veterans Act of 2025 presumes service-connection for certain diseases, such as myocarditis and Guillain-Barre Syndrome, for veterans who were required to receive a COVID-19 vaccine between August 24, 2021, and January 10, 2023. It also requires the Secretary of Veterans Affairs to track and report on compensation claims related to COVID-19 vaccines and make these reports publicly available.

The "No American Land for Communist China Act" prohibits the President from allowing individuals or entities associated with the Chinese government from purchasing real estate near covered federal lands. Covered lands include those managed by the Departments of Interior, Defense, Agriculture (Forest Service), and Energy, as well as Indian country. This restriction applies to entities with at least 25% equity interest held by Chinese government-affiliated individuals or businesses. The Act defines "United States" broadly to include states, territories, and other U.S. possessions.

The Reinforcing Sanctions on Iranian Terrorists Act requires the President to determine whether to apply sanctions to the Iran Airports Company, which facilitates Mahan Air's operations, due to Mahan Air's support for terrorist activities and the Iranian government's destabilizing actions. This determination must be submitted to Congress within 90 days of the Act's enactment. The Act reinforces existing sanctions against Mahan Air, which has been identified as supporting the Islamic Revolutionary Guards Corps-Qods Force.

The U.S. Citrus Protection Act prohibits the importation of commercially produced fresh citrus fruit from China into the United States. This ban will take effect 90 days after the enactment of the Act.

This bill repeals the 1991 Authorization for Use of Military Force Against Iraq Resolution and the 2002 Authorization for Use of Military Force Against Iraq Resolution, formally ending the legal basis for military actions in Iraq under these authorizations.

The DEFUND Act of 2025 terminates U.S. membership in the United Nations and all affiliated organizations, repeals existing acts that enable U.S. participation, and prohibits future funding or involvement in UN activities, including peacekeeping operations and conventions. It also revokes diplomatic immunity for UN personnel within the U.S. and requires the Secretary of State to notify the UN of these changes. The bill further prevents the U.S. from reentering the UN without Senate approval and a guaranteed right to withdraw.

The "Protecting America's Agricultural Land from Foreign Harm Act of 2025" aims to safeguard U.S. agricultural land by prohibiting its purchase or lease by individuals or entities associated with the governments of Iran, North Korea, China, and Russia, while also preventing their participation in USDA programs. The bill expands reporting requirements under the Agricultural Foreign Investment Disclosure Act of 1978, increases penalties for violations, and mandates public online databases of foreign ownership. Additionally, it requires regular reports from the Secretary of Agriculture, the Director of National Intelligence, and the Government Accountability Office on foreign ownership and its potential risks.
