This bill repeals four executive orders related to energy and environmental policies issued on January 20, 2025. It stops the use of federal funds to implement these orders, but does not reduce any existing presidential powers.

The United States-Abraham Accords Cooperation and Security Act of 2025 directs the FDA to establish an Abraham Accords Office to strengthen international oversight of FDA-regulated products by providing technical assistance and facilitating communication between the FDA and Abraham Accords countries. Within two years, the Secretary of Health and Human Services must select a location for the office in an Abraham Accords country. The Secretary must submit a report to Congress within three years on the Abraham Accords Office. This act aims to align regulatory requirements and improve coordination between the FDA and entities in Abraham Accords countries.

The GUARD VA Benefits Act establishes criminal penalties for individuals who charge veterans unauthorized fees for assisting with claims for benefits administered by the Department of Veterans Affairs. This legislation amends existing law to prohibit soliciting, contracting for, or receiving compensation for preparing or prosecuting VA benefit claims, except where explicitly authorized by other statutes.

The Humane Cosmetics Act of 2025 bans cosmetic animal testing in the U.S. and restricts the use of animal testing data for cosmetic safety, with certain exceptions. It authorizes the Secretary of Health and Human Services to impose civil penalties for non-compliance and preempts states from enacting conflicting regulations. The Act defines key terms related to cosmetic animal testing and cosmetics.

The HOPE for Homeownership Act imposes a new federal excise tax on large investment entities, such as hedge funds, that purchase or hold excess single-family residences. This legislation aims to discourage large-scale corporate ownership of homes by applying penalties upon acquisition and for holding too many units. Furthermore, taxpayers subject to these new taxes will be disallowed from claiming standard mortgage interest and depreciation deductions on those residential properties.

The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

The PAST Act of 2025 significantly strengthens the Horse Protection Act to combat the painful practice of soring in specific horse breeds. This bill increases penalties for violations, establishes stricter licensing and oversight for inspectors, and explicitly bans the use of "action devices" designed to cause unnatural gaits. The legislation aims to enhance enforcement, ensure fairer competition, and hold violators accountable through increased fines and disqualifications.

The Protect Veteran Jobs Act allows wrongly fired or dismissed veterans in civil service jobs between January 20, 2025, and the Act's enactment date to be reinstated to their previous position or a similar one. It mandates executive branch agencies to report to Congress every three months on all veteran employees who were fired or dismissed and the reasons for their termination, effective until January 20, 2029. The Act relies on existing U.S. Code definitions for key terms like "veteran" and "civil service."

The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

Ethan's Law establishes federal requirements for the secure storage of firearms to prevent unauthorized access by minors and prohibited persons, making improper storage a civil violation with escalating penalties if injury or death results. The bill also creates a federal grant program to incentivize states and Tribes to adopt matching safe storage laws. Furthermore, Congress declares that failing to comply with these storage requirements constitutes negligence and may be considered the direct cause of resulting firearm injuries.

The "New Era of Preventing End-Stage Kidney Disease Act" aims to improve the prevention, diagnosis, and treatment of rare kidney diseases through research, education, and increased public awareness. It establishes Centers of Excellence for Rare Kidney Disease Research, directs studies on testing and treatment approaches, and promotes provider education in nephrology. The Act prioritizes addressing disparities in affected populations and seeks to delay or eliminate the need for dialysis and transplant. It authorizes appropriations for these activities from 2026 through 2030.

The American Victims of Terrorism Compensation Act amends the Justice for United States Victims of State Sponsored Terrorism Act to increase funding for victims of state-sponsored terrorism by redirecting forfeited assets and penalties into the United States Victims of State Sponsored Terrorism Fund. It mandates specific deposit timelines for forfeited funds, requires annual pro rata payments to eligible claimants beginning in 2026, and enhances transparency through detailed annual reports on fund activity. The Act also allows for the use of Department of Justice personnel to aid in the administration of the fund and ensures a supplemental payment to those already approved for fifth-round payments.

The Federal Retirement Fairness Act amends title 5 of the United States Code, allowing civilian service in a temporary position after December 31, 1988, to be creditable under the Federal Employees Retirement System. This change applies to current employees and Members of the United States Postal Service, and requires the Office of Personnel Management to notify eligible individuals and issue implementing regulations.

The MODERN WIC Act of 2025 aims to modernize the WIC program by expanding options for remote certification appointments, including telephone and video calls, and allowing for remote delivery of food benefits. It requires state agencies to offer various formats for certification appointments, ensuring accessibility for individuals with disabilities. The Act also mandates a report to Congress on the use of remote technologies in WIC, focusing on their impact and best practices.

The "Air Traffic Noise and Pollution Expert Consensus Act of 2025" directs the FAA to collaborate with the National Academies to study and report on the health impacts of air traffic noise and pollution. This report will consolidate current scientific knowledge and be delivered to key government officials and congressional committees.

The Public Safety Employer-Employee Cooperation Act establishes a framework for collective bargaining rights for public safety officers (law enforcement, firefighters, and emergency medical services personnel) at the state level. It directs the Federal Labor Relations Authority to determine if states substantially protect these rights, and if not, the Authority will establish collective bargaining procedures. The Act aims to promote cooperation between public safety employers and employees while respecting existing state laws and prohibiting strikes and lockouts. This law does not override state laws that provide similar or stronger protections for public safety officers.

The "Accelerating Kids Access to Care Act of 2025" streamlines the enrollment process for out-of-state healthcare providers in Medicaid and CHIP, ensuring children under 21 have access to care from eligible providers across state lines. By reducing administrative burdens and unnecessary screening requirements, the Act aims to improve healthcare access for children while maintaining necessary safeguards against fraud and abuse. Participating providers will be enrolled for a 5-year period, and the changes will take effect three years after the Act's enactment.

The 9/11 Responder and Survivor Health Funding Correction Act of 2025 amends the Public Health Service Act to improve the World Trade Center (WTC) Health Program by expanding the types of healthcare providers who can conduct mental health evaluations, modifying provider credentialing, clarifying enrollment calculations, and extending the time frame for adding health conditions for WTC responders. The act adjusts the funding formula for fiscal years 2026 through 2090 and requires the Secretary of Health and Human Services to report to Congress on the program's budget, including projected needs through 2090 and recommendations for changes to the funding formula. The "Student Veteran Benefit Restoration Act of 2025" aims to restore educational benefits to veterans and eligible individuals whose education was interrupted due to institutional misconduct, such as fraud or closure. It requires educational institutions to repay educational assistance received if a student's benefits are restored due to the institution's actions. The bill also allows the Department of Veterans Affairs to recover fraudulently obtained funds and establishes an appeal process for institutions.

The Ocean Pollution Reduction Act II amends permitting requirements for the Point Loma Plant in San Diego, setting new limits for discharge of total suspended solids into marine waters. The bill requires the plant to maintain its deep-ocean outfall system and meet specific reduction targets for pollutants by certain dates. It also mandates the production of at least 83,000,000 gallons per day of water suitable for potable reuse by December 31, 2039, and continued ocean monitoring to ensure compliance. Alternatively, the plant can submit an application that complies with standard secondary treatment requirements.
