The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The Scientific Integrity Act mandates that federal agencies that fund, conduct, or oversee scientific research establish and enforce scientific integrity policies. The Taxpayer Data Protection Act limits access to the Treasury Department's payment systems to Treasury employees or contractors with satisfactory performance reviews and security clearances. It sets specific criteria for individuals accessing the system, including conflict of interest restrictions, training, and ethics agreements. The Act also mandates the Treasury Department's Inspector General to investigate and report to Congress on any unauthorized system use.

The "Amateur Radio Emergency Preparedness Act" aims to protect amateur radio operators' ability to install and use antennas on their property, despite private land use restrictions that may otherwise prohibit or impair such installations. It allows for reasonable restrictions based on safety and aesthetics, while limiting prior approval requirements and offering legal recourse for violations. The Act seeks to balance community interests with the need for effective emergency communication capabilities provided by amateur radio operators. The "No Tax Breaks for Outsourcing Act" amends the Internal Revenue Code to discourage multinational corporations from avoiding U.S. taxes by shifting profits overseas. It includes provisions such as current year inclusion of net CFC tested income on a country-by-country basis, limitations on foreign tax credits, restrictions on interest deductions for domestic corporations in international financial reporting groups, and changes to the tax treatment of inverted corporations and foreign corporations managed in the U.S. This act aims to eliminate tax advantages for companies that move operations or profits outside the United States.

The "Love Lives On Act of 2025" amends titles 10 and 38 of the United States Code to improve benefits and services for surviving spouses. This act modifies Dependency and Indemnity Compensation (DIC) rules, allowing surviving spouses who remarry to still receive benefits. Additionally, it ensures continued Survivor Benefit Plan annuity payments for certain remarried surviving spouses and expands TRICARE eligibility to include remarried widow/widowers whose subsequent marriage ended.

The "Stop Arming Cartels Act of 2025" aims to combat the arming of cartels by banning .50 caliber rifles, allowing lawsuits against gun manufacturers who knowingly sell to prohibited individuals, and prohibiting firearm sales to significant foreign narcotics traffickers. It also expands reporting requirements for multiple firearm sales to include rifles.

The Combating International Islamophobia Act directs the State Department to establish an Office to Monitor and Combat Islamophobia, headed by a Special Envoy. This office will monitor and combat Islamophobia and Islamophobic incitement in foreign countries. The State Department will also include information about Islamophobia in its annual reports on human rights practices and international religious freedom.

The "Medicare Patient Access and Practice Stabilization Act of 2025" extends increased Medicare payment support for physicians and practitioners through 2025. It increases payment rates by 6.62% for services provided from April 1, 2025, to January 1, 2026. The bill also updates a section of the Social Security Act to include the years 2021 through 2025 for conforming changes.

The "Stop Antiabortion Disinformation Act" or the "SAD Act" aims to prevent deceptive advertising related to reproductive health services, particularly concerning contraception, abortion services, or the employment of licensed medical personnel. It empowers the Federal Trade Commission (FTC) to enforce these prohibitions, treat violations as FTC Act violations, and pursue civil actions against violators, including imposing significant civil penalties. The "Expanded Food Safety Investigation Act of 2025" allows the Secretary to request access to concentrated animal feeding operations for microbial sampling when investigating foodborne illness outbreaks or addressing public health needs. These operations must provide reasonable access for sampling of plants, animals, water, and the environment. The collected data will be shared with relevant agencies to help prevent foodborne illnesses. Refusal to provide reasonable access for microbial sampling is now a prohibited act under the Federal Food, Drug, and Cosmetic Act.

This bill expresses the House of Representatives' view that Congress should act to maintain the United States Postal Service (USPS) as an independent entity within the Federal Government.
