The PLASMA Act, or the Preserving Life-saving Access to Specialty Medicines in America Act, introduces a phased-in approach for manufacturer discounts on plasma-derived products under Medicare Part D, starting in 2026. The discounted price will be a percentage of the negotiated price, with the percentage varying based on whether the beneficiary has met their annual out-of-pocket threshold. Certain beneficiaries and small manufacturers are exempt from these discount requirements.

This bill amends the Social Security Act to equalize the negotiation period for drug price negotiations under the Drug Price Negotiation Program. It changes the negotiation period for small-molecule drugs from 7 years to 11 years, matching the period already in place for biologic drugs. This adjustment aims to create parity in negotiation timelines between different types of medications, effective as if included in the original legislation.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It adjusts gift tax calculations by setting the lifetime gift exemption at $10,000,000, with inflation adjustments after 2011. The Act also includes transitional rules for applying certain sections of the Internal Revenue Code during the enactment year.

The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The act also mandates the establishment of a Defense Innovation Unit office in Israel and assesses integrated air and missile defense in the U.S. Central Command region. Finally, it explores Israel's potential inclusion in the national technology and industrial base.

The "Protect Medicaid Act" prohibits federal Medicaid funding for state administrative costs associated with providing healthcare benefits to unauthorized immigrants. It requires a report from the Inspector General of the Department of Health and Human Services on how states that offer health benefits to non-lawfully admitted noncitizens handle Medicaid program administration costs separately. The report will also cover how these states fund programs for non-lawfully admitted noncitizens and analyze the impact of these non-lawfully admitted noncitizens receiving outpatient drugs purchased under the Medicaid Drug Rebate Program or the 340B drug discount program.

The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The Dismantle DEI Act of 2025 aims to immediately rescind diversity, equity, and inclusion (DEI) mandates across the federal government, including shutting down related offices and banning specific ideological training for federal personnel and contractors. The bill prohibits the use of federal funds for DEI activities by grant recipients and mandates that federal advisory committees cease all such practices or face termination. Furthermore, it establishes strong enforcement mechanisms, allowing individuals to sue violators and seek financial penalties for non-compliance.

The "Born-Alive Abortion Survivors Protection Act" ensures that infants born alive after an abortion receive the same medical care as any other newborn, mandating immediate hospitalization and requiring healthcare practitioners to report any failures to comply. Violators face fines, imprisonment, and potential prosecution for homicide or attempted homicide, while the mother of the child cannot be prosecuted. The bill also allows the woman who had the abortion to file a civil action against anyone who violated the act. It defines abortion and attempts at abortion, and renames "Partial-Birth Abortions" to "Abortions" in relevant sections of the U.S. Code.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to permanently extend the deduction for qualified business income. This removes the previous expiration date, providing long-term tax certainty for eligible businesses. The change applies to taxable years beginning after December 31, 2025.

This bill proposes a constitutional amendment to fix the number of Supreme Court justices at nine. For this amendment to be valid, three-fourths of the state legislatures must ratify it within seven years of its submission.

The "Preventing Violence Against Women by Illegal Aliens Act" amends the Immigration and Nationality Act to deem aliens inadmissible and deportable if they have committed or admitted to acts constituting sex offenses, domestic violence, stalking, child abuse, or violating protection orders. It broadens the definition of crimes against children to include any crime constituting domestic violence.

The "AMERICANS Act" addresses the COVID-19 vaccine mandate's impact on service members by preventing new mandates without congressional approval and prohibiting adverse actions based solely on vaccination status. It offers remedies for those discharged or negatively affected, including discharge upgrades, reinstatement, and compensation. The act prioritizes retaining unvaccinated members, limits consideration of vaccination status for assignments, requires a COVID-19 vaccine exemption process, and terminates bonus repayment obligations for those separated due to vaccine refusal.

The Hearing Protection Act aims to remove silencers from the purview of the National Firearms Act (NFA) by treating them similarly to standard firearms under federal tax law. This legislation preempts certain state and local taxes and registration requirements related to silencers involved in interstate commerce. Furthermore, the bill mandates the destruction of existing federal silencer registration records and updates federal marking requirements for manufacturers.

The "Title X Abortion Provider Prohibition Act" prohibits the Secretary from providing Title X funding to any entity that performs abortions or provides funds to other entities that perform abortions, with exceptions only for abortions resulting from rape, incest, or to save the woman's life. It requires the Secretary to submit an annual report to Congress with a list of all entities receiving Title X grants. The report must include the number of abortions performed under the exceptions, the date of the latest certification for each entity receiving a Title X grant, and a list of each entity to which a Title X grantee makes funds available.

The "Repeal the NFA Act" aims to eliminate the National Firearms Act (NFA). This bill would remove all regulations, taxes, and registration requirements imposed by the NFA on certain firearms and devices. By repealing the NFA, the bill seeks to deregulate the ownership and transfer of items currently covered under the NFA.
