This bill, called the "Incentivizing Readiness and Environmental Protection Integration Sales Act of 2025," allows taxpayers to exclude gains from their gross income when selling real property interests to qualified organizations for Readiness and Environmental Protection Integration (REPI) program purposes. The exclusion does not apply to sales by pass-through entities within three years of acquisition, with an exception for family-owned entities. This exclusion encourages land conservation and military readiness. It applies to taxable years beginning after the bill's enactment.

The Filipino Veterans Family Reunification Act of 2025 exempts from immigrant visa limits individuals eligible for visas under the Immigration and Nationality Act, provided they have a parent who naturalized under specific sections of law related to Filipino veterans who served during World War II. This exemption aims to facilitate the reunification of families of Filipino veterans who served with the United States Armed Forces during World War II.

The CARTEL Act of 2025 mandates U.S. Customs and Border Protection to publish detailed monthly reports on various border security operational statistics, including alien encounters, drug seizures, and terrorist watchlist matches. It also requires the Secretary of Homeland Security to submit an annual report to Congress assessing attempts by foreign terrorist organizations and transnational criminal organizations to infiltrate the United States.

The Support Military Families Act allows federal employees who are spouses of military members to continue teleworking or working remotely, provided they were eligible before January 20, 2025. It exempts these employees from returning to full-time in-person work and requires a report on the economic impact of mandating in-person work.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance's definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, concerning race, color, and national origin. This aims to address rising antisemitism in educational settings. The Act clarifies that it does not expand the Department of Education's authority, change existing discrimination standards, reduce existing rights, or infringe upon First Amendment rights.

The "Love Lives On Act of 2025" amends titles 10 and 38 of the United States Code to improve benefits and services for surviving spouses. This act modifies Dependency and Indemnity Compensation (DIC) rules, allowing surviving spouses who remarry to still receive benefits. Additionally, it ensures continued Survivor Benefit Plan annuity payments for certain remarried surviving spouses and expands TRICARE eligibility to include remarried widow/widowers whose subsequent marriage ended.

The 9/11 Memorial and Museum Act authorizes a one-time grant between $5,000,000 and $10,000,000 to the National September 11 Memorial & Museum for operations, security, and maintenance. To receive the grant, the museum must offer free admission to certain groups, provide free admission hours to the general public, and allow annual federal audits of its financial records. The museum must also submit annual reports to Congress detailing how the grant funds were used. No additional funds are authorized beyond the initial appropriation for this grant.

The "Dr. Lorna Breen Health Care Provider Protection Reauthorization Act" reauthorizes and expands programs aimed at supporting the mental health of healthcare providers. It requires annual reports on education and awareness initiatives, broadens eligibility for entities receiving funds, and extends funding for mental health support programs through 2030. The Act prioritizes reducing administrative burdens on healthcare workers to improve access to mental health services.

The "Banning Strategic Petroleum Reserve Oil Exports to Foreign Adversaries Act" prohibits the Secretary of Energy from selling or exporting petroleum products from the Strategic Petroleum Reserve to China, North Korea, Russia, Iran, or any entities controlled by them, including the Chinese Communist Party. The Secretary of Energy can waive this prohibition if it is deemed to be in the national security interest of the United States. A rule to carry out this section must be issued within 60 days of the enactment of this Act.

The "Keeping Drugs Out of Schools Act of 2025" establishes a grant program, managed by the Office of National Drug Control Policy, to support local schools in partnering with community coalitions for effective drug prevention programs. Grants, up to $75,000 per year, will fund the implementation of detailed drug prevention plans developed by the schools and coalitions. The Act allocates $7 million annually from 2026-2031 for these grants, emphasizing the importance of supplementing existing drug prevention funding and utilizing evidence-based evaluation criteria.

The "Federal Firefighters Families First Act" aims to improve pay equality for Federal firefighters, enhance recruitment and retention, and ensure comprehensive calculation of retirement benefits. It updates the computation of pay and annuity calculations to include additional compensation for overtime hours in regular tours of duty. The Act also directs the Office of Personnel Management to establish a maximum regular workweek for Federal firefighters, not exceeding an average of 60 hours per week. These changes will impact annuity payments for individuals who separate from service 60 days after the law's enactment.

The "Fix Our Forests Act" aims to improve forest management and wildfire resilience through landscape-scale restoration, community protection in wildland-urban interfaces, and enhanced transparency and technology. It establishes programs for wildfire risk reduction, reforestation, and biochar development, while also focusing on restoring white oak populations and supporting the families of firefighters. The act streamlines project approvals, encourages collaboration, and implements litigation reforms to expedite forest management activities. Additionally, it creates a casualty assistance program for firefighters and support personnel who are seriously injured, become ill, or die while on duty.

The BNA Fairness Act amends the Internal Revenue Code of 1986 to exclude the basic needs allowance for members of the Armed Forces from gross income. This allowance, as defined under section 402b of title 37, United States Code, is now classified as a qualified military benefit, providing a tax advantage to service members. This provision is applicable for taxable years ending after the enactment of this act.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to permanently extend the deduction for qualified business income. This removes the previous expiration date, providing long-term tax certainty for eligible businesses. The change applies to taxable years beginning after December 31, 2025.

The "Chiropractic Medicare Coverage Modernization Act of 2025" seeks to modernize Medicare coverage for chiropractic services. It expands coverage to include all services provided by licensed Doctors of Chiropractic, not just manual spinal manipulation. The "Restore Department of Veterans Affairs Accountability Act of 2025" aims to improve accountability within the VA by modifying procedures for disciplining VA supervisors, senior executives, and other employees for misconduct or poor performance. It expedites the disciplinary process, limits external review of disciplinary actions, and broadens the scope of employees subject to these procedures. The bill emphasizes the VA Secretary's authority in disciplinary matters, while also protecting whistleblowers. These changes apply retroactively to misconduct or performance issues dating back to the enactment of the Department of Veterans Affairs Accountability and Whistleblower Protection Act of 2017.

The "Rosie the Riveter Commemorative Coin Act" directs the Department of Treasury to mint and issue gold, silver, and half-dollar coins in 2028 to honor the women who contributed to the World War II Home Front. The coin designs will represent the legacy of these women, with input from the Rosie the Riveter Trust, the Commission of Fine Arts, and the Citizens Coinage Advisory Committee. Surcharges from the coin sales will go to the Rosie the Riveter Trust to support the Rosie the Riveter WWII Home Front National Historical Park and educational programs. This act ensures that the coin minting incurs no net cost to the government and recognizes the invaluable contributions of women during WWII.

The "Sea Turtle Rescue Assistance and Rehabilitation Act of 2025" amends the Marine Mammal Protection Act of 1972, enabling the Secretary of Commerce and the Director of the U.S. Fish and Wildlife Service to award grants for sea turtle rescue and rehabilitation efforts. It establishes the Sea Turtle Rescue, Rehabilitation, and Rapid Response Fund to provide emergency assistance and adds "marine mammal rescue and response" to the list of activities the Secretary can carry out. This act aims to bolster sea turtle conservation through financial support and expanded response capabilities. The grant-awarding authority will expire 7 years after the enactment of the act.

The "Transnational Criminal Organization Illicit Spotter Prevention and Elimination Act" increases penalties for obstructing immigration, border, and customs enforcement. It establishes penalties for sharing information about law enforcement activities with the intent to further a federal crime, damaging border control devices, or attempting to bypass them. The act also increases penalties for using a firearm during an alien smuggling crime and extends the statute of limitations for related offenses.

The "National Law Enforcement Officers Remembrance, Support and Community Outreach Act" aims to support the National Law Enforcement Museum's programs for community outreach, public education, and officer safety and wellness through grants to the National Law Enforcement Officers Memorial Fund. The act authorizes \$6,000,000 to be appropriated to the Secretary of the Interior for each of the first 7 fiscal years after the law is enacted. It requires annual progress reports to ensure accountability and transparency in the use of funds. The Act allows the Secretary to use funds to continue activities the National Law Enforcement Museum was already doing when this law was enacted.
