The Transnational Criminal Organization Illicit Spotter Prevention and Elimination Act establishes new federal criminal offenses for individuals who intentionally assist in bypassing border security, such as by monitoring law enforcement movements or damaging border infrastructure. Additionally, the bill strengthens penalties for alien smuggling by mandating enhanced sentencing for the use of firearms during these crimes.

This bill proposes a constitutional amendment to limit the number of terms a member of Congress can serve. Representatives would be limited to 3 terms and Senators to 2 terms, with specific rules for partial terms. Terms served before the amendment's ratification would not be counted. The "Inaction Has Consequences Act" mandates that if Congress fails to pass all regular appropriation bills by the start of the fiscal year, the salaries of its members will be held in an escrow account. These withheld funds are released only once all outstanding appropriation bills are passed or at the end of the congressional session. This legislation aims to incentivize timely budget approvals by temporarily delaying congressional pay during government funding lapses.
