The Choosing Our Own Lives Over Fast Firearms Act, or COOL OFF Act, establishes a mandatory 3-business-day waiting period before an individual can receive a handgun, whether through a private sale or from a licensed dealer. This waiting period is waived for specific exceptions, such as transfers involving law enforcement, temporary family loans, or emergency situations to prevent serious harm. The law includes penalties for violations and will take effect 90 days after enactment.

The ROTOR Act mandates a comprehensive study to investigate cancer prevalence and mortality rates among military rotary-wing pilots and aviation support personnel. This research, conducted by the Defense Health Agency in partnership with the NIH and NCI, will first compare cancer rates in these service members against the general population. The Silver Shield Act of 2025 establishes a new Department of State-led program to rigorously monitor U.S. defense items and services transferred overseas for evidence of use in committing serious human rights or international law violations. The Act mandates written agreements ensuring recipients comply with international law and authorizes the suspension of future transfers if violations are confirmed. Furthermore, it requires comprehensive reporting to Congress on the program's operations, staffing, and ongoing investigations.

The Stop NOAA Closures Act places a temporary moratorium on the closure or restriction of access to any National Oceanic and Atmospheric Administration (NOAA) facilities.
