The Global Criminal Justice Act establishes an Office of Global Criminal Justice within the Department of State, headed by an Ambassador-at-Large. This office will advise officials and coordinate U.S. policy on preventing and responding to atrocities like war crimes and genocide. It will also coordinate U.S. positions on international courts, help establish tribunals to investigate and prosecute atrocities, and work to collect evidence, judge those responsible, protect victims, and prevent future atrocities. The office will also advise on transitional justice in conflict zones and represent the State Department on interagency groups addressing genocide.

The "Mamas and Babies in Underserved Communities Act of 2025" aims to improve maternal health outcomes and reduce disparities in underserved communities by providing grants to healthcare providers. These grants will support the expansion and enhancement of maternal health services, including prenatal, postnatal care for infants, and postpartum care for mothers. Priority is given to entities serving minority, low-income, or medically underserved areas, particularly those led by community members. The act allocates necessary funds from 2026 to 2030 to facilitate these improvements.

The "Do No Harm Act" amends the Religious Freedom Restoration Act of 1993 to ensure religious freedom is not used to justify discrimination or harm. It clarifies that the Act does not override federal laws protecting against discrimination, ensuring equal opportunity, or safeguarding access to healthcare and other essential services. This amendment confirms that the Religious Freedom Restoration Act applies only when the government is a party in a judicial proceeding.

The "Farewell to Foam Act of 2025" bans the sale, offer for sale, or distribution of expanded polystyrene (EPS) food service ware, loose fill, and coolers starting January 1, 2028. The ban applies to food service providers, manufacturers, distributors, and retailers, with escalating civil penalties for violations after an initial written warning. The EPA Administrator is authorized to enforce the ban and create necessary regulations, and may allow states to enforce the ban if they meet the Administrator's requirements. The BAH Restoration Act aims to restore the Basic Allowance for Housing (BAH) to cover 100% of service members' housing costs. This will be done by amending title 37 of the United States Code, ensuring that the monthly BAH is equivalent to the determined monthly cost of adequate housing based on pay grade, dependency status, and location. The Secretary of Defense will determine the specific housing costs in each area.

The U.S. Engagement in Sudanese Peace Act aims to address the crisis in Sudan by mandating the President to investigate and sanction those involved in human rights abuses and obstruction of humanitarian aid. The "Keep Americans Safe Act" aims to regulate large capacity ammunition feeding devices by making it illegal to import, sell, manufacture, transfer, or possess magazines holding more than 15 rounds, with exceptions for law enforcement, government entities, and devices lawfully possessed before the law's enactment. It also permits the use of Byrne grants for buy-back programs of these devices and mandates that newly manufactured devices be marked with identifying information. Violators of this Act will face penalties under existing provisions of Title 18 of the U.S. Code.

The Pell Grant Sustainability Act aims to increase the buying power of Pell Grants for lower-income students. It indexes the maximum Pell Grant award to inflation, starting with a \$1,060 increase for the 2024-2025 award year, and adjusts it annually based on the Consumer Price Index. This adjustment is added to the maximum Pell Grant specified in the latest appropriation act, ensuring Pell Grants keep pace with rising education costs. The bill also extends provisions of the Higher Education Act related to Pell Grants indefinitely.

The Climate and Health Protection Act ensures the continuation of the Climate and Health program, managed by the CDC, to help communities prepare for the public health impacts of climate change. It authorizes \$110 million annually, starting in 2026, to support the program's efforts in providing guidance, developing tools, and offering leadership in climate change and health planning. These funds are specifically dedicated to the Climate and Health program and cannot be used for other purposes.

This bill redesignates the Robert E. Lee Memorial as the "Arlington House National Historic Site." It changes all references to the site in law and documentation to reflect the new name. The bill also repeals the previous resolutions that designated the site as a memorial to Robert E. Lee.

The "Access to Reproductive Care for Servicemembers Act" ensures that members of the Armed Forces and their dependents can access leave and reimbursement for travel expenses related to abortion services and assisted reproductive technology, such as in vitro fertilization, when these services are not available nearby. It protects the privacy of service members seeking such care and prohibits any adverse actions against them for utilizing these provisions. Within four years, the Secretary of Defense must report to Congress on the program's impact on TRICARE Prime enrollment and costs.

The CROWN Act of 2025 prohibits discrimination based on hair texture and hairstyle if that style is commonly associated with a particular race or national origin. This protection extends to federally funded programs, housing, public accommodations, and employment. The act aims to ensure equal opportunity and prevent discrimination based on hair, addressing historical biases and stereotypes.
