The Global Fragility Reauthorization Act amends the Global Fragility Act of 2019 to improve policy alignment through annual meetings, reauthorizes the Prevention and Stabilization Fund and the Complex Crises Fund through 2030, and authorizes the use of Economic Support Funds for monitoring and evaluation activities. These changes aim to enhance the implementation and effectiveness of the Global Fragility Strategy in priority countries and regions.

The "Delete DOGE Act" aims to defund the Digital Open Government Enterprise (DOGE) and related entities by restricting the use of federal funds for implementing certain executive orders or supporting new projects initiated by DOGE after January 20, 2025. It prevents federal funds from being used by or given to DOGE-related entities or individuals and limits the use of funds for the United States Digital Service (USDS) to improving existing digital services as they existed on January 19, 2025. The bill defines key terms such as "covered entity," "covered executive order," and "covered individual" to clarify the scope of these restrictions.

The IVF for Military Families Act mandates that TRICARE cover comprehensive fertility treatments for active-duty service members, including up to three oocyte retrievals and unlimited embryo transfers. It aligns with American Society for Reproductive Medicine guidelines and establishes a program to coordinate timely fertility care, offering support to community healthcare providers. These provisions are set to take effect for services rendered on or after October 1, 2027.

This bill recognizes International Transgender Day of Visibility to honor the achievements and contributions of the transgender community and raise awareness of the discrimination and violence it faces. It acknowledges the disproportionate oppression suffered by transgender individuals, including discrimination and violence, and recognizes the record number of antitransgender bills introduced in recent years. The bill expresses support for International Transgender Day of Visibility, encourages its observance, and celebrates the accomplishments and leadership of transgender individuals.

This bill prohibits the President from selling or licensing the export of certain defense articles to the United Arab Emirates (UAE) until the President certifies to Congress that the UAE is not providing material support to the Rapid Support Forces in Sudan. The restriction applies to a wide range of military equipment and technologies listed under specific categories of the United States Munitions List.

The "Protect US National Security Act" ensures that federal funds cannot be used to eliminate the United States Agency for International Development (USAID) as an independent entity. It asserts that only an act of Congress can eliminate USAID. The Secretary of State must certify compliance with this requirement to Congress within 30 days of the act's enactment and annually for 5 years.

The Disaster Recovery Efficiency Act requires the Federal Emergency Management Agency (FEMA) Administrator and the Secretary of Housing and Urban Development (HUD) to implement recommendations from the Government Accountability Office (GAO) to improve the federal approach to disaster recovery. These recommendations were outlined in a GAO report (GAO23104956) issued on November 15, 2022.

The "Ensuring Military Readiness Not Discrimination Act" prohibits gender discrimination in the Armed Forces. Service eligibility must focus on an individual's ability to meet occupational requirements, without considering race, color, national origin, religion, or sex. The bill requires equal opportunity for all members, regardless of race, color, national origin, religion, or sex.
