The Public Safety Employer-Employee Cooperation Act aims to establish collective bargaining rights for public safety officers (law enforcement, firefighters, and emergency medical personnel) employed by states or their political subdivisions. It directs the Federal Labor Relations Authority to determine if state laws substantially provide these rights, including the right to form and join labor organizations, bargain over working conditions, and utilize binding arbitration. States that do not meet these standards will be subject to federal regulations to ensure these rights are protected. This act does not allow strikes or lockouts and preserves existing collective bargaining agreements.

The "Clergy Act" allows clergy members who previously opted out of Social Security to revoke that exemption, enabling them to receive Social Security benefits. To do so, they must file an application by the due date of their federal income tax return for the second taxable year starting after December 31, 2027. The Commissioner of Internal Revenue, in collaboration with the Commissioner of Social Security, must also develop a plan to inform clergy members about this new option.

The Antisemitism Awareness Act of 2025 requires the Department of Education to consider the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism when evaluating discrimination complaints under Title VI of the Civil Rights Act of 1964, ensuring consistent enforcement against antisemitism in federally funded programs. This bill aims to increase awareness and improve the safety of Jewish communities by codifying the use of the IHRA definition. The Act does not expand the Department of Education's authority, change harassment standards, reduce existing rights, or diminish First Amendment rights.

The "POSTAL Act" prevents the U.S. Postal Service from closing or downgrading processing and distribution centers if doing so would leave a state without one. A processing and distribution center is defined as a central mail facility that distributes mail, provides mail preparation instructions, dispatch schedules, and sorting plans, and is a sectional center facility, a general mail facility, or a dedicated mail processing facility without a station or branch. The term "State" includes a State or the District of Columbia.

The EAGLES Act of 2025 would reauthorize and expand the National Threat Assessment Center (NTAC) within the Department of Homeland Security. The NTAC would be responsible for training, consultation, research, and information sharing related to threat assessment and targeted violence prevention, with a new focus on school violence prevention. The bill authorizes \$10,000,000 annually from 2026-2030 for these activities and requires a report to Congress on its implementation. The goal of the act is to standardize threat assessments and proactively prevent targeted violence through early intervention and support.

The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The "National Plan for Epilepsy Act" aims to improve the lives of individuals affected by epilepsy by establishing a comprehensive national plan. This plan will focus on preventing, diagnosing, treating, and curing epilepsy through coordinated federal efforts and increased collaboration. An Advisory Council on Epilepsy Research, Care, and Services will be created to advise the Secretary of Health and Human Services and Congress on epilepsy-related issues and to provide recommendations for improving federal programs and supporting people with epilepsy. The Act requires regular assessments and reports to track progress and ensure accountability in addressing epilepsy.

The "Improve and Enhance the Work Opportunity Tax Credit Act" amends the Internal Revenue Code to modify and enhance the Work Opportunity Tax Credit by adjusting wage limitations, modifying the treatment of summer youth employees, and removing the age limit for qualified supplemental nutrition assistance program benefits recipients. It updates the calculation of the credit based on qualified first-year wages and increases wage limitations for qualified veterans based on specific criteria. These changes aim to incentivize employers to hire individuals from specific target groups, promoting employment opportunities. Most of these amendments apply to individuals starting work after December 31, 2024.

The "Decoupling from Foreign Adversarial Battery Dependence Act" prohibits the Department of Homeland Security from procuring batteries from specific foreign companies, primarily those with ties to China, starting October 1, 2027. Waivers are permitted under certain conditions, such as lack of security risk and absence of alternatives, and require notification to Congress. The Secretary of Homeland Security must submit a report assessing the bill's impact on the Department's operations and costs.

The "Fairness for Disabled Young Adults Act" amends the Social Security Act to increase the age threshold for child's insurance benefits based on disability from 22 to 26 years old. This change impacts multiple sections of the Social Security Act related to disability benefits and eligibility.

It mandates prompt reporting of trafficking-related activities, Inspector General investigations, and potential payment suspensions until corrective actions are taken. Additionally, the Act directs the Office of Management and Budget to assess the feasibility of enhancing contractor anti-trafficking plan compliance and streamlining related agency reporting.

The "JOBS Act of 2025" expands Federal Pell Grant eligibility to students enrolled in short-term job training programs (150-600 hours) that lead to credentials in high-demand fields. These programs must meet specific requirements, including alignment with industry needs and assurance from state boards. The act also requires accrediting agencies to assess the quality of these programs and mandates data sharing between the Departments of Education and Labor. Finally, the bill lowers the threshold for the minimum Federal Pell Grant from 10 percent to 5 percent.
