The "Quantum National Security Coordination and Competition Act of 2025" establishes a Department of Defense office to coordinate and advance quantum technology for national security purposes. The goal of this act is to ensure the U.S. maintains a competitive edge in quantum technology for national security.

The "Increasing Transparency in Generic Drug Applications Act" amends the Federal Food, Drug, and Cosmetic Act to increase transparency in generic drug applications by requiring the Secretary of Health and Human Services to disclose information about the sameness of a proposed generic drug to the listed drug, and to issue guidance on how sameness is determined. This ensures generic drug manufacturers understand the requirements for approval, and prevents the Secretary from changing a determination of sameness unless specific conditions are met. It also protects trade secrets and confidential information while promoting transparency.

The Gold Star and Surviving Spouse Career Services Act amends title 38 of the United States Code to expand eligibility for the disabled veterans outreach program. This expansion includes spouses and surviving spouses of deceased members of the Armed Forces. These individuals will now have access to career services under this program.

The "Cross Border Aerial Law Enforcement Operations Act" allows the Department of Homeland Security to establish a joint aerial law enforcement program with Canada within 50 miles of the border, mirroring an existing maritime agreement, to enhance cross-border security. It requires protections for civil rights and liberties, congressional notification, and specific training for participating officers. The Act also mandates a report on the use of unmanned aircraft systems along the northern border and prohibits additional funding for implementation.

The "Strengthen American Competitiveness Against Harmful Subsidies Act of 2025" directs the United States Trade Representative to monitor and report on industrial subsidies provided by the People's Republic of China that threaten U.S. employment and manufacturing in strategically critical industries. The report will recommend actions to reduce these risks and will be submitted annually to the Senate Committee on Finance and the House Committee on Ways and Means.

The "Increasing Access to Dental Insurance Act" aims to broaden access to dental coverage by enabling individuals to enroll in standalone dental plans through the Health Insurance Exchange, irrespective of their enrollment status in a qualified health plan. This expands dental insurance options for individuals, promoting better oral health.

The DETERRENCE Act increases criminal penalties for specific offenses, such as kidnapping, murder-for-hire, stalking, and assaults or threats against federal officials and their families, when those offenses are committed at the direction of or in coordination with a foreign government or its agents. It also increases the sentences for assassination, kidnapping, and assault of the president and presidential staff if tied to direction or coordination with a foreign government or its agents.

The "Enhancing Southbound Inspections to Combat Cartels Act" aims to combat illegal trafficking by increasing inspections of vehicles and individuals traveling from the U.S. to Mexico. It mandates the purchase of additional inspection equipment, the hiring of more Homeland Security personnel, and increased reporting to Congress on inspection activities and seizures of illegal items. The Act sets a minimum inspection requirement of 10% of southbound vehicles by 2027 and requires a plan to increase this to 20%.

The Vessel Tracking for Sanctions Enforcement Act of 2025 mandates the Department of Homeland Security to create a pilot program using big data analytics to identify vessels evading sanctions and export controls by manipulating their tracking systems. This program will provide intelligence to domestic and international law enforcement agencies and will analyze various data points, such as the type of goods, destination, and vessel ownership. The program will be assessed after four years, and a report will be submitted to Congress detailing its effectiveness in interdicting high-risk vessels and providing recommendations for future use of big data analytics in sanctions enforcement. No new funds are authorized, and no new data collection is authorized.

The REPORT Act mandates that federal agencies, including Homeland Security and the FBI, submit public reports to Congress on terrorist acts in the U.S. within one year of completing the primary investigation. These reports must detail the facts of the act, identify security gaps, and recommend preventative measures, while allowing for the withholding of information that could jeopardize ongoing investigations with notification to Congress. This act is set to expire five years after enactment and does not grant additional powers to the National Counterterrorism Center.

The "Northern Border Security Enhancement and Review Act" amends existing law to require updated threat analysis reports on the northern border every three years, starting in 2025, and updates to the Department of Homeland Security’s Northern Border Strategy every five years, starting in 2026. It also mandates classified briefings to Congress after each threat analysis and directs the development of performance measures for Air and Marine Operations. The bill stipulates that no additional funds will be allocated for its implementation.

The Disaster Management Costs Modernization Act allows the President to redirect excess funds from disaster relief grants towards preparedness and mitigation activities. These excess funds, defined as the difference between the allocated and actual spending on management costs, can be used to enhance disaster resilience and cover management expenses related to disaster preparedness. The bill mandates a report to Congress on the adequacy of current management cost allocations based on recent disaster experiences. This act aims to optimize the use of disaster relief funds and improve community resilience.

The "Credit Freeze for Kids Act" amends the Fair Credit Reporting Act to streamline and simplify the process of placing security freezes for protected consumers, such as children. It mandates that consumer reporting agencies place these freezes free of charge within three business days of a request, and requires them to notify other agencies, who must also implement the freeze within three business days. These changes will become effective 18 months after the Act's enactment.

The "Improving Veteran Access to Care Act" establishes an integrated project team within the VA to improve healthcare appointment scheduling. This team will develop a scheduling system for VA personnel and patients to view and book appointments across all VA facilities, create a self-service scheduling platform for patients, and establish a phone-based scheduling process. The Rural Obstetrics Readiness Act aims to improve obstetric emergency care in rural areas by establishing programs to train healthcare providers, provide grant funding for equipment and supplies, and create a pilot program for teleconsultation. It focuses on equipping rural facilities without specialized obstetric units to handle emergencies during pregnancy, labor, delivery, and the postpartum period. The act also mandates a study on the closure of maternity wards and patient transport patterns in rural areas.
