This Act establishes an interagency task force, co-chaired by CISA and the FBI, to detect, analyze, and respond to cybersecurity threats against U.S. critical infrastructure from state-sponsored actors of the People's Republic of China, including Volt Typhoon. The task force is required to submit detailed reports, including classified assessments of potential disruption during a major crisis, to Congress. These reports will also offer recommendations for improving detection and mitigation efforts across federal agencies and critical infrastructure sectors.

This Act mandates that the Department of Homeland Security (DHS) submit a comprehensive report detailing current and emerging threats from vehicular terrorism. The report must outline DHS strategies for prevention, vulnerability assessments of critical locations, and coordination efforts with law enforcement and private industry. This resolution sets the process for the House to consider a Senate amendment to H.R. 5371, the bill providing continuing appropriations and extensions for fiscal year 2026. It allows for immediate consideration of the Senate-amended bill and limits debate on the motion to concur to one hour. The procedures are designed to expedite the vote on funding the government for the next fiscal year.
