Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

The "Collision Avoidance Systems Act of 2025" permits and sets performance standards for pulsating light systems on vehicles to help prevent rear-end collisions. It mandates the Secretary of Transportation to update Federal Motor Vehicle Safety Standard Number 108 within 180 days to include these systems. The bill defines a pulsating light system as a high-mounted stop lamp that pulses rapidly up to 4 times within 1.2 seconds upon braking before converting to a continuous light.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. Importantly, the saturated fat content of these offered milk options will not count toward the meal's overall saturated fat limits.

The Honoring Our Fallen Heroes Act of 2025 expands public safety officer benefits to include deaths and disabilities caused by exposure-related cancers, presuming that certain cancers diagnosed within 15 years of service are line-of-duty injuries if the officer served for at least 5 years. By transitioning to digital mail processing, the Act aims to protect staff and inmates from lethal exposure, improve institutional security, and alleviate the administrative burden on correctional personnel.

The Protect Our Letter Carriers Act of 2025 aims to enhance the safety of postal workers by funding high-security infrastructure upgrades, including electronic mailbox keys. The bill also mandates the appointment of dedicated federal prosecutors for postal crimes in every judicial district and requires stricter sentencing guidelines for those who assault or rob postal employees.

The "ORPHAN Cures Act" amends the Social Security Act to refine the orphan drug exclusion within the Drug Price Negotiation Program. It excludes time periods when a drug was designated as an orphan drug from counting towards its eligibility for price negotiation. The bill also modifies the criteria for orphan drug designation, allowing it to apply to drugs treating "one or more rare diseases or conditions" instead of "only one rare disease or condition."

The Global Health, Empowerment and Rights Act prevents the U.S. government from denying foreign aid to nongovernmental organizations based on the legal health services they provide using their own private funds. It ensures that these organizations are not penalized for offering counseling or referrals that comply with local laws. Additionally, the bill prohibits the imposition of restrictive advocacy and lobbying requirements on these groups that exceed those applied to U.S.-based organizations.
