The Air Traffic Control Workforce Development Act of 2025 aims to strengthen the air traffic control pipeline by improving the Collegiate Training Initiative (CTI) program and establishing new grants for participating colleges. The bill also funds new training equipment and creates financial incentives to both encourage trainees to complete their certification and retain experienced controllers. Finally, it mandates improvements to mental health support for controllers and requires a report on the future of airport radar safety systems.

The American Energy Act streamlines the process for handling drilling permit applications, requiring the Secretary to continue processing them even when litigation is pending, unless the underlying lease is vacated. It also establishes a four-year validity period for new drilling permits. Furthermore, the Act places significant limitations on the ability of courts to halt oil and gas lease sales or stop the awarding of leases once bidding has commenced.

The Lifting Overburdensome Commerce Obstructions and Motives (LOCOMOTIVES) Act clarifies and strengthens federal authority over emission standards for existing locomotives and engines. This legislation limits the ability of states to set their own pollution control standards for certain railroad equipment. Specifically, it expands federal preemption to cover more nonroad engines and locomotives engaged in commerce.

The Enhanced Iran Sanctions Act of 2025 aims to prevent Iran from obtaining nuclear weapons and countering its support for terrorism by imposing sanctions on those involved in Iran's energy sector and those who provide financial support for its destabilizing activities. It mandates sanctions on foreign entities involved in processing, exporting, or selling Iranian oil, gas, and petrochemicals, while also establishing an interagency working group to coordinate and enforce these sanctions. The Act also amends existing legislation to require the identification of individuals involved in sanctionable activities or sanctions evasion related to Iranian oil and gas sales.

The Landowner Easement Rights Act limits new federal conservation easements to a maximum term of 30 years. It grants landowners the option to renegotiate existing easements for a new 30-year term, receiving payment for the current fair market value minus the original payment, or to buy back the easement. The Act also establishes new notification requirements for the Secretary of the Interior regarding landowner rights for eligible easements.

The TAKE IT DOWN Act establishes federal criminal penalties for the intentional sharing of both real and digitally forged nonconsensual intimate images, with stricter penalties for images involving minors. It mandates that covered online platforms create a clear process for victims to request the removal of such content within 48 hours. Failure by platforms to reasonably comply with these removal requests will be treated as an unfair or deceptive practice enforced by the Federal Trade Commission (FTC).

The Freedom from Unfair Gun Taxes Act of 2025 prohibits state and local governments from imposing excise taxes on the sale of firearms, ammunition, or firearm parts. This restriction specifically targets taxes levied on sales that involve interstate or foreign commerce. The Act explicitly preserves existing federal laws, such as the Pittman-Robertson Wildlife Restoration Act.

The Constitutional Concealed Carry Reciprocity Act of 2025 establishes a national standard for carrying concealed handguns across state lines. This act allows individuals legally permitted to carry in their home state to carry concealed in any other state that allows its residents to carry concealed firearms. The law does not override private property restrictions or prohibitions on government property, but it provides protections and legal recourse for those traveling in compliance with the new federal standard.

This bill disapproves and nullifies the Environmental Protection Agency's rule regarding waste emissions charges for petroleum and natural gas systems. The rule outlined compliance procedures, netting, and exemptions, but will no longer be implemented.

The Major Richard Star Act ensures that military retirees with combat-related disabilities can receive both their military retirement pay and VA disability compensation concurrently without reduction. This law removes previous restrictions that caused military retirement pay to be offset by VA disability payments for these specific cases. The changes take effect on the first day of the month following the Act's enactment.

The SPEED for BEAD Act amends the Infrastructure Investment and Jobs Act to streamline broadband deployment grants. It renames the "Equity" program to "Expansion," allows funds for workforce development, and permits removal of high-cost locations from project areas. The act also prohibits certain conditions related to labor, climate change, and network management, and ensures consideration of all broadband technologies.

The Access to Credit for our Rural Economy Act of 2025 (ACRE Act) creates a new federal tax incentive for qualified lenders. This incentive excludes income earned from interest on loans secured by rural or agricultural real property from taxation. The goal is to encourage lending for agricultural, forestry, and certain rural home improvement purposes while prohibiting loans to foreign adversary entities.

The SECURE Notarization Act of 2025 authorizes and sets minimum standards for notary publics to perform electronic and remote notarizations for transactions affecting interstate commerce. It requires recognition of notarizations across state lines and in federal courts, while also allowing states to set their own standards and requirements under certain conditions. The Act does not mandate notaries to perform electronic or remote notarizations and includes provisions to protect against fraud and false advertising.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

The "No American Land for Communist China Act" prohibits the President from allowing individuals or entities associated with the Chinese government from purchasing real estate near covered federal lands. Covered lands include those managed by the Departments of Interior, Defense, Agriculture (Forest Service), and Energy, as well as Indian country. This restriction applies to entities with at least 25% equity interest held by Chinese government-affiliated individuals or businesses. The Act defines "United States" broadly to include states, territories, and other U.S. possessions.

The "Bureau of Land Management Mineral Spacing Act" amends the Mineral Leasing Act to streamline oil and gas activities on non-federal surface land where the U.S. owns less than 50% of subsurface mineral rights, by removing the need for a federal drilling permit if a state permit is submitted. This exemption aims to reduce federal oversight and expedite energy resource development, but does not apply to Indian lands or alter royalty obligations. The Secretary of the Interior retains authority for audits, inspections, and royalty collection.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

This bill amends the Social Security Act to equalize the negotiation period for drug price negotiations under the Drug Price Negotiation Program. It changes the negotiation period for small-molecule drugs from 7 years to 11 years, matching the period already in place for biologic drugs. This adjustment aims to create parity in negotiation timelines between different types of medications, effective as if included in the original legislation.

The "Eliminate Lavish Incentives To Electric Vehicles Act" repeals tax credits for new and used clean vehicles, as well as for qualified commercial clean vehicles. It also removes electric vehicle charging stations from eligibility for the alternative fuel vehicle refueling property credit. These changes would take effect 30 days after the enactment of the Act.
