The Space National Guard Establishment Act of 2025 formally creates the Space National Guard as a new state-level component of the organized militia, serving as the reserve component for the U.S. Space Force. This initial structure transfers existing Air National Guard space personnel and units in seven specified states into the new branch. The Act mandates that the Space National Guard utilize existing Air National Guard facilities and requires annual briefings to Congress on its implementation and operations for five years.

This bill, the Generating Retirement Ownership through Long-Term Holding Act, allows individual investors to defer paying taxes on capital gain dividends from mutual funds if those dividends are automatically reinvested into more fund shares. Taxes on these deferred gains are only due when the investor sells the shares or upon death. This provision aims to encourage long-term investment in mutual funds by providing immediate tax relief on reinvested earnings.

The "SHIELD Against CCP Act" establishes a working group within the Department of Homeland Security to counter threats posed by the Chinese Communist Party (CCP) related to terrorism, cybersecurity, border and port security, and transportation security. This group will examine and report on the Department's efforts, account for dedicated resources, identify policy gaps, and facilitate cooperation, while also sharing information with federal, state, and local partners. The Secretary of Homeland Security must submit annual reports to Congress for five years, assessing CCP threats and the activities of the working group. The working group will terminate seven years after its establishment.

This bill expresses the House of Representatives' support for maintaining the stepped-up basis under section 1014 of the Internal Revenue Code, which allows inherited assets to be adjusted to their current market value, protecting family-owned farms and small businesses from increased taxes. It opposes any changes to the tax code that would negatively impact the ability of these businesses to pass their operations on to the next generation. The bill recognizes the importance of generational transfers for the continuation of family farms, ranches, agribusinesses, and small businesses.

Tyler's Law mandates a comprehensive study by the Secretary of Health and Human Services on the frequency, cost, and impact of fentanyl testing in hospital emergency departments during overdose cases. Following the study, the Secretary must issue guidance on whether routine fentanyl testing should become standard practice for overdose patients. This guidance will also address staff training regarding existing drug test panels and the long-term health implications of such testing.

The Productive Public Lands Act mandates the Secretary of the Interior to promptly reissue nine specific Bureau of Land Management (BLM) land management plans finalized between late 2024 and early 2025. This reissuance requires the BLM to formally update its preferred alternative for each plan. Crucially, these reissued documents are automatically deemed compliant with major environmental review and administrative procedure laws, bypassing further environmental analysis.

The "Pay Our Troops Act of 2025" ensures that members of the Armed Forces, essential Department of Defense civilians, and contractors continue to receive pay and allowances during periods when regular funding is disrupted. This act provides necessary appropriations to cover these costs for fiscal year 2025. The Act's provisions will terminate upon the enactment of regular appropriations, a continuing resolution that provides funding for the same purpose, or on January 1, 2026.

The "Federal Firearms Licensee Protection Act of 2025" increases penalties for stealing firearms from licensed dealers. It sets stricter punishments, including up to 20 years in prison, for violating laws related to firearm theft. The act also mandates minimum prison sentences of 3 years for burglaries and 5 years for robberies targeting licensed firearm businesses.

The PLUS for Veterans Act of 2025 aims to protect veterans by clarifying who can assist with VA claims, reinstating penalties for charging unauthorized fees, and ensuring fair representation. It requires agents and attorneys to apply for recognition, limits fees for initial claims, and mandates transparency regarding free services available to veterans. The Act also overrides conflicting state laws to ensure consistent enforcement of these protections.

The DHS Intelligence and Analysis Oversight and Transparency Act mandates annual audits of the Department of Homeland Security's Office of Intelligence and Analysis's information systems and bulk data. It requires the Under Secretary for Intelligence and Analysis to conduct these audits and notify Congress when new bulk data sets are analyzed or used. The Act also requires a report to Congress after each audit and a review by the Comptroller General within four years.

This bill nullifies the Environmental Protection Agency's rule on greenhouse gas emissions from power plants. The rule targeted new, modified, and reconstructed fossil fuel-fired electric generating units. It also set emission guidelines and repealed the Affordable Clean Energy Rule.

The Cyber PIVOTT Act aims to bolster the cybersecurity workforce by expanding CISA's education and training programs to community colleges and technical schools, offering scholarships for students in cyber-related fields who commit to a service obligation in government. This act prioritizes skills-based training, internships, and industry-relevant certifications, while also establishing recruitment and resource platforms to connect graduates with federal job opportunities. The goal is to significantly increase the number of students enrolled in cybersecurity programs, addressing critical workforce gaps in the cyber sector. The Act also requires CISA to review its education and training programs and report to Congress.

This bill expresses support for the Iranian people's desire for a democratic, secular, and nonnuclear republic, while condemning the Iranian regime's human rights abuses, support for terrorism, and attempts to develop nuclear weapons. It affirms the right of the Iranian people to self-determination and supports continued sanctions against the current regime. The bill also calls for the protection of Iranian political refugees in Albania.

The "Protecting American Agriculture from Foreign Adversaries Act of 2025" adds the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agricultural matters. It mandates CFIUS review of agricultural land transactions, particularly those involving entities from China, North Korea, Russia, or Iran, to safeguard American agriculture. This ensures scrutiny of foreign investments in agricultural land and related industries, addressing potential threats to national security. The requirements for a specific country will end if that country is removed from the list of foreign adversaries in section 791.4 of title 15, Code of Federal Regulations.

The "No American Land for Communist China Act" prohibits the President from allowing individuals or entities associated with the Chinese government from purchasing real estate near covered federal lands. Covered lands include those managed by the Departments of Interior, Defense, Agriculture (Forest Service), and Energy, as well as Indian country. This restriction applies to entities with at least 25% equity interest held by Chinese government-affiliated individuals or businesses. The Act defines "United States" broadly to include states, territories, and other U.S. possessions.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The act defines "law enforcement officer" and "State" for the purposes of the new offenses.

The "DOC Access Act of 2025" aims to enhance health care coverage under vision and dental plans by ensuring fair payment practices, protecting doctors' choices in labs and suppliers, and respecting state laws. It allows optometrists and dentists to charge their standard rate for non-covered services if the plan's payment is unreasonable, while ensuring they can only charge the contracted rate for dental cleanings. The bill also gives doctors more control over agreement extensions with limited benefit plans and allows them to opt out of certain provisions. Ultimately, this act seeks to balance federal guidelines with state oversight in regulating health insurance issuers and dental or vision benefit plans.

This resolution clarifies that United Nations General Assembly Resolution 2758 only addressed seating arrangements and does not validate the People's Republic of China's "One China Principle" regarding Taiwan's status. It asserts that the U.S. "One China Policy" is distinct from Beijing's claims and does not endorse PRC sovereignty over Taiwan. The bill strongly opposes PRC efforts to use the resolution to exclude Taiwan from international organizations and supports Taiwan's meaningful participation globally.

This bill amends the Social Security Act to equalize the negotiation period for drug price negotiations under the Drug Price Negotiation Program. It changes the negotiation period for small-molecule drugs from 7 years to 11 years, matching the period already in place for biologic drugs. This adjustment aims to create parity in negotiation timelines between different types of medications, effective as if included in the original legislation.
