This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The Bureaucratic Labor Adjustment and Downsizing Effort Act eliminates nonessential civil service positions within the executive branch that are not exempt from furlough due to funding lapses. Any position designated as non-exempt from furlough will be abolished, and federal funds will no longer be used for the salary or expenses of these positions. Vacant positions are abolished immediately, while occupied positions are abolished as soon as they become vacant. The bill also prevents any positions from being newly designated as exempt from furlough.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. It sets penalties including imprisonment and fines, with increased penalties if death results or if kidnapping or attempted killing is involved. The "DOC Access Act of 2025" aims to enhance health care coverage under vision and dental plans by ensuring fair payment practices, protecting doctors' choices in labs and suppliers, and respecting state laws. It allows optometrists and dentists to charge their standard rate for non-covered services if the plan's payment is unreasonable, while ensuring they can only charge the contracted rate for dental cleanings. The bill also gives doctors more control over agreement extensions with limited benefit plans and allows them to opt out of certain provisions. Ultimately, this act seeks to balance federal guidelines with state oversight in regulating health insurance issuers and dental or vision benefit plans.

The Leveling the Playing Field 2.0 Act aims to strengthen U.S. trade laws by addressing unfair subsidies, currency undervaluation, duty evasion, and circumvention of trade remedies. The "Sporting Goods Excise Tax Modernization Act" modifies excise tax regulations by treating marketplace providers as the importer and seller for excise tax purposes on taxable sporting goods sold through their platform if the goods are shipped from outside the U.S. This applies when the marketplace provider lists the product, collects payments, and the manufacturer is not the marketplace provider. The regulations will be applied to sales in calendar quarters starting 60 days after the enactment of this Act.

The Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to ensure payment and performance security for construction projects receiving federal assistance. It allows the Secretary of Transportation or the Administrator to consider state or local laws mandating payment and performance security as fulfilling this requirement if they cover at least 50% of the construction contract. If state or local laws don't apply or meet the 50% threshold, adherence to federal bond requirements under 40 U.S.C. 3131(b)(1) and (2) is required.

The "Smithsonian American Women's History Museum Act" authorizes the creation of the Smithsonian American Women's History Museum on the National Mall. The Act defines "men with a family history of prostate cancer" as those with a first-degree relative with prostate cancer, associated cancers, or genetic alterations linked to increased risk. This provision is set to take effect for plan years starting on or after January 1, 2026.

The "Alternatives to PAIN Act" amends Medicare Part D to improve access to non-opioid pain management drugs by waiving deductibles and ensuring they are placed on the lowest cost-sharing tier starting in 2026. The Act also prohibits the use of step therapy and prior authorization requirements for these drugs, further easing access for patients. These changes aim to provide more accessible alternatives for pain management, reducing reliance on opioids.

The United States-Israel Defense Partnership Act of 2025 seeks to bolster the defense relationship between the United States and Israel through joint initiatives and increased cooperation. It establishes programs to counter unmanned systems, extend anti-tunnel and counter-UAS cooperation, and promote collaboration in emerging technologies like AI and cybersecurity. The U.S. Park Police Modernization Act amends the District of Columbia Police and Firemen’s Salary Act of 1958 to adjust the pay scales for United States Park Police officers. It revises the service step schedule for officers and members of the United States Park Police and modifies service step advancements. These changes will take effect on the first day of the first pay period after the enactment of this Act.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The "Extending Limits of U.S. Customs Waters Act" updates the definition of "customs waters" to align with international law, Presidential Proclamation 5928, and Presidential Proclamation 7219. The "Chief Herbert D. Proffitt Act of 2025" amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend death benefits to retired law enforcement officers who die or are disabled from targeted attacks due to their service. The bill applies retroactively to pending matters before the Bureau of Justice Assistance, or those filed/accruing after the enactment date, with exceptions for actions against retired law enforcement officers that occurred on or after August 28, 2012.

This bill transfers the functions, assets, and responsibilities for implementing the Food for Peace Act from the U.S. Agency for International Development (USAID) to the Department of Agriculture (USDA). The Secretary of Agriculture will now administer the program, though the Famine Early Warning Systems Network will remain under USDA control.
