The "Affordable PLUS Repayment Options for Parents Act of 2025" expands income-contingent and income-based repayment options to parents who have taken out PLUS loans for their children's education. It removes restrictions that previously made PLUS loan borrowers ineligible for income-based repayment plans. It protects the privacy of service members seeking such care and prohibits any adverse actions against them for utilizing these provisions. The bill aims to address barriers to reproductive healthcare created by state abortion restrictions and logistical challenges faced by military personnel.

The Security Clearance Review Act mandates that the FBI Director, rather than other entities, is responsible for granting security clearances and access to classified information for political appointees and special government employees within the Executive Office of the President. The Act requires the FBI Director to notify the President and Congress when a security clearance is denied, suspended, or revoked. If the President overrides the FBI Director's decision, they must provide an explanation to relevant Congressional committees. This ensures accountability and transparency in security clearance determinations within the Executive Office.

The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The CROWN Act of 2025 prohibits discrimination based on hair texture and hairstyle if that style is commonly associated with a particular race or national origin. This protection extends to federally funded programs, housing, public accommodations, and employment. The act aims to ensure equal opportunity and prevent discrimination based on hair, addressing historical biases and stereotypes. It clarifies that existing civil rights laws should be interpreted to include protection against hair-based discrimination.

The RAISE Act of 2025 introduces a refundable tax credit for eligible teachers, offering $1,000 plus additional amounts for teachers in qualifying schools with high student poverty levels. It also increases the tax deduction for educators' expenses to $500 and expands eligibility to include early childhood educators. It mandates executive branch agencies to report to Congress every three months on all veteran employees who were fired or dismissed and the reasons for their termination, effective until January 20, 2029. The Act relies on existing U.S. Code definitions for key terms like "veteran" and "civil service."

The Disaster Management Costs Modernization Act allows excess funds from disaster relief grants to be used for building capacity, management costs, preparedness measures, and mitigation activities related to major disasters or emergencies. These excess funds will remain available for 5 years and the Comptroller General must submit a report to Congress assessing the appropriateness of the amount set aside for management costs. These changes apply to grant awards related to major disasters or emergencies declared on or after the enactment date of this Act, and funded with amounts appropriated on or after the enactment date. No additional funds are authorized to be appropriated to carry out these changes.

Recognizes January 2025 as "National Mentoring Month" to highlight the importance of mentoring in improving outcomes for young people. Mentoring programs support academic achievement, social skills, and career exploration, especially for underserved youth. The resolution encourages the expansion of mentoring opportunities through collaboration between various sectors. Ultimately, this helps connect more young people with adult mentors to guide them toward success.

The Leveling the Playing Field 2.0 Act aims to strengthen U.S. trade laws by addressing unfair subsidies, currency undervaluation, duty evasion, and circumvention of trade remedies. It refines the process for handling successive trade investigations, ensuring that the International Trade Commission considers prior findings and assesses cumulative effects on domestic industries. The act also empowers authorities to counteract cost distortions in foreign countries and prevent importers from avoiding duties. Additionally, it includes provisions related to trade with Canada and Mexico and sets effective dates for new regulations.

This bill reaffirms the United States' unwavering support for Ukraine's sovereignty, independence, and territorial integrity amidst Russia's ongoing invasion. It condemns Russia's war crimes and demands the withdrawal of Russian forces from Ukrainian territory, including Crimea and the Donbas. This bill expresses support for designating February 16, 2025, as "International Black Aviation Professionals Day," recognizing the historical and ongoing contributions of Black Americans to aviation and space exploration. It encourages the celebration of these professionals and supports educational initiatives to promote diversity and inclusion in the aviation industry. The bill also requests the President to issue a proclamation to recognize the stories and contributions of Black American aviation professionals.

The Black History Matters Act directs the Director of the National Museum of African American History and Culture to study Black history education in public schools. The study will identify which states require Black history education, assess the quality of education, instructional materials, and analyze how schools assess students' knowledge. A report will then be submitted to Congress detailing the findings of the study.

The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The Office will also assist communities affected by gun violence with crisis response activities, such as providing access to mental health services and suicide prevention resources. Finally, the act authorizes the appropriation of necessary funds to carry out the provisions of the bill.

The "Ending DOGE Conflicts Act" mandates that special government employees with financial ties to companies contracting with the federal government must adhere to strict financial disclosure requirements. It requires the Director of the Office of Government Ethics to certify these employees' financial reports and prohibits them from performing official duties until compliance is confirmed.

The "Expanding Child Care Access Act of 2025" introduces a tax credit, up to $5,000, for qualified child care startup expenses incurred by licensed family child care providers. This credit aims to support individuals starting or expanding licensed child care services within their primary residence, covering expenses such as licensing fees, supplies, insurance, and necessary equipment or renovations. The credit is available for a limited time and cannot be claimed for expenses already covered by other deductions or credits.

This bill amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to expand scholarship opportunities at 1890 institutions to both bachelor's and graduate students. It provides mandatory funding of $15 million per fiscal year, starting in 2025, through the Commodity Credit Corporation, and makes discretionary funding available from fiscal year 2020 onward. The scholarships will be available each academic year that funding is available.
