Ethan's Law aims to reduce gun violence by promoting responsible firearm storage. It establishes new requirements for securing firearms in homes to prevent access by minors and individuals prohibited from possessing them, with penalties for improper storage. The law also creates a grant program to support states and Indian Tribes in implementing similar safe storage laws and expresses that failure to safely store firearms constitutes negligence. Finally, the law states that if any part of the law is found to be invalid, the remaining parts will still be considered valid and remain in effect.

The "Access Technology Affordability Act of 2025" introduces a tax credit for blind individuals who purchase qualified access technology, such as hardware or software that converts visual information into accessible formats. The credit is capped at $2,000 per blind individual over any three consecutive tax years and will be adjusted for inflation after 2026. This credit is effective for tax years starting after December 31, 2025, and expires after December 31, 2030. It ensures that individuals cannot claim double benefits for the same expenses.

The "Rare Earth Magnet Security Act of 2025" introduces a tax credit for the production of rare earth magnets, incentivizing domestic manufacturing. The credit offers \$20 per kilogram for magnets made in the U.S. and \$30 per kilogram if 90% of the magnet's materials are U.S.-sourced. The credit phases out after 2034 and includes restrictions on sourcing materials from non-allied foreign nations, with some temporary exceptions. The act also allows manufacturers to elect to receive direct payments from the government in lieu of the tax credit.

The "Accelerating Kids Access to Care Act of 2025" streamlines the enrollment process for out-of-state healthcare providers in Medicaid and CHIP, ensuring children under 21 have access to care from eligible providers across state lines. By reducing administrative burdens and unnecessary screening requirements, the Act aims to improve healthcare access for children while maintaining necessary safeguards against fraud and abuse. Participating providers will be enrolled for a 5-year period, and the changes will take effect three years after the Act's enactment.

The "Kids Access to Primary Care Act of 2025" aims to improve children's healthcare access by increasing Medicaid payments for primary care services to match Medicare rates, expanding the types of providers eligible for these payments, and mandating compliance from Medicaid managed care plans. It also requires a study on the impact of these changes on enrollment and provider payment rates. The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The "Give Kids a Chance Act of 2025" aims to improve pediatric drug development and access by requiring more research into pediatric cancer drugs, ensuring completion of pediatric studies, and extending priority review vouchers for rare pediatric disease treatments. The act also addresses organ transplantation network improvements, limitations on orphan drug exclusivity, and establishes an FDA office to coordinate with Abraham Accords countries on regulatory standards. The Fair Play for Women Act aims to bolster Title IX enforcement in athletics by increasing transparency, enhancing training, and establishing clear accountability measures for educational institutions. It mandates detailed reporting on athletic opportunities, participation, and funding, broken down by sex and race, for both colleges and K-12 schools. The Act also requires annual Title IX training for athletic staff and athletes, and establishes a public database of Title IX coordinators. Finally, the Department of Education is empowered to impose civil penalties on institutions found to be non-compliant with Title IX.

The "PREEMIE Reauthorization Act of 2025" extends funding for research on preterm births and infant care through 2029. It directs the Department of Health and Human Services to establish an interagency working group to address premature birth issues and mandates a comprehensive study by the National Academies of Sciences, Engineering, and Medicine on preterm births, including cost analysis, risk factor identification, and best practices for prevention and treatment. A report on the study's findings must be submitted to Congress and the Secretary of Health and Human Services within 24 months.

These policies aim to protect scientists from political interference, ensure the open communication of scientific findings, and establish clear processes for reporting and addressing scientific misconduct. The Act requires agencies to appoint Scientific Integrity Officers, provide regular training, and report on misconduct complaints, with oversight from the Office of Science and Technology Policy and Congress. It also protects the rights of federal employees and contractors to share their findings and prevents the suppression or distortion of scientific data.

The CLEAR Act amends the Freedom of Information Act (FOIA) to include entities established under Section 3161, ensuring their records are accessible to the public. This change applies to all FOIA requests made after the Act's enactment, regardless of when the records were created.
