The Forest Service Accountability Act mandates that the President, with Senate approval, appoint the Chief of the Forest Service, choosing someone with expertise in forest and natural resources management. The Senate Committees on Agriculture, Nutrition, and Forestry, and Energy and Natural Resources will jointly review the nomination. Within 30 days of the Act's enactment, the President must submit a nomination for the Chief of the Forest Service to the Senate.

The SAFE Act of 2025 amends existing legislation to explicitly prohibit the slaughter of horses for human consumption, reinforcing protections for these animals. This bill seeks to prevent the inhumane treatment of American equines by closing loopholes that allow their slaughter and export for human consumption.

The "Protect and Serve Act of 2025" creates federal offenses for intentionally causing serious injury or death to law enforcement officers because of their status as officers. Federal prosecution requires certification from the Attorney General, based on a request from the state or if it is in the public interest to ensure substantial justice. The Cardiac Arrest Survival Act of 2025 aims to establish a national standard of legal protection from civil liability for individuals using automated external defibrillators (AEDs) in emergencies, as well as for AED owners and property managers where AEDs are used. This bill amends the Public Health Service Act to encourage broader AED deployment by providing Good Samaritan protections for those who use or attempt to use an AED, premises owner/lessee/manager protections, and device owner-acquirer protections, with certain exceptions for misconduct or failure to maintain the device. The Act seeks to preempt inconsistent state laws and clarify that it does not mandate AED placement or create new causes of action. By creating consistent, nationwide legal protection, this bill intends to save lives from cardiac arrest.

The "Rare Earth Magnet Security Act of 2025" introduces a tax credit for the production of rare earth magnets, incentivizing domestic manufacturing. The credit offers \$20 per kilogram for magnets made in the U.S. and \$30 per kilogram if 90% of the magnet's materials are U.S.-sourced. The credit phases out after 2034 and includes restrictions on sourcing materials from non-allied foreign nations, with some temporary exceptions. The act also allows manufacturers to elect to receive direct payments from the government in lieu of the tax credit.

The LIVE Beneficiaries Act aims to prevent improper payments in state medical assistance programs by requiring states to cross-reference their enrollee lists against the Social Security Death Master File quarterly, starting in 2027. States must disenroll deceased individuals and stop payments, but also reinstate coverage retroactively for anyone incorrectly disenrolled. States can use other data sources to identify deceased beneficiaries, but must still comply with the Death Master File requirements.

The "More Homes on the Market Act" increases the tax exclusion for profit from the sale of a primary residence, raising it to $500,000 for single filers and $1,000,000 for married couples filing jointly. These amounts will be adjusted for inflation starting in 2025. This change encourages homeowners to sell their properties, thereby increasing the availability of homes on the market.

The Supporting the Local Radio Freedom Act prevents Congress from imposing new performance fees on local radio stations for playing music. It emphasizes the mutually beneficial relationship between broadcasters and the recording industry, where radio provides free publicity that boosts music sales and supports artists. The act recognizes local radio's crucial role in communities by providing news, weather updates, and public service announcements. Ultimately, this bill aims to protect local radio stations and businesses from economic harm, ensuring they can continue serving their communities without additional financial burdens.

The "Death Tax Repeal Act" eliminates both estate and generation-skipping transfer taxes, effective from the date of enactment. It adjusts gift tax calculations by setting the lifetime gift exemption at $10,000,000, with inflation adjustments after 2011. The Act also includes transitional rules for applying certain sections of the Internal Revenue Code during the enactment year.

The "Combating Illicit Xylazine Act" aims to combat the illegal use of xylazine by adding it to Schedule III of the Controlled Substances Act, which would allow for increased regulation and tracking of the substance. The bill includes exemptions and delayed effective dates for certain requirements to ease the transition for legitimate users, such as veterinarians and animal handlers. It also directs the Sentencing Commission to review sentencing guidelines for xylazine-related offenses and mandates reports to Congress on the prevalence and impact of illicit xylazine use. Finally, it will include xylazine in Arcos tracking.

The "Chief Herbert D. Proffitt Act of 2025" amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend death benefits to retired law enforcement officers who die or are disabled from targeted attacks due to their service. The bill applies retroactively to pending matters before the Bureau of Justice Assistance, or those filed/accruing after the enactment date, with exceptions for actions against retired law enforcement officers that occurred on or after August 28, 2012.

The "Water Systems PFAS Liability Protection Act" shields water and wastewater treatment facilities from CERCLA liability for PFAS releases if they comply with applicable laws and handle PFAS during or after water treatment. This protection covers specific non-polymeric PFAS and applies to public water systems, treatment works, and related entities. The exemption does not apply in cases of gross negligence or willful misconduct.

The "National Right-to-Work Act" amends both the National Labor Relations Act and the Railway Labor Act to protect an employee's right to choose whether or not to join or support a labor union. It eliminates the possibility of mandatory union membership or dues payments as a condition of employment, ensuring that employees cannot be forced to join or support a union against their will.

The "No Social Security for Illegal Aliens Act of 2025" amends the Social Security Act to exclude wages and self-employment income earned by unauthorized aliens in the U.S. from being used to calculate Social Security benefits. This change applies to income earned both before, on, and after the law's enactment, with benefit adjustments taking effect after enactment. The Social Security Administration will recalculate insurance amounts to reflect these changes.

The "Freedom to Invest in Tomorrow's Workforce Act" amends Section 529 savings accounts to include expenses related to postsecondary credentialing programs. This allows 529 funds to cover costs like tuition, fees, books, supplies, and testing fees for recognized programs and credentials, as defined by the bill. These changes would apply to distributions made after the bill is enacted.

The CONSTRUCTS Act of 2025 aims to expand training and education opportunities for careers in residential construction by awarding competitive grants to junior and community colleges, as well as area career and technical education schools. These grants will support the creation or expansion of training programs, with a focus on serving rural areas and underserved populations, and will encourage partnerships with local construction businesses. The goal is to address workforce shortages in the residential construction industry and increase the availability of affordable housing. The Act allocates $20 million per fiscal year from 2026 to 2030 for these initiatives.

The "Marc Fischer Memorial Act" aims to combat the flow of synthetic drugs, particularly fentanyl, into Federal prisons through the mail. It mandates the Director of the Bureau of Prisons to develop and implement a strategy to equip all Federal correctional facilities with the technology and processes needed to scan mail, protect staff and inmates, and ensure timely delivery of mail copies while maintaining legal mail privileges. The strategy includes assessing current practices, identifying necessary resources, and providing a budgetary proposal for implementation, with ongoing reporting to Congress on its effectiveness.

The "Safe Passage on Interstates Act of 2025" aims to prevent the obstruction of interstate highways. It establishes penalties, including fines and imprisonment, for individuals who knowingly disrupt traffic flow or endanger vehicles on these highways. Increased penalties are applied if emergency vehicles are obstructed or if a death occurs as a result of the obstruction.

This bill condemns the Government of Azerbaijan's treatment of Dr. Gubad Ibadoghlu, citing wrongful detention, human rights violations, and suppression of academic freedom. It demands his immediate release and urges the Secretary of State to prioritize his case in discussions with Azerbaijan.
