The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The RAISE Act of 2025 introduces a refundable tax credit for eligible teachers, offering $1,000 plus additional amounts for teachers in qualifying schools with high student poverty levels. It also increases the tax deduction for educators' expenses to $500 and expands eligibility to include early childhood educators. Additionally, the Act amends the Elementary and Secondary Education Act to provide mandatory funding to support local educational agencies that maintain or increase teacher salaries, with a portion reserved for teacher salary incentive grants. These grants can be used for various programs aimed at strengthening the teaching profession and improving educator skills.

The Compassion for Vulnerable and Struggling Workers Act allows civil service employees involuntarily terminated between January 20, 2025, and January 1, 2026, to enroll in a health benefits plan if they meet certain conditions. These conditions include being removed without cause, having a fully successful performance review, being pregnant at the time of removal, or being diagnosed with cancer in the 5 years before removal. Federal funds saved by the United States DOGE Service will cover the government and individual contributions for these health benefits.

The CROWN Act of 2025 prohibits discrimination based on hair texture and hairstyle if that style is commonly associated with a particular race or national origin. This protection extends to federally funded programs, housing, public accommodations, and employment. The act aims to ensure equal opportunity and prevent discrimination based on hair, addressing historical biases and stereotypes. The Taxpayer Funds Oversight and Accountability Act enhances financial management and transparency in federal agencies by updating the duties of Chief Financial Officers (CFOs) to include stronger oversight of financial reporting and internal controls. It replaces the government-wide 5-year financial management plan with a 4-year plan, requiring detailed strategies for improving financial management systems and workforce development. The Act also mandates annual financial management status reports to Congress and the Comptroller General, along with rigorous audits of internal controls to ensure effective financial management across the government.

Ethan's Law establishes federal requirements for the secure storage of firearms to prevent unauthorized access by minors and prohibited persons, making improper storage a civil violation with escalating penalties if injury or death results. The bill also creates a federal grant program to incentivize states and Tribes to adopt matching safe storage laws. Furthermore, Congress declares that failing to comply with these storage requirements constitutes negligence and may be considered the direct cause of resulting firearm injuries.

The Empowering and Enforcing Environmental Justice Act of 2025 aims to protect vulnerable communities by creating an Office of Environmental Justice within the Department of Justice, defining key environmental justice terms, and establishing a grant program to aid state, local, and tribal governments in enforcing environmental laws. The Office of Environmental Justice will be responsible for developing environmental justice strategies, coordinating related matters, and promoting public participation. A Senior Advisory Council will also be created to advise on environmental justice matters and recommend policies. The grant program will provide funding for training, staffing, and community engagement to help address disproportionate environmental and health impacts on low-income, Tribal, and Indigenous communities.

The Leveling the Playing Field 2.0 Act aims to strengthen U.S. trade laws by addressing unfair subsidies, currency undervaluation, duty evasion, and circumvention of trade remedies. It refines the process for handling successive trade investigations, ensuring that the International Trade Commission considers prior findings and assesses cumulative effects on domestic industries. The act also empowers authorities to counteract cost distortions in foreign countries and prevent importers from avoiding duties. Additionally, it includes provisions related to trade with Canada and Mexico and sets effective dates for new regulations.

The Gun Trafficker Detection Act requires non-licensed firearm owners to report lost or stolen firearms to the Attorney General and local law enforcement within 48 hours, and it mandates the Attorney General to establish a web-based portal for such reporting. States must allocate a portion of their grant funding to manage data on lost or stolen firearms. The act also establishes penalties for failing to report or for falsely reporting the loss or theft of a firearm, and it updates the national criminal background check system accordingly.

This bill expresses support for designating February 16, 2025, as "International Black Aviation Professionals Day," recognizing the historical and ongoing contributions of Black Americans to aviation and space exploration. The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director appointed by the Attorney General, to coordinate gun violence prevention efforts, evaluate related laws and programs, and recommend evidence-based policies to Congress and the President. The Director will also convene an advisory council comprising various officials and at least 12 additional individuals representing gun violence survivors, community violence intervention service providers, and other relevant groups. The Office will also assist communities affected by gun violence with crisis response activities, such as providing access to mental health services and suicide prevention resources. Finally, the act authorizes the appropriation of necessary funds to carry out the provisions of the bill.

The Black History Matters Act directs the Director of the National Museum of African American History and Culture to study Black history education in public schools. The study will identify which states require Black history education, assess the quality of education, instructional materials, and analyze how schools assess students' knowledge. A report will then be submitted to Congress detailing the findings of the study.

The Supporting the Local Radio Freedom Act prevents Congress from imposing new performance fees on local radio stations for playing music. It emphasizes the mutually beneficial relationship between broadcasters and the recording industry, where radio provides free publicity that boosts music sales and supports artists. The act recognizes local radio's crucial role in communities by providing news, weather updates, and public service announcements. Ultimately, this bill aims to protect local radio stations and businesses from economic harm, ensuring they can continue serving their communities without additional financial burdens.

The "Ending DOGE Conflicts Act" mandates that special government employees with financial ties to companies contracting with the federal government must adhere to strict financial disclosure requirements. It requires the Director of the Office of Government Ethics to certify these employees' financial reports and prohibits them from performing official duties until compliance is confirmed.

This bill amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to expand scholarship opportunities at 1890 institutions to both bachelor's and graduate students. It provides mandatory funding of $15 million per fiscal year, starting in 2025, through the Commodity Credit Corporation, and makes discretionary funding available from fiscal year 2020 onward. The scholarships will be available each academic year that funding is available.
