This bill disapproves of the Insurance Regulation Amendment Act of 2024 passed by the District of Columbia Council. Congress is reviewing the act under the District of Columbia Home Rule Act.

This bill establishes a House Select Committee to investigate and propose policies to combat Mexican drug cartels and their international networks. This act mandates that these operations comply with security screening standards outlined in federal regulations and requires the TSA Administrator to revise rules and policies to ensure compliance.

This bill recognizes and celebrates the 250th anniversary of the U.S. Marine Corps on November 10, 2025. It acknowledges the Marine Corps' distinguished history, readiness, and role as a premier fighting force. The bill also encourages Americans to celebrate the anniversary through various activities and community engagement.

The "SCREENS for Cancer Act of 2025" reauthorizes and amends the National Breast and Cervical Cancer Early Detection Program (NBCCEDP) to broaden its services, enhance support activities, and reduce disparities in cancer rates. It emphasizes prevention, detection, and control of breast and cervical cancer, ensuring alignment with evidence-based recommendations. The Act authorizes $235 million annually from 2026 through 2030 and requires a GAO study to assess the program's reach and identify barriers to access. Reporting frequency is adjusted to every 5 years and includes data on the preceding years.

The "Constitutional Concealed Carry Reciprocity Act" enables individuals with valid concealed carry permits or the legal right to carry concealed firearms in their home state to do so across state lines, provided they are not federally prohibited from possessing firearms and carry a valid photo ID. This law respects private and state/local government restrictions on firearms, protects individuals from unwarranted arrest, and allows legal action for violations of these rights. It also permits concealed carry in National Parks and other federal lands open to the public and clarifies that handguns include magazines and ammunition.

The Firearm Due Process Protection Act aims to protect individuals' Second Amendment rights by ensuring due process in firearm-related matters. It allows individuals affected by Brady Handgun Violence Prevention Act violations to take legal action, shifting the burden of proof to the government to justify denying firearm ownership. Additionally, it mandates the FBI to provide annual reports to Congress on the challenges to the accuracy of NICS records. The Act reinforces the importance of due process in protecting the right to bear arms.

The "Let Pregnancy Centers Serve Act of 2025" prohibits federal, state, and local governments receiving federal funds from discriminating against entities that offer support to women facing unexpected pregnancies or provide alternatives to abortion. It allows legal action against those who violate conscience rights related to abortion alternatives and ensures that if one part of the act is deemed unconstitutional, the rest remains valid. This bill aims to protect organizations that do not participate in abortions and provide resources related to pregnancy, childbirth, and parenting.

The Air America Act of 2025 authorizes the Director of the CIA to award payments to former employees of Air America and affiliated companies who supported the U.S. government between 1950 and 1976, or to their survivors. Eligible individuals or their survivors could receive up to $40,000 for five years of qualifying service, with additional amounts for longer service, with a cap on total awards at $60 million. The Act establishes application procedures, limitations on attorney fees, and prohibits judicial review of the Director's decisions, while also requiring regular reports to Congress on the status of the award payments. This act does not qualify anyone for federal benefits like retirement, disability, or death benefits.

The "End Taxpayer Funding of Gender Experimentation Act of 2025" prohibits the use of federal funds for gender transition procedures and health plans that cover them, extending this prohibition to premium tax credits and cost-sharing reductions under the Affordable Care Act (ACA). It defines key terms like "gender transition procedure" and clarifies exceptions, such as treatments for medically verifiable disorders of sex development. The bill allows individuals and employers to purchase separate coverage for gender transition procedures using non-federal funds, ensuring no federal subsidies are applied to such coverage. These changes would apply to taxable years ending one year after the law's enactment, but only for plan years starting after that date.

This resolution expresses support for designating March 18, 2025, as "National Agriculture Day." It recognizes and celebrates the significant impact of agriculture as a leading industry in the United States.

The Military Spouse Hiring Act amends the Internal Revenue Code to include qualified military spouses as eligible for the Work Opportunity Credit, incentivizing employers to hire them. A qualified military spouse is defined as someone certified by a local agency as married to a member of the U.S. Armed Forces. This change applies to amounts paid and individuals starting work after the Act's enactment.

The "Tanning Tax Repeal Act of 2025" eliminates the federal excise tax on indoor tanning services. This bill removes Chapter 49 from the Internal Revenue Code, effectively repealing the tax. The repeal is applicable for services provided after the bill's enactment.

The "Access to Credit for our Rural Economy Act of 2025" (ACRE Act) aims to bolster rural economies by excluding interest earned on qualified real estate loans by qualified lenders from gross income. These loans must be secured by rural or agricultural real estate, forestland, or related leaseholds, and cannot be made to foreign adversary entities. For single-family residences, the loan must be used for purchase or improvement, with a principal not exceeding $750,000. The Treasury Secretary is required to report to Congress on the impact of this act.

This bill directs the Comptroller General to review and report on the funding shortfalls in the Veterans Benefits Administration for fiscal year 2024 and the expected funding shortfall in the Veterans Health Administration for fiscal year 2025. It requires a comparison of spending versus the VA's plan, reasons for diversions, and accuracy of projections. The Comptroller General must submit a report to the Secretary of Veterans Affairs, who then submits it to the appropriate congressional committees.

The Aviation Workforce Development Act amends the Internal Revenue Code to allow expenses for aviation maintenance and commercial pilot courses to be considered qualified higher education expenses for qualified tuition programs. This change applies to distributions made after the enactment of this law, aiming to support workforce development in the aviation sector.

The Veterans Readiness and Employment Transparency Act of 2025 aims to improve outreach by the Department of Veterans Affairs (VA) for training and rehabilitation programs for veterans with service-connected disabilities by establishing a dedicated phone number and contact information on regional office websites. It also mandates monthly Q&A sessions between VA employees and school certifying officials, as well as in-person briefings at educational institutions. The Act requires the Secretary to submit an annual report on vocational rehabilitation program extensions and approve or reject extension requests within 30 days.

The "Federal Firearms Licensee Protection Act of 2025" increases penalties for stealing firearms from licensed dealers. It sets stricter punishments, including up to 20 years in prison, for violating laws related to firearm theft. The act also mandates minimum prison sentences of 3 years for burglaries and 5 years for robberies targeting licensed firearm businesses.

The Strategic Ports Reporting Act requires the Secretary of State and Secretary of Defense to map and assess strategic ports, especially regarding Chinese control or investment. It mandates a report to Congress detailing the importance of these ports, potential threats, and strategies to ensure U.S. access and security, including alternatives to Chinese involvement. The Act aims to safeguard U.S. national security and economic interests related to critical maritime infrastructure.

The "Farm to Fly Act of 2025" aims to boost the production and use of sustainable aviation fuels by including them in Department of Agriculture bio-energy programs. It amends existing definitions to recognize sustainable aviation fuel and directs the Secretary of Agriculture to promote its development through collaborative initiatives and manufacturing assistance. This act supports U.S. agriculture, enhances energy security, and promotes clean energy in the aviation sector by utilizing sustainable biomass resources.
