The "Protecting Access for Hunters and Anglers Act of 2025" prevents the Department of Interior and Department of Agriculture from banning or regulating lead ammunition and fishing tackle on federal lands and waters open to hunting and fishing. An exception is allowed in specific areas where lead is scientifically proven to be the primary cause of wildlife population decline, but any restrictions must align with state laws or have the approval of the state's fish and wildlife department. The reasoning for any such prohibition or regulation must be published in the Federal Register.

The "Veterans 2nd Amendment Protection Act of 2025" prevents the Department of Veterans Affairs from sharing veterans' personal information with the national instant criminal background check system (NICS) based solely on the appointment of a fiduciary to manage their benefits. Information can only be shared if a judicial authority determines the veteran poses a danger to themselves or others.

The Fairness in Fentanyl Sentencing Act of 2025 aims to revise sentencing guidelines for fentanyl-related offenses by reducing the quantity thresholds that trigger mandatory minimum sentences for flunitrazepam and its analogues. It directs the Sentencing Commission to update its guidelines to align with these changes. Additionally, it mandates increased resources for the USPS, including chemical screening devices and personnel, to enhance the detection and interdiction of illegally imported fentanyl and other synthetic opioids.

This resolution supports the goals and ideals of "Career and Technical Education Month" by recognizing the importance of career and technical education (CTE) in preparing students for the workforce. It acknowledges the significant number of students enrolled in CTE programs and the positive impact of CTE on academic achievement and employability. The resolution expresses the Senate's support for designating February 2025 as Career and Technical Education Month.

The New Markets Tax Credit Extension Act of 2025 permanently extends the New Markets Tax Credit, originally set to expire after 2025, to encourage investment in low-income communities. The bill also adjusts the credit amount for inflation after 2025 and provides alternative minimum tax relief for credits on qualified equity investments made after December 31, 2024. These changes aim to incentivize ongoing investment in economically distressed areas.

The "Alternatives to PAIN Act" aims to improve access to non-opioid pain management for Medicare Part D beneficiaries starting in 2026. It eliminates the standard deductible and places qualifying non-opioid pain management drugs on the lowest cost-sharing tier. The bill also prohibits the use of step therapy and prior authorization requirements for these drugs, ensuring quicker access to alternative pain relief options.

The PLCAA Federal Jurisdiction Act allows firearm manufacturers, sellers, or trade associations to move civil lawsuits from state to federal court if they believe the case qualifies as a "qualified civil liability action." The federal court then determines if the case meets this definition and has the power to dismiss it.

The "Regulations from the Executive in Need of Scrutiny Act of 2025" aims to increase transparency and accountability in federal agency rulemaking by requiring congressional approval for major rules with significant economic impact (over $100 million). It establishes procedures for congressional review and approval or disapproval of both major and non-major rules, mandates the publication of guidance documents, and sets expiration dates for major rules. The Act also requires agencies to conduct retrospective reviews of existing rules and includes a regulatory budget to control the costs of regulations. Additionally, the Government Accountability Office must study the number and economic impact of existing rules.

The BOWSER Act repeals the District of Columbia Home Rule Act, which currently grants a limited form of self-government to the District of Columbia. This repeal would take effect one year after the BOWSER Act is enacted. Effectively, this would end the current system of local governance in DC.

The "Ensuring Accountability and Dignity in Government Contracting Act of 2025" aims to strengthen protections against trafficking in government contracting by requiring more robust compliance and reporting measures. It mandates prompt reporting of trafficking-related activities, Inspector General investigations, and potential payment suspensions until corrective actions are taken. Additionally, the Act directs the Office of Management and Budget to assess the feasibility of enhancing contractor anti-trafficking plan compliance and streamlining related agency reporting.

The "Promoting Resilient Supply Chains Act of 2025" aims to bolster the stability and resilience of critical U.S. supply chains by expanding the responsibilities of the Assistant Secretary of Commerce for Industry and Analysis, establishing a working group to assess and address supply chain vulnerabilities, and developing a national strategy for supply chain resilience. The Act directs the Secretary of Commerce to produce a report assessing the Department of Commerce's capabilities related to critical supply chain resilience and manufacturing innovation. It prioritizes domestic manufacturing and collaboration with allied nations while reducing reliance on countries that pose national security risks. The Act is set to terminate 10 years after enactment and does not allocate additional funds for implementation.

The TORNADO Act aims to improve the forecasting, communication, and understanding of hazardous weather events, particularly tornadoes. It directs NOAA to enhance risk communication strategies, update forecasting technology, and assess the current tornado rating system. The Act also establishes a research program, VORTEX-USA, to improve tornado forecasting and communication, and mandates post-storm surveys to better understand the impact of severe weather events. Additionally, the Act requires a report examining the National Weather Service's technology for delivering timely hazardous weather and water alerts.

The "She Develops Regulations In Vehicle Equality and Safety Act" or "She DRIVES Act" mandates the Secretary of Transportation to update Federal Motor Vehicle Safety Standards to include both 50th percentile adult male and 5th percentile adult female testing devices for front and side impacts, ensuring crash tests account for female occupants. The Act sets specific timelines for issuing proposed and final rules regarding these updates and requires the establishment or update of injury criteria based on real-world injuries. Additionally, the Act directs the Secretary to provide reports to Congress on incorporating researched testing devices and updating U.S. testing devices based on advanced devices used in other countries.

The "AM Radio for Every Vehicle Act of 2025" requires that all new vehicles manufactured or sold in the United States include AM radio receivers as standard equipment, ensuring continued access to AM radio for drivers. The Act directs the Comptroller General to study the role of vehicles and AM radio in emergency alert dissemination and requires the Secretary of Transportation to regularly review the rule's impact. Penalties will be enforced for violations, and states are prohibited from enacting their own laws regarding AM radio access in vehicles.

The "Strengthening Support for American Manufacturing Act" directs the Secretary of Commerce to conduct a comprehensive study, in consultation with the National Academy of Public Administration, of the Department of Commerce's offices and bureaus involved in critical supply chain resilience, manufacturing, and industrial innovation. The study will assess their effectiveness, identify overlaps or gaps, and recommend improvements to boost their impact. Following the study, the Secretary will submit a report to Congress with recommendations for legislative actions and the Secretary's response to the report's findings.

The "Stop GREED Act of 2025" limits the Department of Veteran Affairs' ability to provide critical skill incentives to Senior Executive Service employees, especially those at the VA Central Office. It mandates individual approvals for incentives to senior executives not based at the Central Office and requires an annual report to Congress on these incentives. The goal of the act is to limit incentives for senior level employees.

The Fair Access to Banking Act aims to ensure equal access to financial services by preventing banks and credit unions from denying services to individuals or entities engaged in lawful activities based on subjective or politically motivated reasons. It sets requirements for banks with over $10 billion in assets, prohibiting them from denying services based on reputational risk and requiring them to justify denials with documented, risk-based standards. The act also allows individuals to sue financial institutions that violate these requirements, with the potential for treble damages and attorney fees awarded to successful plaintiffs. Furthermore, it restricts access to Federal Reserve lending programs and the Automated Clearing House Network for institutions that fail to comply with the Act.

The "Supporting Victims of Human Trafficking Act" amends the Trafficking Victims Protection Act of 2000 to increase the allowable grant funding for administrative costs, technical assistance, and training activities. It raises the cap for administrative costs from 3% to 7% and for technical assistance and training from 5% to 10%, to strengthen program administration and budgeting. Additionally, it increases the amount of grant funding that can be used for direct victim services from 75% to 95%.
