This bill designates May as "Fallen Heroes Memorial Month" to honor the over 1.3 million members of the Armed Forces who have died for liberty. It calls on the House of Representatives to honor fallen veterans, support their families, and encourage remembrance of their contributions. The bill also requests the President to annually proclaim May as Fallen Heroes Memorial Month, to affirm the nation's gratitude, and encourage Americans to support veteran service organizations.

This bill disapproves and nullifies the Environmental Protection Agency's rule that allows California to set its own pollution control standards for motor vehicles, engines, and nonroad engines. The bill prevents the implementation of the EPA's rule outlined in the Notice of Decision (90 Fed. Reg. 643).

The Interstate Paid Leave Action Network Act of 2025 (IPLAN Act) aims to create an interstate agreement between states with paid family and medical leave programs. This network will streamline benefit delivery, reduce administrative burdens, and coordinate state programs, benefiting both employees and employers. The Act establishes the IPLAN, defines its duties, and authorizes grants to a national intermediary and eligible states to support the development and implementation of the interstate agreement. Ultimately, the IPLAN Act seeks to create more consistency and efficiency in paid leave programs across state lines.

The Charlotte Woodward Organ Transplant Discrimination Prevention Act prohibits discrimination against individuals with disabilities in organ transplantation and related services. It ensures that qualified individuals with disabilities are not denied access to organ transplants or related services solely based on their disability and requires reasonable modifications to policies and auxiliary aids to ensure accessibility. The Act allows consideration of a person's disability if medically significant to the transplant's success, but not if a support network can ensure compliance with health requirements. Individuals who believe they have been discriminated against can file a claim with the Office for Civil Rights of the Department of Health and Human Services for expedited resolution.

The "Miracle on Ice Congressional Gold Medal Act" authorizes the presentation of three Congressional Gold Medals to honor the 1980 U.S. Olympic Men's Ice Hockey Team for their historic "Miracle on Ice" victory. These medals will be given to the Lake Placid Olympic Center, the United States Hockey Hall of Fame, and the US Olympic and Paralympic Museum for public display. The Act also allows for the creation and sale of bronze duplicates to fund the medal production.

The "No Vaccine Mandates in Higher Education Act" prevents federal funding from going to colleges or universities that require students or employees to get the COVID-19 vaccine. This prohibition applies to enrollment, employment, or receiving any benefit, service, or contract from the institution. The bill references the Higher Education Act of 1965 to define "institution of higher education."

The "Safeguard American Voter Eligibility Act" mandates that individuals provide documentary proof of U.S. citizenship when registering to vote in federal elections. It amends the National Voter Registration Act of 1993 to include these requirements and directs states to reject applications lacking such proof. The Act also outlines acceptable forms of documentation, verification processes, and penalties for non-compliance, while allowing provisional ballots under certain conditions. Additionally, the Department of Homeland Security must notify state election officials when an individual becomes a naturalized citizen.

This bill nullifies the Department of Energy's rule regarding energy conservation standards for gas-fired instantaneous water heaters. By disapproving the rule, the bill prevents the new energy conservation standards from taking effect.

The Homebuyers Privacy Protection Act amends the Fair Credit Reporting Act to limit consumer reporting agencies from sharing credit report information when a person requests a credit report for a residential mortgage loan. Consumer reporting agencies can only furnish this information if the entity has a firm offer of credit or insurance, has the consumer's authorization, or has an existing relationship with the consumer as a mortgage lender, servicer, or financial institution. This act aims to protect consumers' privacy during the home buying process by limiting the amount of entities that get access to their credit information. The changes will take effect 180 days after the Act is enacted.

The "Protecting America's Strategic Petroleum Reserve from China Act" prohibits the Secretary of Energy from selling petroleum products from the Strategic Petroleum Reserve to any entity under the influence of the Chinese Communist Party. It also ensures that petroleum products from the reserve are not exported to China.

The TAKE IT DOWN Act aims to combat the spread of nonconsensual intimate visual depictions, including deepfakes, online. It establishes criminal penalties for intentionally sharing such images without consent, with increased penalties for depictions involving minors. The Act also requires online platforms to create a process for users to report and request the removal of nonconsensual intimate visual depictions within 48 hours, enforced by the Federal Trade Commission. It defines key terms related to consent, digital forgeries, and covered platforms, while also ensuring that the rest of the law remains valid if any part is deemed unenforceable.

The Servicewomen and Veterans Menopause Research Act directs the Department of Defense and the Department of Veterans Affairs to evaluate existing research and identify gaps in knowledge regarding menopause, perimenopause, and mid-life women's health among servicewomen and veterans. It requires a report to Congress with findings, recommendations for improved training for healthcare providers, and a strategic plan to address research gaps and identify potential treatments. The Act also encourages further research into the impact of military service, including combat exposure, on menopause and perimenopause, as well as the impact of these conditions on mental health.

The End Kidney Deaths Act introduces a $10,000 per year tax credit for five years, up to $50,000, for individuals who make a qualified non-directed living kidney donation, where the donor does not know the recipient. This credit aims to incentivize kidney donations and will not be considered valuable consideration in violation of organ purchase prohibitions. The Act applies to donations made after December 31, 2026, and before January 1, 2037.

The "Anti-CBDC Surveillance State Act" prohibits Federal Reserve Banks from offering financial products or services directly to individuals, maintaining accounts for individuals, or issuing a central bank digital currency (CBDC) directly or indirectly. It also blocks the Federal Reserve from testing, creating, or implementing a CBDC, or using it to implement monetary policy, without explicit congressional authorization. The bill clarifies that these restrictions do not apply to digital versions of the dollar that are open, permissionless, and private, like physical currency.

The Association Health Plans Act modifies the definition of "employer" under ERISA to include groups or associations of employers that meet specific criteria, such as having at least 51 employees and being formed for purposes other than providing medical care. It allows these plans to establish base premium rates using a modified community rating methodology and adjust contribution rates based on employer risk profile, while prohibiting discrimination based on health status. The Act clarifies that providing coverage through these associations does not create an employer relationship and that these group health plans must still adhere to existing regulations under ERISA and the Public Health Service Act.

The "Law Enforcement Training for Mental Health Crisis Response Act of 2025" aims to improve law enforcement responses to mental health crises by providing grants to state, local, and tribal agencies for behavioral health crisis response training. These grants will help equip officers with the tools to de-escalate crisis situations, reduce injuries and fatalities, and better serve individuals experiencing mental health or substance abuse issues. The act requires the Attorney General to set training program standards and mandates annual reporting and auditing of grant fund usage. This program prioritizes training programs developed with healthcare professionals and individuals with lived experiences of mental illness.

The "Stop Harassing Owners of Rifles Today Act" or "SHORT Act" modifies firearm regulations by redefining "firearm" under the National Firearms Act, removing short-barreled rifles and shotguns from certain restrictions, and preempting state laws that tax, mark, record, or register these weapons. The Act also mandates the destruction of records related to these specific weapons held by the Attorney General.
